Prevailance is seeking an experienced and mission-focused professional to serve as a Training, Policy, and Emergency Management (EM) Program Assessment Support Specialist for the Commander Navy Installations Command (CNIC) to support the successful development, delivery, and tracking of Navy EM training, policies, and program assessments. This role requires expert-level understanding of EM principles, strong training program development skills, policy drafting and coordination experience, and analytical capabilities to maintain and report on EM program metrics. Travel along the east coast of the U.S. in the event of a Continuity of Operations (COOP) event may be required.
 
The Support Specialist provides essential support to sustain twelve-hour-per-day, seven-day-per-week (12/7) watch stander operations for the Emergency Management Department during daily activities, training, and real-world response efforts. In addition to watch standing duties, the contractor will assist the Deputy Program Director and department staff by preparing briefs, executive summaries, and point papers for a variety of stakeholders, coordinating official tasking through approved IT systems, and providing general administrative support to the Emergency Management program.
 
Responsibilities include, but not limited to:

<li>Training Program Support: Maintain current knowledge of DoD and Navy EM policies; review and update training curriculum; integrate Lessons Learned and best practices; track training metrics and recommend improvements; support conferences and working groups. </li>
<li>Policy Support: Draft, update, and maintain key EM policies, including CNIC HQ reports, Destructive Weather Warning Orders, the CNIC All-Hazards Plan, and the Navy Installation Emergency Management Program Manual; coordinate reviews and adjudicate stakeholder feedback. </li>
<li>Program Metrics and Reporting: Develop, maintain, and refine emergency management and dispatch metrics; produce Quality Assurance and Improvement (QA/I) reports; adjust metrics to meet evolving program needs. </li>
<li>Assessment Tool Management: Administer and support the Emergency Management Program Assessment Tool (EMPAT); assist users with training and troubleshooting; generate periodic and ad hoc reports from assessment data. </li>
<li>Task Order Management: Develop project-specific Plans of Action and Milestones (POAMs); provide regular updates and document activities for monthly status reporting.</li>

Requirements:
Experience:

Position Summary
As a Lead Support Specialist, you will provide a supportive and safe environment in community residential settings within MHA’s ICL (Integrated Community Living) department. You will help foster growth, independence, and community engagement for individuals who have experienced a brain injury resulting in physical limitations, mental health, and/or cognitive challenges.

Open Shift: Sunday through Thursday 3pm-11pm (40h)
Key Responsibilities

<li>Provide respectful, person-centered support to participants in daily living activities, personal care, and skill development.</li>

The duties and responsibilities of the Residence Program Specialist will include but are not limited to the following:

Enhanced Harm Reduction Specialist
The Enhanced Harm Reduction Specialist is responsible for providing an array of mobile-based harm reduction services to marginalized, street-based populations including people living with HIV, people who actively use and inject drugs, people with Hepatitis C, people who engage in sex work, and people experiencing homelessness. This position provides safer use supplies, personal care items and pantry, health education, and assistance with referrals. Overdose prevention education is conducted on a regular basis to all clients with a history of substance use.
Mobile services are conducted utilizing a team approach in collaboration with testing, navigation, mobile medical services, outreach, and behavioral health staff in the department. This position is also responsible for driving the mobile units and assisting with vehicle maintenance. Services are conducted utilizing a harm reduction approach that supports the client in identifying their own goals around substance use and safer sex. We support clients who are actively using, those who use occasionally, and those who are in recovery.

<li>Ensure vehicles are sufficiently stocked with program supplies and paperwork on a daily basis to ensure supply needs are met. Driver (staff) will make a list of any supplies need it for the next day at the end of the day.</li>
<li>Attend trainings, service planning sessions, and other activities to ensure the provision of the most up-to-date and culturally appropriate services.</li>
<li>Maintain the highest level of professionalism at all times.</li>
<li>Participate in data-driven and clinical supervision, as well as departmental, divisional, and staff meetings.</li>
<li>Other related duties as assigned</li>

Education and Certification 
<ul>
<li>Valid New York State driver’s license required.</li>
</ul>
Special Skills and Knowledge
<ul>
<li>Experience working with street-based populations, such as people who use drugs, people experiencing homelessness, and sex workers.</li>
<li>Bilingual in Spanish a plus.</li>
<li>Knowledge of harm reduction and the risks associated with injection drug use and sexual health.</li>
<li>Ability to listen to and communicate clearly and respectfully with people who use drugs, community members, peers, volunteers and agency staff.</li>
<li>High level of self-motivation.</li>
<li>Commitment to working as a member of a team.</li>
<li>Able to work with a team with different attitudes and personalities.</li>
<li>Flexibility and willingness to work outdoors, including inclement weather conditions, and weekends as needed.</li>
