A DAY IN THE LIFE OF A DEPUTY COURT CLERK
As a Deputy Court Clerk, you spend your day responding to customers regarding legal options to satisfy cases, including fines, trials or hearings, driver's safety, deferred dispositions, warrants, extensions, and posting of bonds. Your work typically involves updating case files in the Court's case management system as contact is made with customers, judges, prosecutors, defense attorneys, witnesses and others. Prepare and processes traffic and parking citations filed by the Edinburg Police Department and other agencies. Your job is essential to the city, you monitor cases for compliance, process cases in accordance with legal requirements, and prepare documentation for the judge and prosecutor. You are constantly on your toes and ready for any new and unexpected challenges that may arise in the city. This can include administrating oaths and prepares complaints, summons and subpoenas. When you aren't assisting others you're running reports, gathering files and information, taking payments, performing customer service related duties, and other duties as required. You enjoy being helpful and have no problem providing assistance and support to other divisions within the department as needed. The Court Clerk 3 will perform highly difficult, complex and responsible office work in the Court Services division of the Clerk's office. Duties include but are not limited to handling complex public contact work, reviewing and processing documents for completeness, accuracy and conformance with required office practices, laws and statutes.
Required Tasks

Criminal: Receive and set up infraction, misdemeanor, felony citation, complaints, grand jury indictments, BAC refusals, and fugitive warrants. Data enter case/defendant information into state computer system, creates master record for all new defendants, assign case numbers and schedule hearings. Apprise clients of responsibilities to attend pre-trial conferences, trials, and hearings. Record not guilty pleas and set up pre-trial conferences.
Maintain daily calendar of all cases scheduled for arraignment. Prepare files daily to assure proper scheduling. Identify, organize, and prepare paperwork for court. (i.e. in-custody, non-custody, and traffic arraignments).
Maintain calendar for BAC refusals, calendar for requested hearings, prepares necessary documents for court and judge's signature.
Receive and data enter warrant information for warrants served, assure proper accounting for original warrant document.
Issue summons, warrants, subpoenas, no contact orders, dismissals and deliver to proper agencies for service, assure warrants and no contact orders are properly docketed and entered into respective book, and coordinates with warrants officer and records department.
Receive processes and receipts cash and surety bonds, collect fines, fees and forfeitures, posts receipts to proper case and determines status of the defendant. Determine need for arraignment or court hearing and prepares necessary documents.
Process electronic filings in the online filing system, review and check for accuracy, file stamp, and accept or reject documents. Ensure the correct data entry is performed and forward filings to correct workflow path. Monitor filings in the computer system to ensure timely processing of filings.
In-Court Clerk: attend district or magistrate court hearings and proceedings, bring prepared paperwork and data enter case disposition and hearing results, schedule future hearings, and closes cases. Prepare and issues warrants, rescinding orders, etc. Monitor recording and swears in witnesses in the absence of the Judicial Clerk. Assure security and integrity of case documentation.
Receive and process request for copies of transcripts, collect money and data enter into State system. Assure security of various minutes, transcripts, and documents.
Cashiering: Perform complex accounting and bookkeeping of all money received through the individual cashiering station including cash, money order, business and personal checks, and credit cards. Prepare daily balance and turns into the Court Operations Manager.
Traffic: Assist public and law enforcement officers with payments on fines. Respond to inquiries related to fine balances, suspensions citations, court appearances, and citation history. Process daily receipts and updates computer records. Report to state office of transportation as required, update case file for hearings, and coordinate with district/magistrate judicial secretaries as needed. Civil Case Court Process: filing of Civil Complaint, while at the windows assisting patrons in opening new cases all initial case filings in District and Magistrate Division of any type i.e. Adoptions, Adoption/Termination of parental rights, Termination of parental rights, Personal injury or other claims of ($10.000) or less, Petition for formal probate, application for informal probate, Name change, Permission to Marry, Child Support/custody, Habeas by prisoners, Paternity action, Unlawful detainer/eviction, Relief from firearm disability, Legal separation, Divorce with or without minor children, Summary administration of small estates, Petition for release from common law lien, Petition for entry of Judgment on worker's comp award, Guardianships on behalf of minor or incapacitated person, Post-conviction act, minors compromise, Civil Protection Order, Small claims, and Appeals.
Answers telephone and gives messages or takes messages from attorneys, probation officers, police officers, and the general public; apprises callers of status of various cases; exercises judgment related to confidentiality and propriety of case, hearing, warrants, and related sensitive material.
Maintain calendar schedules for all Unlawful detainer/eviction and Supplemental hearings, mails notice of hearings.
In-Court Clerk: attend magistrate court hearings and proceedings, bring prepared paperwork and data enter case disposition and hearing results, schedule future hearings, and closes cases. Rescind orders, swear in witnesses in the absence of the Judicial Clerk. Assure security and integrity of case documentation.
Ensure that all sealed cases are handled accordingly.
Ensure that all petitions are electronically mailed to both Idaho Falls Police Department and Bonneville County Sheriff's Office.
Process electronic filings in the Online Filing System, review and check for accuracy, file stamp and accept or reject documents. Ensure the correct data entry is performed and forwards filings to correct workflow path. Monitor filings in the computer system to ensure timely processing of filings. Verify that the appropriate fees were paid. Issue summons and Issue subpoenas.
Work with several systems, Odyssey, OFS, Work-Flow Queue &amp; Guide and File.
Work with the Court Assistance Officer, Domestic Violence &amp; Guardianship Coordinator.
Ability to maintain regular, reliable patterns in work product and attendance according to Bonneville County's expectations.
Perform duties as assigned.
Minimum Qualifications
1. Education and Experience:
A. Graduation from a high school; 
AND 
B. Two (2) years of post high school training or experience general office practice; 
OR 
C. An equivalent combination of education and experience.
2. Required Knowledge, Skills, and Abilities:
Working knowledge of modern office practices and procedures related to numeric and alphabetical filing systems; basic mathematics; interpersonal communication skills; basic operations of personal computer or mainframe terminals and related software applications.
Ability to communicate effectively, verbally and in writing; develop effective working relationships with elected officials, professionals, the public, and fellow employees; operate a variety of types of standard office equipment; read and follow precise guidelines from court orders and Idaho Code; work quickly and accurately; maintain acceptable levels of efficiency while working with time pressures and deadlines; maintain confidentiality on sensitive issues.
3. Special Qualifications:
Must be bondable. Must meet all security requirements for access to NCIC/ISTARS reports including background check and fingerprinting. Preference in hiring shall be given to applicants with legal clerical or secretarial experience.

4. Work Environment:
Work is performed in a typical office setting with appropriate climate controls. The Clerk is an Officer of the Yakama Nation Courts and their primary authorities and responsibilities are derived from the Revised Yakama Code (RYC). The Clerk's Office mission is to provide an exemplary level of service and responsiveness to all who do business with the Tribal Courts. The goal is to ensure that accurate and accessible records are kept and to create and sustain a customer-oriented quality service that provides access to the Court and promotes public confidence in the justice system. 
 
The Clerk is the initial point of contact for the Courts and it is essential to the reputation of the Yakama Nation Tribal Courts to maintain community trust by providing respectful, timely, and responsive services. On a daily basis, the Clerk must conduct all business with a high degree of professionalism, competence and accuracy by using excellent customer service and phone etiquette skills. The Clerk will provide clerical-legal support to the Criminal, Civil, Children's, and Appeals Courts as assigned by the Court Administrator. These assignments may routinely change.
 
The Court Clerk will work collaboratively with other court staff in maintaining an extensive specialized record-keeping system for the Courts. The Clerk is responsible for the supervision and security of all Court records, files, dockets or other records required by the Revised Yakama Code (RYC) and Court Administrator, and shall keep a written, audio, and automated record of all proceedings of the courts. 
 
Examples of Wok Performed:
On a daily basis will create, manage, update, organize and ensure proper flow of case files in both hard-copy and electronic form for case management as new petitions, complaints and legal documents are filed with the courts.
Properly stores, arranges and indexes case file-records in both hard copy and automated-electronic form on a daily basis.
Receives, file stamps, and initials all incoming legal documents and keeps meticulous log summaries of case activities. Ongoing research and communication with other Court staff will be critical in ensuring that duplicative files/case numbers are not created in error for existing cases. 
Develops and maintains daily dockets. This may include docket meetings and inserting notes on the official docket whether notice was properly delivered or not. 
Assists the courts in the drafting of Complaints, Subpoenas, Warrants and other documents necessary to the functions of the courts.
Properly handles all new/incoming legal documents that are regularly filed before the Tribal Courts by preparing a new file or locating existing (related) file(s) to present to the presiding Judge;
Promptly schedules hearings and mails out court notices/orders within the firm timeframes established by the RYC or by the courts;
Using the Automated Court Case Management System and Court Clerk Manual, assigns an appropriate case number for new petitions and complaints and follows through by placing cases on the docket or scheduling for hearing according to the procedures set forth in the RYC.
Clerk Court hearings to operate the audio/video recording systems and may be required to draft various orders for the Court;
Abide by Yakama Nation Rules and Regulations. 
 
Knowledge, Skills and Abilities: 
Knowledge of the Revised Yakama Code is required. Must be able to learn legal terminology, court processes/procedures and to appropriately communicate these processes/procedures to the relevant staff and the general public.
Ability to work under stressful conditions and demonstrate good morals and temperate habits.
Ability to compose grammatically correct legal documents and receive verbal/written instructions necessary to prepare legal documents with a high degree of accuracy.
Ability to stand and/or sit for long period of time.
Ability to effectively communicate, assist, and instruct Court user how to fill out court forms and provide a brief description of expected timelines and processes without giving legal advice.
Ability to learn and apply requirements of the Revised Yakama Code, the Court Clerk Manual, and the Clerk Code of Ethics.
 
Ability to operate office equipment and software such as Electronic Case Management System,
computers, telephone, fax, scanner, audio-recording system, typewriter, Webex, Isolved, copy machine and
other digital equipment that Court may introduce.
Skills to multi-task numerous projects-assignments and maintain a good record-keeping filing system that provides for the protection and easy retrieval of all case records.
Must be adequately trained and proficient in the Automated Court Case Management System (or ability to learn). Must have expert computer skills and ability to perform all tasks with a high degree of accuracy in Word, Excel, and other Tribal Court digital databases.
Must maintain a neutral, courteous, professional and a people friendly judicial forum to the people and programs at all times.
The Clerks are required to have excellent customer service skills that include telephone etiquette, returning phone calls and emails within a 24 hour period.
Must have excellent listening skills to determine what type of services or legal forms to offer Court users.
 
Minimum Requirements:
Associates Degree in Criminal Justice or related field. 
Three years of work experience as a Legal Assistant, Paralegal in a legal office setting. 
Must be 21 years of age and of good moral character and never been convicted of a felony or misdemeanor within one year to appointment.
Must be able to receive Court Clerk Certification at next available testing date and remain in good standing. Ongoing re-certification will be required.
Required to maintain confidentiality. Good attendance and strong work ethic/habits is required. Depending on court schedules, approval for attendance at General Council may be limited.
Ability to become and maintain requirements of a Notary Public.
May be required to become bonded.
Required to pass pre-employment drug test. 
Required to pass pre-employment background check. 
Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit.
