 This Mental Health Specialist will support the Enhanced Care Services (ECS) program within the Adult Mental Health (AMH) department. This role will work closely with internal and community partner staff to provide integrated care to individuals who may be experiencing significant medical and/or psychiatric illnesses. The Mental Health Specialist provides culturally competent, appropriate, and trauma-informed crisis and behavioral health treatment for assigned clients. This position provides counseling and education for individuals, couples, families, and groups. Clients may present with a variety of issues including trauma histories, dysregulated behavior and/or emotions, suicidality, and difficult relationship dynamics. Interventions by the Mental Health Specialist may include Collaborative Problem Solving, Cognitive Behavior Therapy, Dialectical Behavior Therapy, Motivational Interviewing, and a variety of other modalities. This role provides behavioral health services to other community agencies, coordinates behavioral health services with other community and State resources, and performs related work as required. This classification may support any one of the agency’s departments, including Adult Mental Health, Children and Family Services, Community Support Services, and Mobile Crisis. Incumbents must demonstrate cultural sensitivity and understanding of how culture influences and impacts behavioral health services while incorporating this understanding into trauma-informed care. Mid-Columbia Center for Living (MCCFL) is a Certified Community Behavioral Health Clinic (CCBHC) that specializes in providing services that are both trauma-informed and recovery-oriented to persons / consumers with mental illness and addictions. Trauma-informed care includes safety, choice, collaboration, trustworthiness, cultural responsivity, and empowerment for both clients and staff. MCCFL serves Hood River, Wasco, and Sherman Counties and utilizes a consumer-involved, consumer-engaged, and consumer-driven model. MCCFL provides a whole-person care approach to adults and children to address both physical and mental health needs. MCCFL offers a variety of programs including a mobile crisis unit, intensive case management, ongoing counseling, community support, supported employment, jail diversion, hospital discharges, hearings, and more. What you'll need: Any qualifying combination of education, licensure and experience that demonstrates the ability to perform the duties of the position. <li>Master's degree in a Mental Health and Addiction Certification Board of Oregon (MHACBO) qualifying field. </li>
<li>Bilingual fluency in Spanish/English is preferred. </li>
<li>Incumbent must obtain certification from the Department of Human Services as a Mental Health Investigator and Mental Health Examiner. Incumbent must keep certification current and in good standing. </li>
<li>Must possess a valid Oregon or Washington Driver's License, maintain an acceptable driving record and be insurable for client service purposes and for travel between business office for meetings and/or trainings. </li>
<li>Must pass all criminal history check requirements as required by ORS 181.536 to 181.537, and in accordance with OAR 407-007-0220 to 407-007-0370. </li>

What you'll do:
<ul>
<li>Provide psychotherapy, counseling, and case management services to individuals, families and groups.&nbsp; Conduct interviews to accumulate pertinent data; assess presenting issues; develop service plans. Counseling and psychotherapy may include working with assigned clients in developing communication skills, providing assertiveness training, providing behavior modification programs, and monitoring the effects of prescribed medication.</li>
<li>Depending on position, may provide substance abuse disorder assessment and provide integrated dual-diagnosis services to assigned clients. </li>
<li>Utilize agency clinical software system to make internal referrals, manage work schedule, and prepare current client records of treatment and reports as necessary and required. Maintain timely and cogent progress notes and service plans to required standards. Ensure that client records and other documentation are up-to-date and justify the services provided. </li>
<li>Serve as investigator and/or examiner in involuntary commitment procedures. </li>
<li>Assist and/or provide back-up support with screening, referral, and crisis services as needed and directed by supervisor. May provide after-hours emergency services on a 24-hour, rotating basis, such as telephone consultation, crisis intervention, and pre-hospital screening examinations. </li>
<li>Actively participate in joint case planning and coordination with internal multi-disciplinary team and agency psychiatrists. Collaborate in case planning and service coordination as needed with other community agencies such as law enforcement, community detention facility, schools, group homes, community medical hospital and other DHS programs. </li>
<li>Participate in all team and agency meetings as scheduled.</li>
<li>Regular and reliable attendance, professional communication, and confidentiality are essential functions of this position.</li>
<li>Must be approved to provide transportation for clients using agency vehicles; travel within the community and between business offices in order to complete essential responsibilities and attend required meetings and/or trainings. </li>

JOB RESPONSIBILITIES

<li>Educate and define Health and Safety policies and procedures to assure facility-wide compliance for the Axis manufacturing plant and surrounding sites</li>
<li>Assist in updating Health &amp; Safety procedures</li>
<li>Conduct weekly safety audits of the plant, track action items and submit reports</li>
<li>Perform daily walk-arounds of the plant to ensure that employees and contractors are following all Health &amp; Safety policies</li>
<li>Audit Company and contractor equipment; document for compliance</li>
<li>Review and approve hot work permits, safe work permits, confined space permits and critical lift plans</li>
<li>Recover and store closed permits for document retention</li>
<li>Facilitate new hire, annual and post-incident training for all AMVAC personnel and on-site contractors</li>
<li>Assist with new-hire orientation meetings and provide safety training at all levels </li>
<li>In conjunction with the lead investigator, assist the initiation and follow-up of incident investigation for closure and resolution</li>
<li>Work closely with the Health and Safety manager to monitor and improve company objectives</li>

POSITION SUMMARY
The candidate will assist a national security U.S. government agency by providing high-level technical expertise by, developing new methods for extracting data/information agency nuclear testing operations and translation of nuclear effects information for Interagency stakeholders. The agency core mission integrates large numbers of historical data sets related to the US nuclear mission with advanced digitization and data manipulation techniques for additional use of such information. The ability to understand complex legacy systems, weapon effects, phenomenology, verification and validation tools, and niche mission needs ensures this role can properly support multiple portfolios of technical contribution.
ESSENTIAL JOB FUNCTIONS &amp; DUTIES
<ul>
<li>Support general agency nuclear security mission priorities with external partners</li>
<li>Provide technical guidance to requests for support (RFS) and information retrieval related to nuclear weapon systems, testing, and simulation cases</li>
<li>Provide technical oversight for critical internal and external missions with performing contractors</li>
<li>Provide recommendations for technical solutions related to analysis, operations, and data manipulation </li>
<li>Support the transformation of data collection to a modern framework with a diverse team of technical disciplines</li>
<li>Analyze and recommend current and future mission needs to government and military management at various levels</li>
<li>Aiding in optimizing the management of physical-to-digital data conversion for various mission needs</li>
<li>Execute analytical studies </li>
<li>Research and evaluate high performance computing tools, programs, and algorithms for future scientific technical data curation. </li>
<li>Write and provide technical reports and white papers describing state-of-the-art technology and methodology research, evaluation, and recommendations.</li>

Requirements
QUALIFICATIONS
<ul>
<li>6-10 years of related experience</li>
<li>Active Secret clearance and the ability to attain and hold a Top Secret clearance; SCI eligible.</li>
<li>Familiarity with designing and managing IT infrastructure.</li>
<li>Proficient understanding of machine learning techniques and algorithms, such as k-NN, Naive Bayes, SVM, and Decision Forests, as well as modern large-language models (LLAMA, BERT, GPT, etc.).</li>
<li>Experience with modern software development frameworks (DevSecOps, MLOps) and DoD Risk Management Framework (RMF), AI RMF, and/or Enterprise Risk Management.</li>
<li>Understanding of nuclear weapon effects.</li>
<li>Familiarity with designing and developing microservices ML architectures, and model and software containerization.</li>
<li>Familiarity with program application interfaces (APIs) and cloud services (e.g., AWS, MS Azure).</li>
<li>Experience transitioning legacy systems to cloud environment optimized applications.</li>
<li>Ability to provide recommendations derived from complex set of requirements and work independently and complete tasking with minimum guidance and supervision.</li>
<li>Ability to work effectively in a dynamic, research-oriented group that has several concurrent projects.</li>
<li>Strong working knowledge of Microsoft Office products and use of MS Teams, Workflows, and PowerBi.</li>
<li>Excellent writing, presentation, and interpersonal communication skills.</li>

EDUCATION AND CERTIFICATION(S) REQUIRED

WORKING CONDITIONS
