 NATURE OF WORK Positions in this classification are responsible for general duty and investigator police work. Incumbents are committed to the protection of life and property, apprehension of criminals, enforcement of laws and ordinances and preservation of the peace. Work is performed in assigned shifts, from patrol cars or on foot. Assignments may vary between uniform patrol, preliminary investigation, and traffic enforcement.  WORK ENVIRONMENT Work required significant physical agility and strength to pursue and physically subdue suspects; maneuver in and out of police cars and carry 30 pounds of equipment. Police Officers perform some twisting and turning and may crouch or sit for long periods of time. Officers routinely carry and use weapons.

 EXPERIENCE AND TRAINING GUIDELINES Experience: Two years of sworn, non-military, patrol officer experience. Certifications: State-issued Basic Law Enforcement certificate. Status: Currently employed as a law enforcement officer or have left such employment in good standing (within 5 years) and have a valid law enforcement commission, at time of hire. 
 
NOTE: Applicants from states other than Washington must have the ability to obtain Basic or Equivalency Law Enforcement certification by the Washington State Criminal Justice Training Commission, within the probationary period.
 BENEFITS Qualified employees are eligible for benefits the first of the month after hire date.
 MEDICAL: The City currently offers two Medical Benefit Plans, Asuris Northwest Health Preferred Provider Plan (PPO) and Kaiser Permanente. Both are administered through the Association of Washington Cities (AWC). The City pays up to $1,591.00 for employee and dependent medical coverage.
 DENTAL: Currently, the City offers two Benefit Dental Plans. One is through Washington Dental Service and the other is Willamette Dental. The City pays for the employees premium and the employee pays for their spouse and dependents if they choose that coverage. VISION: Provided by VSP.
 AFLAC: The City offers its employees the opportunity to purchase AFLAC products through a payroll deduction plan. The entire cost is paid by the employee. 
 
 RETIREMENT: All retirement plans are through the State of Washington Department of Retirement Systems (DRS) o Law Enforcement Officers and Fire Fighters Retirement System (LEOFF) Plan 2 is a lifetime retirement pension plan available to law enforcement officers and firefighters in Washington. o Employees have available a Deferred Compensation Program (DCP). Contributions may be made by the employee to the Plan and deducted from the employees paycheck.
 HRA VEBA: The City offers to pay $425.00 monthly toward dependent Medical or Dental coveragethrough the VEBA program. If the employee does not have dependent coverage, then the money is put into a VEBA account also on a monthly basis. If the employee wants reimbursement for medical co-pays, dental costs, optical costs, prescriptions or dependent premiums paid by their spouse, they may submit receipts to VEBA for the reimbursement. The employee may leave these monies in the account and use it in the future for retirement purposes.
 GROUP LIFE INSURANCE STANDARD INSURANCE: The City pays for a $10,000.00 life insurance policy for each employee. The employee may choose to increase this amount for additional coverage. Any premium amount for coverage above the $10,000 is taken as a payroll deduction form the employees monthly paycheck.
 VACATION TIME: Employees will receive the following vacation benefit per year: Year 1-4 = 8 hours/month Year 5-10 = 11 hours/month Year 11-15 = 13 hours/month Year 16 and after = 15 hours/month

Selection Process
All City applications reviewed will be reviewed for accuracy, completeness and job-related qualifications. Compensation and Employee Benefits

Job Description
DEFINITION
Positions in this class are normally filled by advancement from the lower level of Police Officer II. A Police Officer III works under general supervision and within the framework and established policies and procedures of the Lakeport Police Department. 
CLASS CHARACTERISTICS
A Police Officer III has demonstrated by his/her performance, that he/she is capable of performing a variety of law enforcement duties with only occasional instruction or assistance. A police Officer III possesses strong knowledge of -police procedures and policies, and works productively in the absence of supervision. Work is normally reviewed only upon completion and for overall result. A position of this class has the required knowledge to perform basic supervisory tasks and to provide training for less experienced law enforcement employees.
ESSENTIAL FUNCTIONS
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. 
Patrol and Traffic Safety
Patrols an assigned area during an assigned shift and looks for indicators of possible criminal activity or threats to life and property; answers calls for police services; enforces City, county, and state laws; makes field contacts and completes forms; may conduct both preliminary and follow-up investigations of disturbances, prowlers, burglaries, thefts, robberies, vehicle accidents, suspected homicides, and other criminal incidents. 
As a Motor Officer, patrols the City on a motorcycle or in a radar-equipped patrol unit; responds to calls related to traffic incidents and any other emergencies; observes, monitors, and controls routine and unusual traffic conditions; assists and advises motorists and enforces traffic safety laws.

Investigations
Coordinates and conducts complete and detailed investigations of crimes involving juveniles and adults, crimes against persons and property, and crimes involving vice, gaming and narcotics violations. 
Participates in all normal enforcement activities including enforcing local and State laws, issuing citations, making arrests, administering first aid, and transporting prisoners. 
Performs undercover and surveillance activities; interviews victims, complainants, witnesses and suspects; collects, preserves, and maintains evidence and property related to suspected crimes; serves warrants and subpoenas.
Prepares investigative reports and case information; files criminal cases with the District Attorneys Office and works with the District Attorney on case filings; provides testimony and evidence in court. 
Answers questions from the public concerning local and State laws, procedures, and activities of the Department; develops and maintains good relationships with the public, including informants and contacts which may be helpful in criminal investigations. 
Other Functions
As assigned, acts as training officer for new Police Officers; serves as field supervisor on individual calls requiring special attention; or conducts background investigations. 
As assigned, makes presentations before a variety of public groups to promote crime prevention activities and to enhance public understanding of Police Department activities; serves as liaison to neighborhood watch groups and schools. 
When assigned as a Canine Officer, cares for, maintains and trains a police dog; conducts demonstrations and raises funds to maintain program.
As assigned, serves as the School Resources Officer; teaches a variety of drug resistance classes; assists with student discipline and counseling; ensures that school district policies and school rules are followed; maintains statistical data on assigned programs; fosters a positive relationship between law enforcement, students and school staff.
May be assigned to direct, supervise and coordinate police officers when a supervisor is not available; assists in briefing and training new personnel; may be assigned to direct, train and coordinate police cadets, police explorers and/or volunteers.
QUALIFICATIONS GUIDELINES
 
Education and/or Experience 
Must satisfactorily perform the qualification of Police Officer I and Police Officer II. In addition, this position requires a minimum of seven (7) years of law enforcement experience as a Police Officer with the Lakeport Police Department or equivalent; possession of or have met eligibility requirements for Intermediate Peace Officer Standards and Training Certificate at the time of hire, possession of or have met eligibility for Advanced Peace Officer Standards and Training Certificate within two years of appointment, have a satisfactory performance evaluation and letter of recommendation from his/her supervisor for internal candidates.
Knowledge, Skills and Abilities 
Skills of Police Officer I and Police Officer II positions with a combined knowledge and expertise in criminal investigation, evidence collection and training. Also provides supervisory support when a supervisor is not available.
Special Requirements
Possession of a Class C California drivers license and a satisfactory driving record.

The Safety Officer will be responsible for maintaining the facility or organizational Safety Binder that contains all safety policies, a grid of scheduled and required safety activities, all forms for conducting and documenting safety activities, and completed documentation of all safety activities that include recommended areas of improvement and the date and details regarding the improvements completed.
 
The Safety Officer will be responsible for obtaining and facilitating an annual external inspection, obtaining a copy of the inspection report along with the criteria used for the inspection (if not included on the inspection report), clarifying with the inspector all recommendations for improvement made on the report, placing a copy in the clinic safety binder, making a copy of the report for presentation, and reporting the results to the appropriate team, committee, and/or manager.
 
The Safety Officer is responsible for completing a quarterly self-inspection and required documentation and submitting/presenting the reports to the appropriate team, committee, and/or manager.
 
All self-inspection reports and correction activities will be reviewed by the appropriate team, committee, and/or manager, and noted in meeting documentation. The Safety Officer will report the results of the self-inspections, follow-up activities, and their recommendations for improvements to the appropriate team, committee, and/or manager to ensure the organization utilizes the information to increase the level of safety throughout its operations.
 
The Safety Officer will maintain a record of all inspection documentation and reports, including recommendations and corrections made, and all meeting minutes that correspond with the specific inspection and resulting improvement activities.
 
Emergency Preparedness Responsibilities
The Safety Officer will be responsible for the following emergency preparedness activities:

The Safety Officer will be responsible for obtaining and facilitating an annual external inspection, obtaining a copy of the inspection report along with the criteria used for the inspection (if not included on the inspection report), clarifying with the inspector all recommendations for improvement made on the report, placing a copy in the clinic safety binder, making a copy of the report for presentation, and reporting the results to the appropriate team, committee, and/or manager.
 
The Safety Officer is responsible for completing a quarterly self-inspection and required documentation and submitting/presenting the reports to the appropriate team, committee, and/or manager.
 
All self-inspection reports and correction activities will be reviewed by the appropriate team, committee, and/or manager, and noted in meeting documentation. PURPOSE OF CLASSIFICATION:
The purpose of this classification is to perform general law enforcement work to preserve public peace, to protect lives, property and rights of the public; and to enforce statutory law and municipal ordinances. Work involves patrolling City streets and neighborhoods to deter crime or apprehend and/or arrest violators or suspects, responding to calls for law enforcement assistance, and gathering information for criminal investigations. 
ESSENTIAL FUNCTIONS:

Summary: This full-time (40 hours per week) Police Officer position is empowered to apply best practices in community policing on the campus of Queens University of Charlotte in Meyers Park. In this role, you'll build relationships through your daily contact with students, faculty, staff, visitors, and vendors. As a sworn Police Officer, this role requires an active BLET certification to be considered; local candidates only. This position is non-exempt from provisions of the Fair Labor Standards Act (FLSA) and is eligible to earn overtime pay for additional hours worked. This position is not eligible for visa sponsorship.
Essential Duties and Responsibilities:
<ul>
<li>Patrol university property on foot or vehicle to protect lives and property.</li>
<li>Assist in emergency situations and ensure orderly movement of traffic on campus. Enforces Federal, North Carolina State Laws and City Ordinances and university policies.</li>
<li>Conduct and accurately document investigations of accidents, crimes and incidents by interviewing victims, witnesses, and suspects, through the identifications and collection of physical evidence, searching persons, vehicles and other premises in accordance with legal guidelines.</li>
<li>Respond to all emergency calls including potentially violent and life-threatening situations.</li>
<li>Provide crime prevention strategies, inspect university property for safety hazards, equipment malfunctions, unsecured doors or other unusual occurrences, refer victims to appropriate services, provide directions, escorts, vehicle and door unlocks assistance, operate necessary equipment.</li>
<li>Respond to fire, intrusion, and security alarms and emergency calls boxes.</li>
<li>Integrate Community Policing into patrol activity and apply COP concepts to resolve problems.</li>

<li>Report any security breaches or suspected security issues</li>

Campus Police Officers are considered essential personnel at Queens. In the event of extraordinary situations, the University may suspend normal operations and classes in whole or part. In such instances, all essential personnel must fulfill their duties, including (1) ensure the continuation of critical University operations; (2) attend to the needs of students and other members of the University community; and (3) protect the University’s assets. Essential personnel will be notified by the University announcements and by their respective department head of their activation, and they must report to work as soon as feasible (or remain on duty if already on campus). Essential personnel must remain on duty as instructed to ensure the uninterrupted delivery of essential services, unless directed or permitted to do otherwise by their department head.
