Job Description This Position is Contingent Upon Award of the Contract. Under the direction of the National Program Director and in collaboration with the Office of the Chief Medical Officer (OCMO) of U.S. Customs and Border Protection (CBP), the National Medical Director (NMD) and the Deputy National Medical Director (DNMD) develop, implement, and evaluate the medical practice delivery model in accordance with the polices and protocols listed in the Statement of Work (SOW) and Department of Homeland Security (DHS) directives for the delivery of healthcare services to persons in custody. The National Medical Director shares the administrative functions that directly impact medical services and collaborates with the management team in overall planning and execution of program directives. The NMD and the DNMD assure delivery of quality healthcare services in accordance with the SOW for the medical services contract within medical units at U.S. Customs and Border Protection sites including, Office of Field Operations (OFO) ports of entry, U.S. Border Patrol Border (USBP) Stations. The NMD and DPMD perform the clinical responsibilities as agreed upon by the National Program Director. Contracted medical staff will work alongside uniformed Customs and Border Protection (CBP) Agents/Officers in secured federal facilities along the southwest border of the United States. These secured federal facilities are staffed and monitored by CBP personnel and/or contracted security staff 24 hours a day, 7 days a week to assure a safe working environment to include the co-located medical unit. Contracted medical staff work together with CBP personnel to provide health care services for persons of all ages, to include infants, children, adults, and pregnant females. MISSION CBPs Office of the Chief Medical Officer (OCMO) employs a trauma informed care model to provide frontline medical care for persons in CBP custody in accordance with Enhanced Medical Support Efforts CBP Directive (2210-004). This model provides a team of medical professionals comprised of physicians, advanced practice providers (e.g., physicians assistants, nurse practitioners) and support staff (e.g., Licensed Practical/Vocational Nurses, Paramedics, EMTs, Certified Medical/Nursing Assistants). These contracted medical teams provide basic assessment and medical treatment for persons in CBP custody to include emergency care as needed. Duties and ResponsibilitiesServes as the medical authority for the medical services contract and all medical units for the U.S. Customs and Border Protection sites including, Office of Field Operations (OFO) ports of entry, and/or U.S. Border Patrol Border (USBP) Stations. Demonstrates a caring and helpful attitude when interacting with patients, vendors and fellow employees. Provides medical direction and necessary guidance/oversight as required by state licensure for appropriate advanced practice provider (APP) supervision, oversight, consultation, coordination, and direction for all medical services, to include mental health and pediatric care in the absence of a behavioral health advisor or pediatric advisor. Clinical supervisory authority over sector physicians, APPs, all clinical staff, all medical unit functions, laboratory, and pharmacy. Participates in the recruitment and selection process for APPs and state Supervising Physicians. Provides on-call coverage for assigned medical units/sector 24 hours a day/7 day a week, however, call coverage may rotate based upon staffing. Responsible for developing and coordinating all aspects of healthcare delivery in collaboration with the National Program Director and OCMO. Provide medical in-service training to physicians and clinical staff, as necessary. May provide direct care to patients in accordance with current accepted practice, licensure, certification, credentialing and or granted privileges. Maintains non-involvement in the security aspect of patient care and custody. Participates in disease surveillance activities and public health and epidemiology studies/efforts, as needed. Provides age-appropriate screening, treatment, and patient instruction pertinent to the discipline and facility setting for acute and chronic conditions for all ages. Serves as the laboratory director in sites where CLIA waived testing is performed, providing oversight of appropriate diagnostic tests and services, to include monitoring and meeting CLIA requirements. Acts as a reviewer for all outside referrals/consults to specialty services, to include hospital or emergency care that exceed services offered at the medical unit. Audits referrals and post-referral follow-up, as needed, as part of the medical quality management (MQM) program. Provides oversight for any patients requiring enhanced medical monitoring. May be expected to respond to and or coordinate response to medical emergencies and medical sentinel events. Seeks guidance from the Pediatric Advisor, Behavioral Health Advisor, or other leadership as appropriate. Serves on the national and local MQM committees and oversees root cause analyses and quality improvement projects/initiatives in collaboration with the national and local MQM committee. Attends/Leads general staff meetings at assigned medical units and leads or oversees MQM initiatives and reviews, working in close collaboration with the local physician and Patient Safety Risk Manager, as applicable. Performs record keeping functions in accordance with program policies and position. Maintains functional proficiency and ease of use utilizing electronic health records as required by, and appropriate to, position. Completes all initial, annual, and ad hoc training or competencies as required/assigned. Maintains patient confidentiality, and confidentiality of medical records, in compliance with the Privacy Act and HIPAA regulations in all work activities as applicable. Adheres to, and maintains awareness of DHS and CBP Policies, Procedures, Directives, and Operational Memoranda. Performs chart reviews as part of MQM, focused professional practice evaluation (FPPE), on-going professional practice evaluation (OPPE), annual performance evaluation, medical sentinel event reviews, quality assurance and perform improvement initiatives. Completes summaries of all completed chart reviews, identifying trends, performance concerns, best practices. Some items may be delegated if a local physician is assigned at a specific facility, for those assigned personnel to that facility. Management and oversight of the Peer review program for the Physicians and APPs assigned as part of OPPE and completion of an annual evaluation process for the assigned Physicians and APPs. Performs collaborative mid-term review of performance with assigned Physicians and APPs as part of an annual performance evaluation process, addressing any clinical practice concerns if identified. Portions of the APP peer and chart review process, FPPE, and OPPE may be delegated, if a physician is assigned to the local facility. Provides emergency care to employees or visitors for life, death, loss of sight/limb situations until Emergency Medical Services Arrives. Qualifications BASIC REQUIREMENTS Education/Training Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. The degree must have been accredited by the Council on Medical Education of the American Medical Association, Association of American Medical Colleges, Liaison Committee on Medical Education, Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. Licensure/Certification Candidates must have a current, active, valid, and unencumbered license, registration, or certification as a Doctor of Medicine (M.D.) or as a Doctor of Osteopathy (D.O.) issued by any United States jurisdiction. Licensure must be maintained current, and any required education or trainings to maintain licensure must be completed within the required timeline of the licensing authority. A temporary license will not be accepted. Candidate must not have had any professional licensure or certification withheld, suspended, revoked, or denied, and the candidate must not have surrendered or allowed a professional license or certification to have expired or lapsed because of an investigation or disciplinary action. The OMR will function as a part of the larger onsite safety team, helping to provide assistance with all health and safety needs. This includes attending weekly associate safety committee meetings, greeting all new hires for the site, either within a group setting at New Hire Orientation or through one-on-one interaction. The OMR will also participate, as needed, in incident investigations and weekly case management review meetings.
Responsibilities:

· Maintain all records of care provided to associates.
· Maintain first-aid kits, inventory supplies, restock and clean equipment used to provide first aid care.
