Job Description: 
This is a professional position working under the direction of the Chief Ombudsman Officer and is responsible for reviewing and assessing issues and concerns regarding compliance of program regulations for the agency’s Housing Choice Voucher and other affordable housing programs and services. The position performs research and review regarding allegations of program non-compliance, fraud, waste or abuse by program participants and property owners brought to the attention of the Ombudsman Office.
The position requires advanced working knowledge of federal housing programs, fair housing laws, including legal and regulatory compliance issues and non-discrimination policies. The work involves examination of details, investigation and application of regulations and procedures to maintain conformity with program compliance requirements. This professional position has a direct impact on the quality of services provided to internal and external contacts to include, applicants, program participants, landlords, partners the community and federal, state and local officials. Federal, State and local regulations along with policies and procedures are available to assist in the work efforts, however do not cover all situations encountered. The incumbent must have the ability to plan and organize the direct flow of information related to internal and external complaints and inquiries. This work has a direct impact on the peaceful enjoyment of community living. The incumbent will be required to review files for accuracy to include calculation of income and repayment agreements. The work may result in recovery of funds, establishment of repayment agreements, customer termination and or eviction and/or service agreements. 
Contacts are with all levels of HOC employees, and with a wide variety of individuals within and outside the agency including program participants, homeowners, attorneys, Homeowner Associations (“HOAs”), community groups, property managers, and local, state and federal officials. The position requires highly developed communication abilities with enhanced customer-focused customer service skills. 
Example of Duties:

<li>Receive, handle, and respond to complaints from outside agencies, the public sector, community organizations, internal staff and other sources. </li>

OMBUDSMAN TASKS:
<ul>
<li>Will facilitate/coordinate with Sthe ocial Service department the training for shelter residents in “Negotiating Life Skills.”</li>
<li>Act as an intermediary and assist the Social Services department in disputes between a client and some outside organizations, such as Social Security Administration, Human Resources Administration, and Administration for Children's Services etc.</li>
</ul>
ENTITLEMENT SPECIALIST COORD. TASKS:
<ul>
<li>COUNSELING RESIDENTS AND CLINICAL STAFF: </li>
</ul>
<ol>
<li>Provide individualized benefits advisement services to consumers, which include collecting the data, analyzing it, and making a recommendation to the individual.</li>
<li>Maintains regularly scheduled Entitlement counseling periods and meetings for the purpose of providing entitlement outreach and advisement to both residents and staff.</li>
<li>Communicates effectively and sensitively with both residents and staff and is particularly attuned to the residents’ varied and changing abilities to process the often difficult and complex entitlement information.</li>
</ol>
<ul>
<li>MAINTAIN CASE RECORDS: 
<ol>
<li>Maintains Entitlement client case records in a timely and accurate manner</li>
<li>Up-to-date filing of all incoming entitlement correspondence, inter and intra-agency documents, and info relating to the resident’s entitlement case</li>
<li>Maintains an up-to-date and accurate written record, in the Contact Notes section of the client case record, of all Entitlement interactions with residents, and with all the entitlement systems, and inter and intra-agency contacts pertaining to the resident’s entitlement case</li>
<li>Utilizes the Entitlement case record as an analytical tool to be able to efficiently access entitlement information when problems arise and for other purposes, e.g., statistical surveys, departmental reports, etc., and can use this resource to problem solve and to present this information for supervisory review</li>
</ol>
</li>
</ul>
<ul>
<li>MAINTAIN ACCOUNTING RECORDS: 
<ol>
<li>Maintain the monthly level II residence entitlements account record and any additional accounting procedures, ensuring that all the client’s benefits are active and in place</li>
<li>Utilize the account record as an analytical oversight tool to ensure ongoing receipt of client-eligible entitlement funds and to monitor the flow of client entitlement funds</li>
<li>Maintain accurate and up-to-date Direct Deposit records of SSA-eligible Level II consumers, processing all necessary paperwork for opening and closing Direct Deposit on time</li>
<li>Maintain accurate and up-to-date monthly entitlements program account book in IMA by ensuring the timely recording of all incoming entitlement funds that finance a resident’s program fees plus PNA amounts</li>
<li>Maintain, understand, and fully process statistical reviews, finance reports, and the additional forms and paperwork that are regularly issued:
<ul>
<li>Aging Report</li>
<li>Rent Arrears Report</li>
<li>Overpayment Report</li>
<li>Annual Progress Report (APR) for government-funded residential programs.</li>
</ul>
</li>
</ol>
</li>
</ul>
