Job Summary
This position exists to represent the entire State Fire Marshal (SFM) division at conferences, seminars, fire schools, county fire chief meetings, and regional fire department meetings. This position coordinates, supports and is a resource for the Minnesota fire service on various issues with emphasis on department administration and operations, e.g. formation of new departments, human resources coordination, operational policies and procedures, specifications and procurement of equipment/supplies, shared fire services, and coordination of services with other public safety entities and the private sector. In addition, the position will serve as the point of contact for coordination of the division emergency response functions within the Minnesota Emergency Operations Plan (MEOP), the Fire Service Intrastate Mutual Aid Plan and emergency support as requested. This position assists the fire code teams with support throughout the state, provides the Minnesota fire service with code advice and guidance on fire and life safety education. The Fire Services &amp; Support Team (FSS) assists fire investigations performed by SFM investigators.

Qualifications
Minimum Qualifications
<ul>
<li>Three (3) years as a fire service captain&nbsp;or&nbsp;two (2) years in a statewide fire service role addressing complex issues.</li>
<li>Strong knowledge of fire department operations, including suppression, investigation, inspections, public education, EMS, technical rescue, and training.</li>
<li>Familiarity with fire-related codes and standards, including the International Fire and Building Codes, NFPA standards, and NIMS.</li>
<li>Completion of Fire Officer I course (32-hour NFPA-compliant) prior to appointment; certification within six months.</li>
<li>Ability to complete Fire Inspector I and Fire Investigator coursework (NFPA-compliant), Hazardous Materials Technician certification, and FAA Part 107 Drone License within set timeframes.</li>
<li>Proficiency in standard office software (e.g., Microsoft Word, PowerPoint).</li>
<li>Ability&nbsp;to&nbsp;work&nbsp;cooperatively&nbsp;with&nbsp;individuals&nbsp;from&nbsp;diverse&nbsp;backgrounds.</li>

Preferred Qualifications
<ul>
<li>Three (3) years’ experience as a chief fire officer with demonstrated knowledge of fire department operations and administration.</li>
<li>Associate or bachelor’s degree in fire administration, fire protection, fire science, or public administration.</li>
<li>Completion of the National Fire Academy Executive Fire Officer Program.</li>
<li>Certified Fire Officer I, Hazardous Materials Technician, and licensed Commercial Drone Pilot (FAA Part 107).</li>

Physical Requirements

<li>Collaborate with Clinical Services Manager in the development of job requisitions and updating active job descriptions.&nbsp; Interview and recommend applicants for hire.&nbsp; Manage staff performance including performance evaluation, skill development, and corrective action. Provide individual supervision to each staff member in assigned program. Facilitate team meetings; provide in-service training; encourage ongoing training of staff.&nbsp; Collaborate with other MCCFL programs to incorporate relevant intra-agency information into supervision.</li>
<li>Review and evaluate assessments, treatment plans, diagnosis reviews and progress notes in accordance with State standards; recommend resource allocation to ensure delivery of quality treatment services; provide guidance and support in the use electronic medical records systems; assist in quality assurance/improvement functions within the team.</li>
<li>Ensure that program staff meet minimum client service productivity requirements as may be set by the Agency to meet requirements of outside funding and/or reimbursement sources.</li>
<li>May interpret results of clinical evaluations for community agencies and/or apply results to individual guidance.</li>
<li>Provide feedback on general program operations in order for Clinical Services Manager to work on program, policy and procedure development to satisfy needs of clients and community partners. Provide behavioral health consultation services to other community agencies and professionals, such as State, County or local health organizations, Courts, law enforcement agencies, attorneys, medical professionals, and clergy.</li>
<li>Participate in required, clinically relevant, meetings and committees that may include All-Staff Meetings, Clinical Planning and Leadership Team; may participate in other committees as it relates to program services.</li>
<li>Participate in rotating, on-call crisis services supervisory role for up to one-week periods, including telephone consultation, crisis intervention, community collaboration and screening.</li>
<li>Ability to respond outside of regular office hours as assigned; ability to carry after-hours telephone. </li>
<li>Adhere to mandatory abuse reporting laws and HIPAA requirements; understand and abide by federal regulation of Alcohol and Drug information, 42CFR Part 2 and HIPAA regulations for client confidentiality.</li>
<li>Use agency vehicles to travel within the community, provide transportation for clients, and drive between business offices in order to complete essential responsibilities and attend required meetings and/or trainings.</li>

-External Fraud Investigators may concentrate on one specific or many different fraud typologies such as external fraud, technology related fraud, depending on business needs within Fraud Investigations. External Fraud Investigators perform duties such as investigating multiple fraud typologies in accordance with policies and procedures, performing thorough account transaction analysis for the purpose of identifying suspicious or fraudulent activity, and filing Suspicious Activity Reports (SARs). An investigator may review consumer and commercial DDAs, loans, lines of credit, debit and credit cards, technology products and investment products. -Maintain thorough and accurate case notes setting forth all required actions in chronological order through utilization of a case management system. -Report investigative findings to the appropriate designee within Fraud Investigations with recommendation for SAR or no SAR Determination. -Prepare complete and accurate SARs for filing. -Participation and compliance with internal continuing education and training. Training topics may include: Compliance with the U.S. Bank Code of Ethics and all Anti-Money Laundering, Bank Secrecy Act, information security and suspicious activity reporting requirements, policies and procedures. Participation in any required corporate and business line training in these areas. Understanding and adherences to internal suspicious activity referral requirements and processes as required for this position.
