JOB SUMMARY
This position assists in the planning, development, coordination and operation of the Hall County Emergency Management Agency, County Emergency Operations Center (EOC), and Homeland Security efforts. Coordinates and implements planning efforts for the county-wide emergency management program to include the development, operation and staffing of EOC Sections during disaster operations in compliance with the National Incident Management System (NIMS), Emergency Support Functions (ESFs) and the County Emergency Operations Plan (EOP) frameworks. Assists with management and operational readiness of the EOC and supporting infrastructure. Assists with the training and exercise program, as required, to test planning efforts and HEMA operational practices. Interprets emergency management policies for public and private organizations. Liaise with partners to ensure an efficient and effective preparedness and recovery effort. Serves as a HEMA Duty Officer with rotating 24-hour immediate on-call responsibility. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Coordinate and implement planning efforts for the county-wide emergency management program which cover a broad range of emergency management areas to include recovery, hazard mitigation and resources.
Assists with the development and maintenance of emergency management plans to include but not limited to, local emergency operations plan, hazard mitigation plan, debris management plan, etc.
Assists in the development of operational budgets; prepares bid specifications for the procurement of vehicles, apparatus, facilities and other supplies and equipment.
Coordinate the build-out, operation and staffing of EOC Sections during disaster operations in compliance with the National Incident Management System (NIMS), Emergency Support Function (ESFs) and the County Emergency Operations Plan (EOP) frameworks.
Assist with management and operational readiness of the EOC and supporting infrastructure.
Assists with training and exercise program elements as required testing planning efforts and HEMA operations.
Coordinates with volunteer organizations (VOADS) (internal and external)
Serves as a HEMA Duty Officer for Agency emergency response notification, activations and support.
Responds to major incidents as necessary.
Regular and predictable attendance is required.
Performs other related work as required.
MINIMUM QUALIFICATIONS REQUIRED

EDUCATION AND EXPERIENCE:
High School Diploma or GED
3 years’ experience in emergency services delivery.
Certified Emergency Management Certification from the Georgia Emergency Management Agency.
Any combination of education, training, and experience that provides the required knowledge and skills is acceptable.

LICENSES AND CERTIFICATIONS:
Certified as an Emergency Manager by the State of Georgia within 24 months of hire.
Valid State of Georgia driver’s license Class C and a satisfactory motor vehicle record (MVR).
KNOWLEDGE, SKILLS, AND ABILITIES:

Prevailance is seeking an experienced and mission-focused professional to serve as a Training, Policy, and Emergency Management (EM) Program Assessment Support Specialist for the Commander Navy Installations Command (CNIC) to support the successful development, delivery, and tracking of Navy EM training, policies, and program assessments. This role requires expert-level understanding of EM principles, strong training program development skills, policy drafting and coordination experience, and analytical capabilities to maintain and report on EM program metrics. Travel along the east coast of the U.S. in the event of a Continuity of Operations (COOP) event may be required.
 
The Support Specialist provides essential support to sustain twelve-hour-per-day, seven-day-per-week (12/7) watch stander operations for the Emergency Management Department during daily activities, training, and real-world response efforts. In addition to watch standing duties, the contractor will assist the Deputy Program Director and department staff by preparing briefs, executive summaries, and point papers for a variety of stakeholders, coordinating official tasking through approved IT systems, and providing general administrative support to the Emergency Management program.
 
Responsibilities include, but not limited to:

<li>Training Program Support: Maintain current knowledge of DoD and Navy EM policies; review and update training curriculum; integrate Lessons Learned and best practices; track training metrics and recommend improvements; support conferences and working groups. </li>
<li>Policy Support: Draft, update, and maintain key EM policies, including CNIC HQ reports, Destructive Weather Warning Orders, the CNIC All-Hazards Plan, and the Navy Installation Emergency Management Program Manual; coordinate reviews and adjudicate stakeholder feedback. </li>
<li>Program Metrics and Reporting: Develop, maintain, and refine emergency management and dispatch metrics; produce Quality Assurance and Improvement (QA/I) reports; adjust metrics to meet evolving program needs. </li>
<li>Assessment Tool Management: Administer and support the Emergency Management Program Assessment Tool (EMPAT); assist users with training and troubleshooting; generate periodic and ad hoc reports from assessment data. </li>
<li>Task Order Management: Develop project-specific Plans of Action and Milestones (POAMs); provide regular updates and document activities for monthly status reporting.</li>

Requirements:
Experience:
<ul>
<li>Minimum 10 years of emergency management or operations center experience</li>
<li>Minimum 5 years of experience supporting installation emergency management programs</li>
<li>Direct knowledge of or experience with the Navy installation EM program</li>
<li>Strong working knowledge of: 
<ul>
<li>National Incident Management System (NIMS) </li>
<li>National Response Framework (NRF) </li>
<li>Incident Command System (ICS) </li>
<li>Homeland Security Exercise and Evaluation Program (HSEEP) </li>
<li>Crisis Action Planning (CAP) </li>
</ul>
</li>
<li>Proficiency in Microsoft Office Suite, including advanced use of MS Access</li>
<li>Strong experience in delivering training and incorporating feedback into course revisions</li>
<li>Exceptional written and oral communication skills</li>
<li>Professional bearing to brief and interact with senior military officers and civilian leadership</li>
</ul>
Preferred Qualifications:
<ul>
<li>Prior experience supporting Navy Echelon I-IV commands</li>
<li>In-depth knowledge of adult education learning principles and instructional design techniques</li>
</ul>
Education:
<ul>
<li>Master’s degree in one of the following disciplines is highly desired: Emergency Management, Disaster Preparedness/Response, Adult Education, Public Policy, Public Administration or Business Administration</li>
<li>A degree may be substituted with adequate EM experience which is considered at least 8 additional years of military service with EM experience</li>
</ul>
