Position Summary:

This position provides full-time, on-site support to VA’s Resident Engineer, COR, and Project Management staff.
The CM-SA/E will serve as an owner’s representative, monitoring project execution, quality, schedule, and cost for multi-phase EHRM infrastructure upgrades including construction of 5 new telecommunication rooms connected to the existing medical center buildings, retrofitting areas of existing buildings to create new Telecom Rooms, installing all new roofing, telecom cabling, HVAC, and Electrical Power systems to support the new Telecom Rooms. The role requires strong technical construction knowledge, experience with federal construction processes, and the ability to represent the Government’s interests in a professional, proactive manner.
Responsibilities:
<ul>
<li>Ability to quickly understand and master the requirements of the local state and federal jurisdictions and the requirements of each in relation to this Project.</li>
<li>Possess knowledge of Construction Contract Documents, including Front End and Technical Specifications and Drawings, to readily understand and assess the requirements.</li>
<li>Working knowledge of engineering services, building codes, budgeting, and scheduling to lead to the project’s success.</li>
<li>Supervise and manage personnel of diverse skill sets.</li>
<li>Provide Subject Matter Expertise, especially with managing and overseeing studies and designs for new construction, renovations, and improvements to real property facilities.</li>

<li>Regularly prepare and present project status briefings, develop and maintain performance matrixes, and prepare well-written technical reports. Prepare written and oral reports for Government leadership and program managers. Regularly brief senior leadership.</li>

<li>Survey existing job conditions and confer with requesting medical center personnel to determine project scope validation, phasing, impact on other medical center services, and other specific design requirements.</li>

<li>Performs lab-related clerical duties include but not limited to order entry, verification of test result receipt, patient information retrieval as well as utilization of email, medical record systems, handheld and desktop devices, ordering and maintaining supply inventory, filing and sanitizing equipment as necessary&nbsp;</li>
<li>Uses department’s resources efficiently; participates in efforts to reduce costs and streamline work processes.&nbsp;</li>

Qualifications 
Required:
<ul>
<li>
High School diploma or equivalent.&nbsp;
</li>
</ul>
<ul>
<li>
Phlebotomy certification through a nationally recognized organization or training from a phlebotomy school or medical institution or one or more years of phlebotomy experience in a healthcare setting or CMA certification.&nbsp;
</li>
</ul>
Preferred:
<ul>
<li>
Experience performing phlebotomy on a broad range of patient’s types.&nbsp;
</li>
<li>
Experience with processing lab specimens, transferring specimens, and handling a centrifuge.&nbsp;
</li>
<li>
Familiar with medical EMR systems.&nbsp;
</li>
</ul>
<ul>
<li>
Knowledge of medical terminology.&nbsp;
</li>
</ul>
