Payroll Processing
<ul>
<li>Collect and verify employee timekeeping data and payroll information.</li>

Compliance and Reporting

<li>Ensure payroll practices comply with federal, state, and local labor laws.</li>

<li>Assist with annual audits and provide payroll-related documentation as needed.</li>
<li>Maintain confidentiality and security of payroll data.</li>

Benefits and Deductions Administration
<ul>
<li>Coordinate with HR to process employee benefits, including health insurance, retirement plans, and voluntary deductions.</li>

Grant Allocation Processing
<ul>
<li>Allocate payroll expenses to appropriate grants, programs, or restricted funds based on employee roles and time allocations provided by the program.</li>
<li>Collaborate with program managers and finance staff to ensure accurate coding and documentation of payroll costs.</li>
<li>Maintain detailed records of payroll allocations for grant compliance and reporting.</li>

System Maintenance and Data Entry

<li>Maintain and update payroll systems and employee records.</li>
<li>Enter transfers, terminations, and changes in pay or benefits.</li>
<li>Generate payroll reports for internal use and external stakeholders.</li>

Communication and Support

The duties of the position include, but are not limited to:&nbsp;

<li>Manage and administer complex contracts, interagency agreements, data sharing agreements, leases, and memorandums for agreement.&nbsp;</li>
<li>Ensures state (DES/OFM) and agency regulations and guidelines for contracting and procurement are followed, working with the Attorney General's Office as needed.</li>
<li>Completes annual contracting and IT contracting reports as required by DES.&nbsp;</li>
<li>Assists with the DES procurement risk assessment.&nbsp;</li>
<li>Establishes policies and procedures to ensure compliance with contracts, including training other employees on proper contract administration items such as payments and filings.</li>

Required Qualifications:&nbsp;
High school diploma or GED
AND&nbsp;
*Four (4) years of full-time (40 hours per week or equivalent) professional experience within a finance, accounting or payroll office.
*A degree involving major study in public administration, business administration, business law, commerce, economics, mathematics, statistics or closely allied field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation or a foreign equivalent will substitute year for year for professional work experience.
AND&nbsp;
Three (3) years of full-time experience (at the journey level or above) in negotiating, administering or terminating government contracts, contract property management, contract cost or price analysis or contract compliance administration.
Required Knowledge, Skills and Abilities:
