POSITION SUMMARY Under the direction of the Associate Vice President (AVP) for Federal Governmental Relations, the Director of Tax, Immigration and Innovation (Director) has primary responsibility within UC FGR for lobbying, subject matter expertise, analysis and political strategy in the areas related to tax, immigration, labor, economic development, intellectual property, technology transfer and commercialization, capital assets and infrastructure, contractor management, and other issue areas as identified. The Director supports UC's broader federal relations objectives and priorities, coordinating across the system - including with the Office of the President (UCOP), campuses, health centers, national laboratories and the Division of Agriculture and Natural Resources (UC ANR) - and with organizations and associations. The position requires detailed knowledge of the function, organization and procedures of the federal government. This is a hybrid position located in Washington, DC. Responsibilities 
<ul>
<li>50% Advocacy: Under the supervision of the AVP, the Director serves as one of UC's primary federal lobbyists, advocating on issues affecting the system, including tax, immigration, labor, economic development, intellectual property, technology transfer and commercialization, capital assets and infrastructure, contractor management and other issue areas as identified. The Director engages directly with members of Congress, congressional committees and staff, executive branch officials, federal agencies and association partners. The Director provides updates to UC FGR, UCOP (including university leadership), campuses, UC ANR and the affiliated national labs on federal developments; guides the development of UC's policy positions and priorities; and develops and implements legislative strategies and plans. </li>
</ul>
 The Director works closely with internal and external stakeholders to build legislative coalitions and provide legislative strategy on issues. The Director drafts congressional testimony and questions; proposals for authorizing and appropriations legislation; prepares and assists and participates in preparations for advocacy meetings and hearings; and represents the university at events with federal and advocacy stakeholders. The Director works with congressional offices to develop legislation and provides technical assistance on legislative language and proposal impacts and relay the university's position. The Director provides assistance to UC leadership and visitors in Washington, DC who seek meetings with congressional, agency, and/or association representatives. The Director consults, advises and reports to university leadership, faculty, staff and other stakeholders on issues that may be considered by the executive or legislative branches of government.

<li>40% Outreach and Engagement: The Director serves as the university's liaison with federal partners, both proactively and in response to outreach. The Director tracks federal rules and regulations that impact their portfolio and coordinates and assists in drafting federal comment letters, responses to requests for information and other correspondence. Additionally, they notify university personnel about proposed regulations or initiatives that may impact university policies, institutional management and operations, and/or funding levels. </li>
</ul>
 In coordination with systemwide colleagues, the Director brings UC experts to participate in Washington, DC-based advocacy, including briefings and meetings. The Director organizes and executes UC briefings and programming focused on their portfolio's issues. This position represents UC with national associations, professional societies, industry groups and DC-based California entities (including state and local government offices and industry representatives) as aligned with the portfolio. The Director may also serve in leadership positions with national and federal higher education associations.

<li>5% State Governmental Relations Coordination: The Director works with the UC Office of State Governmental Relations to maintain awareness of key policy issues and legislative initiatives in California that intersect with or impact their portfolio. </li>

<li>5% Communications: Works with key federal relations and university staff to develop communications tools and products (e.g., talking points, fact sheets) to advance the university's federal advocacy goals and objectives. </li>

 Required Qualifications 
<ul>
<li>At least 10 years of increasingly responsible experience in government relations, public policy or advocacy, or an equivalent combination of education and experience. </li>
<li>Advanced understanding of federal legislative and regulatory processes (including procedure and the budget and appropriations process) and demonstrated experience engaging with or working for federal agencies or congressional offices. </li>
<li>Proven ability to design, develop, and implement short and long-term strategic plans, governmental relations activities, programming and events. </li>
<li>Strong analytical, strategic thinking, and communication skills, including the ability to produce information that is appropriately presented and effectively received by target constituencies. </li>
<li>Demonstrated ability to work collaboratively and effectively with diverse groups of stakeholders. </li>
<li>Proven ability to work effectively under pressure and prioritize multiple assignments in a dynamic environment with competing demands and strict deadlines. </li>

Job Description 
Reporting to the Director of Clinical Programs, the Stroke Program Coordinator serves as clinical expert liaison between Physicians, Nursing and other UMCAP Departments as it pertains to the care of the acute stroke patients.
Primary Responsibilities:
1. Participates in daily rounds for Stroke patients. Manages and coordinates stroke patient care during and post hospitalization. Serves as a liaison between the physician and other members of the healthcare team to develop comprehensive care plans for cardiovascular patients.
2. Maintains clinical knowledge and skills for the stroke patient population. Completes on-going staff educational opportunities for all levels and departments interacting with the cardiac population. Participates in planning, development, and presentation of special projects.
3. Provide leadership in the development, revision, and implementation of best practices related to the care of stroke patients by implementing strategies and processes to facilitate the rapid diagnosis and management of the acute stroke.
4. To effectively communicate with all hospital disciplines (physicians, nursing, administration, pharmacy, laboratory, radiology, medical records, accounting/billing, community relations, medical staff office’s associates) patients, families and the general public in achieving excellence in-patient care
5. Create and ensure all policies are current and reviewed annually.
6. Facilitates Screening Community Events including coordinating “screening stations”, arranging for guest speakers, etc.
7. Conducting monthly Committee Meetings to review quality measures and implement improvement plans for the organization.
8. Collects and analyzes on-going data regarding outcomes of the Stroke Program. Submits required data to the appropriate regulatory agencies as requested.
9. Provides level of care and interventions consistent with the highest quality and appropriate length of stay; facilitates discharge and follow up care. Demonstrates the ability to prioritize and provide direction when workloads change during a crisis situation.
10. Documents in patients' charts as needed. Meets daily with the unit charge nurse and case manager in order to solve unresolved patient issues; facilitate admissions, transfers, and discharges; to increase compliance with Core Measures and MIEMMS standards and avoid insurance denial and reduce delays in service. Also reviews physician’s orders to ensure that PT and OT evaluations have occurred, to process short term rehab assessments, blood sugar management, laboratory tests and x-rays are complete and appropriate orders set.
11. Collaborates with other members of the healthcare team in planning, implementing, monitoring, and evaluating comprehensive healthcare for cardiac patients and their families.
12. Assesses the learning needs of patients, families, and staff in collaboration with all members of the healthcare team. Plans, provides, and coordinates patient/family and staff education for those involved in the care of the neurologic patient.
13. Assist with accreditation process to ensure Designation of Stroke Center is maintained.
14. Participates in performance improvement initiatives and quality monitoring.
15. Collaborates with the Nursing PI Coordinator, Program Medical Director and the VP of Nursing in identifying areas of improvement within the Stroke Programs.
16. Coordinates with other Hospital and/or Health System services in the continuum of care, if care cannot be provided within this facility. 17. Does related work as assigned.
