Position Duties and Responsibilities:
<ul>
<li>Follow Universal Blood and Body Fluid Precautions at all times.</li>
<li>Lift supplies of up to 30 pounds. Inform the Laboratory Supply Petty Officer of material requirements, research and/or evaluate new or improved phlebotomy devices.</li>
<li>Use an automated Laboratory Information System for entering patient demographics, tests requested, generating labels, and querying for completed results. </li>
<li>Establish and maintain effective working relationships with patients and medical staff.</li>
<li>Schedule appointments as necessary.</li>
<li>Complete work according to industry and safety protocols; follow detailed oral and written directions, precautions, and procedures.</li>
<li>Perform other duties as directed by supervisor(s) and needs of the department such as answering the phones, greeting and processing lab patients. </li>

Minimum Qualifications: 
<ul>
<li>High school equivalent and completion of NAACLS or two-part Phlebotomy program.</li>
<li>A current certification and registration as a Phlebotomy Technician from the American Society of Clinical Pathology (PBT-ASCP) or the American Medical Technologists (RPT-AMT).</li>
<li>Must have performed 40 hours of classroom training, 100 hours of clinical training and 10 successful venipuncture (including skin punctures).</li>
<li>Minimum of one year of experience as a Phlebotomy Technician after graduation. </li>
<li>Staff shall complete VA mandatory training as requested and complete ACLS/BLS training and keep ACLS/BLS certifications current throughout the life of the contract. Certification refers to the successful completion of an American Heart Association (AHA) or Military Training Network (MTN) approved BLS or ACLS course. The AHA and MTN are the only programs acceptable by VA for obtaining required certification.</li>

Work Environment
The work environment involves traveling to different sites daily to provide coverage, primarily working in office phlebotomist settings inside doctor's offices, alongside medical assistants and providers. Occasionally, coverage will be needed at Patient Service Centers, which are walk-in clinics for blood draws. On average, phlebotomists will perform 30 or fewer blood draws per day. While traveling to only one site per day, mileage is compensated, and travel time is paid. The team fosters a supportive, family-like atmosphere, and yearly merit-based performance reviews are conducted.

SUMMARY
This position will be responsible for efficiently and accurately performing blood collection and non-blood collection from donors.
This position will ensure compliance with Environmental Health and Safety (EHS) policies, State Departments of Health, Good Documentation Practices (GDP), Good Laboratory Practice (GLP), Good Manufacturing Practices (GMP), Good Clinical Practices (GCP), Good Laboratory Practice (GLP), Standard Operating Procedures (SOPs), EMEA and FDA Guidelines, general State and Country Regulations such as but not limited to (CLIA, CAP, USP, ISO 9001, USDA regulations, HTA license, DEA and State Controlled Substance programs) where site appropriate.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following based on site requirements. Other duties may be assigned.
• Follow Standard Operating Procedures (SOP), IRB Protocols, and regulatory requirements.
• Complete all process and procedure training as required.
• Create a welcoming environment for donors to increase donor retention and participate in donor recruitment, as needed.
• Consent donors and perform pre-donation donor screening qualification processes according to SOPs.
• Maintain confidentiality with respect to personnel, donors, and site records utilized during all duties.
• Preparing donors for donation procedures in a timely manner.
• Review donor record files for accuracy and completeness and ensure documentation is performed according to SOPs.
• Collect blood products or specimens through configuration of the collection device, performing phlebotomy, monitoring, and disconnecting the donor upon completion according to SOP.
• Perform daily, weekly, monthly, annual, and periodic calibration and qualification activities.
• Assist in performing donor center facility and equipment cleaning and maintenance daily, weekly, monthly, and/or annual.
• Process, label and review units and samples in preparation for shipping according to specifications, as necessary.
• Perform product and sample shipment activities, as necessary.
• Monitor collection supply levels and enter purchase requests, as necessary.

Major Duties of this position include but are not limited to:

<li>Adjusts equipment of laboratory testing, set up all necessary accessories and supplies regarding laboratory testing; ensures proper cleaning and minor maintenance of laboratory equipment</li>
<li>Informs the Team of critical changes in testing status and lab values</li>

Phlebotomy Technician Necessary Information: 
<ul>
<li> Will be assigned to the Blood Donor Center on Blood Drive days and the Main Laboratory on days they are not needed in the Blood Donor Center. </li>
<li> When assigned to the Blood Donor Center: The normal duty schedule for contractor personnel, apart from blood drive days, is Monday through Friday with a 9- hour workday between the hours of 0700-1800, to include a 1-hour non-billable lunch. </li>
<li> Blood Drives. During blood drive days, the duty schedule will vary. Contract personnel will be scheduled a 9-hour workday between the hours of 0300-2359, to include a 1- hour non-billable lunch, on scheduled blood drive days. There will be approximately two to four drives per week. Depending on blood donor turnout (during blood drives), lunches may be delayed to meet military contingency needs. Periodic travel is required for other than local blood drives, which may include multiple days at TDY locations. </li>

You will provide Medical Technicians (Phlebotomist) services for the Department of Veterans Affairs (VA) and the VA Central California Health Care System (VACCHCS).
 
As a VA contract phlebotomist, your care shall cover a range of routine and STAT testing on blood, urine and other body fluids in support of clinical chemistry, histology, toxicology, immunology, coagulation, hematology, urinalysis and microbiology as would be provided in a state-of-the-art health care facility and the standard of care shall be of a quality meeting or exceeding currently recognized national standards.
 
Contractor Phlebotomists (as appropriate and within scope of practice/ privileging) shall be responsible for providing routine and STAT testing on blood, urine, and other body fluids Services, including, but not limited to:
 
Collecting, transporting, processing, and evaluating specimen suitability for testing, including receiving, delivering, and storing specimens for all lab sections.
 
 
Contract phlebotomists shall follow all established patient safety and infection control standards of care. contract phlebotomists shall make every effort to prevent falls, and patient injury caused by acts of commission or omission in the delivery of care. All events related to patient injury and other breeches of patient safety shall be reported to the COR per VA Safety Policy.
