SUMMARY: Performs professional accounting work of a relatively complex nature. Responsible for assisting with grant, bond and other project accounting for RIAC’s Capital Improvement Program, including tracking construction cost, tracking multiple funding sources, maintaining records and requesting funds for reimbursement of construction cost. Also responsible for other general accounting functions.
 ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following. Other related duties may be assigned. • Processes invoices approved for Capital Improvement Program to pay contractors. • Calculates and tracks the administration cost related to projects. • Verifies the source of funding for payments. • Compiles proper documentation needed to formally request draw down or reimbursement from appropriate funding sources, at minimum on a monthly basis. • Tracks reimbursement requests and receipts from the various funding sources. • Compiles a schedule of federal cost for the annual Single Audit Act report. • Assists in annual audits. • Summarizes and tracks payments, retainage held, and funding sources by project and reconciles to the general ledger. • Maintains project accounting system, accounting records and files for RIAC’s Capital Improvement Program and other major construction projects. • Identifies current cash requirements for the trustee revenue bond accounts and checking accounts for payments. • Identifies replenishment options for the project related checking accounts. • Assists manager with investment and cash flow analysis for project funds. • Prepares reports for grants as necessary. • Works with RIAC departments regarding accounting issues for construction or related projects. • Processes automated checks for multiple bank accounts, verifies proper invoice approvals and dollar amounts. • Reconciles Accounts Payable sub ledger detail to General Ledger and performs month end closing for Accounts Payable. • Analyzes and prepares a detailed report of Corporation travel expenses for year-end audit. • Prepares general journal, adjusting reversing and accrual entries. • Analyzes general ledger accounts. • Performs data entry, account inquiries and generates reports on computerized accounting system. • Serves as backup in Finance and Administration department functions and duties. • Files, mails and performs word processing related to the function.
