POSITION SUMMARY This position has responsibility within the University of California Office of the President (UCOP) for federal governmental relations higher education and research-related business and finance issues, including, but not limited to, issues pertaining to labor relations, tax, contractor management, capital assets and infrastructure, economic development and intellectual property, and student athletics. As a member of the UC Office of Federal Governmental Relations (UC FGR), the Director of Federal Business and Finance Affairs provides support to the university in meeting federal relations objectives and priorities and may be assigned additional issue areas by the Associate Vice President for Federal Governmental Relations. This position has significant policy and fiscal implications for the University of California system. Responsibilities 50% Advocacy: Under the supervision of the Associate Vice President for Federal Governmental Relations, the Director serves as one of the university's primary advocates in Washington and advocates on higher education and research-related business and finance issues, including labor relations, tax, contractor management, capital assets and infrastructure, economic development and intellectual property, and student athletics. In this role, the Director has direct contact with members of Congress, congressional committees and staff, executive branch representatives and agency officials, university leadership and higher education representatives from peer institutions and higher education associations. The Director identifies, analyzes, monitors and advocates on congressional, executive branch and federal agency activity related higher education and research-related business and finance issues. The director regularly reports on those activities to UC FGR, UCOP, the campuses, UC Agriculture and Natural Resources and UC-affiliated National Labs, including senior university leadership and stakeholders; guides the development of policy positions and priorities for the university; and develops and implements legislative strategies and plans. The Director works with advocates, stakeholders and staff from other universities, advocacy organizations, higher education associations, scientific societies, Capitol Hill, UCOP and campuses to build legislative coalitions and provide legislative strategy and counsel on issues. The Director drafts congressional testimony and proposals for authorizing and appropriations legislation. The Director arranges for witnesses at hearings, assists and participates in preparations for congressional meetings and hearings and represents the university at meetings and conferences with federal and advocacy stakeholders. The Director works with congressional members and staff to develop legislation, provides technical assistance on legislative language and proposals, and coordinates the internal review of bills to assess their impact and the university's position. The Director provides assistance to UC leadership and visitors in Washington who seek meetings with congressional, agency, or association representatives. The Director consults, advises, and reports to university leadership, faculty, staff and other stakeholders on issues that may be considered by the executive or legislative branches of government. The Director works with congressional staff to provide support on programming to educate staff on issues important to UC. 40% Outreach and Engagement: The Director serves as a resource to and actively engages with federal agencies. The Director is responsible for tracking federal rules and regulations impacting relevant issue areas. The Director is responsible for coordinating and assisting in drafting comment letters in response to proposed regulations and notifying selected personnel in the university about proposed regulations or initiatives that may impact university policies, institutional management and operations, or funding levels at the UC. This position coordinates bringing UC experts from throughout the university system to participate in Washington-based advocacy, including briefings and meetings. The Director coordinates UC briefings and programming focused on federal higher education and research-related business and finance issues including labor relations, tax, contractor management, capital assets and infrastructure, economic development and intellectual property, and student athletics. This position serves as one of the university's key representatives with national associations, professional societies, industry groups and DC-based California entities. This position serves in leadership positions within the national and federal higher education associations. The Director represents the university on relevant issues before other California-related interests in Washington, including California state and local government offices and California industry representatives. 5% The Director works with the UC Office of State Governmental Relations to maintain an awareness of key issues in California, especially those state legislative or administrative initiatives which impact their federal portfolio. 5% Works with key federal relations and university staff to develop communications tools and products to advance the university's advocacy goals and objectives. Required Qualifications Minimum 10 years' of increasingly responsible experience in governmental relations, advocacy or communications is required. The Position: The Provost and Vice President for Academic and Student Affairs (Provost &amp; VPAA/SA) provides vital, creative, and adaptable leadership to the academic enterprise at Southern Oregon University (SOU). This position plays a key role in institutional planning and strategy, in forging community partnerships, and in advancing SOU’s presence in the region, state, and nation. The Provost &amp; VPAA/SA has a significant duty in representing SOU to the Southern Oregon University Board of Trustees, engaging with the Oregon Provosts Council, and participating in the Oregon Council of Presidents. This person is responsible for articulating a vision and direction for Academic and Student Affairs and effectively communicating that vision to the campus community. The Provost &amp; VPAA/SA reports directly to the president and collaborates with the other vice presidents to execute the president's leadership agenda. This position is also responsible for managing the operations of the university in the president’s absence.
The Provost &amp; VPAA/SA oversees all of the academic schools at SOU and the services that support them, as well as the university’s portfolio of student support and success services. This leader is responsible for guiding academic and enrollment planning and shaping the student body through an institutional strategy for recruitment, admission, retention, advising and educational partnerships. Effective performance requires an in-depth understanding of the university’s mission and its various programs, and a commitment to work effectively within a shared decision-making environment (i.e., Faculty Senate, Staff Assembly, and the faculty union). A high level of collaboration, commitment to service excellence, and exceptional listening and communication skills are critical.
Responsibilities:
<ul>
<li>Lead Academic Affairs, establish and communicate a strong academic vision while promoting a culture of shared governance (40%) The Provost &amp; VPAA/SA is the Chief Academic Officer of SOU and provides leadership and robust support for the faculty, academic schools, and the library at SOU. Duties include, but are not limited to: support and promote teaching, scholarship, and community engagement activities; administer contracts; supervise and evaluate the academic directors and faculty personnel roster; launch faculty development programs; assess recruitment and hiring priorities; oversee the promotion and tenure process, faculty appointments, merit salary increases, and sabbatical leaves; respond to faculty grievances; support program review and assessment of the learning enterprise; guide various programs including instructional services, off-campus and continuing education programs, summer session, inter-institutional programs, various galleries and collections, and all that is necessary to support coursework, research, and intellectual exploration associated with the university’s intellectual life; give direction to research, grants and sponsored programs, and other creative endeavors; maintain effective channels of communication with the President, faculty, and Faculty Senate; serve as strategist in the faculty collective bargaining enterprise; and create a culture of collective ownership and accountability while collaborating on decision-making processes quickly and effectively.</li>
<li>Lead Strategic Enrollment Management and Student Affairs (25%) The Provost &amp; VPAA/SA is the Chief Enrollment Officer responsible for the executive leadership, strategic planning, and administrative oversight for all operations and support functions associated with the recruitment, retention, and engagement of students. Duties include, but are not limited to: foster creative thinking that builds on SOU’s strong tradition as a student-centered institution; guide strategic efforts to address issues related to student development, health and wellness, success, equity, and retention; address issues related to the review, implementation, improvement, and enhancement of policies, procedures, and program-specific services; and oversee Enrollment Services, Student Success, and Admissions and Recruitment to ensure efficiency in operations that drive enrollment growth that aligns with institutional goals.</li>
<li>External Outreach (10%) The Provost &amp; VPAA/SA partners with the president to implement SOU’s mission, vision, core values, and strategic directions in a manner that realizes growth that enhances student learning opportunities and positively impacts financial and economic development. This position develops and cultivates public-private partnerships with local, regional, and statewide business and industry.</li>
<li>Accreditation (10%) The Provost &amp; VPAA/SA administers activities related to the accreditation and the external review of SOU and its schools, departments, and programs. This position ensures compliance with various academic disciplines and their respective accreditation agencies.</li>
<li>Budget &amp; Resources (10%) The Provost &amp; VPAA/SA designs effective budget models for Academic and Student Affairs. This position analyzes financial information to include revenues and expenditures to ensure all operations are within budget; develops long-range planning and budget priorities; and provides supervision, evaluation and professional development for administrative and support staff.</li>
<li>Other Duties as Assigned (5%) The Provost &amp; VPAA/SA performs other duties as assigned by the president, including but not limited to: participating or leading ad hoc and standing working and advisory committees; serving on search committees; and representing SOU at functions, panels, and events.</li>

The University's new VCSA will partner with the Chancellor to shape the future for a strong and valued Student Affairs program. In support of the vision and mission of the University, the VCSA will lead a team to work effectively with students, both individually and by supporting student government, student organizations and clubs.
The successful candidate will be a talented and visionary individual who can work to develop innovative strategies in collaboration with academic and administrative departments to support and enhance student success. A master’s degree from an accredited institution is required, with a doctoral degree preferred. Also required is a minimum of 7-10 years of relevant and progressive senior-level administrative and leadership experience in higher education. The strongest candidates will also have demonstrated success in carrying out the responsibilities of a higher education administrator including personnel supervision, fiscal management, and external relations.
Reporting directly to the Chancellor, the Vice Chancellor for Student Affairs is a key leadership position responsible for providing strategic direction and oversight for all aspects of student affairs at the university. This role focuses on enhancing the overall student experience, fostering a supportive and inclusive campus community, and promoting student success and well-being. The Vice Chancellor for Student Affairs works collaboratively with various stakeholders, including students, faculty, staff, and external partners, to develop and implement programs, services, and policies that meet the diverse needs of the student population.
The VCSA provides leadership for a variety of student support departments. The Student Affairs division is responsible for the traditional auxiliary units of a college campus, including University Housing, Dining Services, University Center (containing the bookstore and a textbook rental program), and Campus Recreation. Areas of responsibility for the student development support departments include: Dean of Students Office; Health Service; Counseling Services; Kimmel Belonging and Engagement Hub; an Early Childhood Center (an accredited daycare facility for children ages 2-5); and Career Development Center.
Poised at a moment of opportunity, the next VCSA will provide innovative, forward-thinking vision that leverages the commitment of student affairs units and university leadership to move SIUE student affairs into alignment with their peers. Primary Responsibilities:&nbsp;

Under the general direction of the Executive Director, the Director of Finance at Associated Students, Inc. (ASI) has oversight of the financial, risk management and information technology operations of the organization. In collaboration with the Executive Director, the Director of Finance is delegated a high degree of responsibility to recommend and implement fiscal policies and procedures in partnership with university colleagues to ensure that ASI operates appropriately within the financial policies of the California State University (CSU) Board of Trustees and the University, while sustaining sound business practices, and strengthening the financial health of ASI.

ESSENTIAL DUTIES AND RESPONSIBILITIES: 
Accounting

Fiscal Services

<li>Serves as an advisor to the ASI Student Board of Directors. <li>Organizes, directs and supervises the preparation of ASl's annual budget in accordance with the guidelines provided by the ASI Finance and Budget Committee.</li>

<li>Develop congressional resources, such as letters, one-pagers, and toolkits, and manage quick turnaround research assignments to support the Government Affairs Director.</li>
<li>Strategize and engage in congressional outreach and educating lawmakers and staff through meetings, correspondence, and resources in conjunction with the Government Affairs Director.</li>
<li>Provide the Government Affairs team with research and written content ahead of meetings and events.</li>
<li>Collaborate with national organizations, coalitions, and groups.</li>
<li>Manage the use of Quorum to support FFYF’s government relations and legislative affairs efforts.</li>
<li>Support FFYF’s federal advocacy goals, manage attendance of webinars, events, briefings, Hill meetings, and calls related to early learning and care.</li>
</ul>
Qualifications
<ul>
<li>Bachelor’s degree in Public Policy, Political Science, Early Childhood Education, or a related field and 3 or more years of experience with government relations, legislative affairs, congressional staff, or a related field. Or Master’s degree in Public Policy, Political Science, Early Childhood Education, Law, or a related field; experience with public policy, advocacy, government relations, legislative affairs, or a related field preferred.</li>
<li>If not in/or near D.C. must be willing to relocate.</li>
<li>Strong oral and written communication skills; proven track record to articulate sophisticated ideas, thoughts, and concepts clearly and effectively.</li>
<li>Knowledge of the legislative process and how Capitol Hill functions is required; knowledge of early childhood education is a plus.</li>
<li>Ability to organize complex tasks, prioritize multiple assignments, exercise independent judgment, and remain flexible and adapt to changing needs and priorities.</li>
<li>Ability to meet deadlines and develop and move projects forward with a high degree of independence.</li>
<li>Ability to think strategically and analytically, with an ability to see the big picture while managing details.</li>
<li>Ability to process and protect confidential information professionally.</li>
<li>Ability to travel independently and alone (to locations that may not be handicap accessible) and manage travel arrangements, when it is safe to do so, per CDC guidelines.</li>

Base Annual Salary: $90,000 - $108,000Our generous benefits plan includes:
