DEP is seeking to fill a <a href="https://www2.montgomerycountymd.gov/OHRClassification/download/000112.pdf" target="_blank">Manager III </a>(Section Chief) position to lead the Planning, Design, Construction and Monitoring Section within the Recycling and Resource Management Division. &nbsp;This individual will lead a team of planners and engineers in the section and will be responsible for planning, management, and implementation of large, complex construction projects for the Division’s capital improvement project programs, operational facilities upgrades, and landfill remediation projects.
The successful candidate will have the following experience, knowledge, and skills:
<ul>

WHAT YOU’LL BE DOING The Manager III will be responsible for implementing projects to improve the County’s Solid Waste infrastructure and meet the County’s Permits and Remediation Requirements. As such, this individual will coordinate with engineering consultants, construction contractors, permitting agencies, and construction quality control. The Manager III will also be responsible for overseeing the planning, design, and implementation of capital and non-capital projects which include but is not limited to:
<ul>
<li>• Gude Landfill Remediation: projected to be a 7-year project. • Gude Landfill solar project: to be done after the remediation is complete&nbsp; • Oaks Landfill solar project&nbsp; • Material Recovery Facility upgrade&nbsp; • A compost facility to process food scraps&nbsp; • Transfer Station modifications to allow top loading of tractor trailer or building a new transfer station&nbsp; • Transfer Station redesign to incorporate new Zero Waste initiatives or building a new residential drop-off center offsite&nbsp; • New scales and scale house for Transfer station&nbsp; • 30-year Post closure monitoring and repairs for Oaks and Gude landfill</li>
</ul>
Key responsibilities include, but are not limited to the following:
<ul>
<li>• Manage capital improvement projects (CIP) design activities and serve as the Contract Administrator responsible for supervising staff activities related to CIP design, permitting and planning such as design engineer contract management and administration; quality assurance to ensure engineer’s compliance with contractual requirements; budget control; schedule control; and conformance with regulatory and permitting requirements. &nbsp;Additionally, the position reviews/verifies/accepts engineers’ work; reviews and approves invoices; resolves engineering issues as the technical authority; and negotiates and authorizes additional work order changes in the best interest of the County. • Manage CIP construction activities and serve as the Contract Administrator responsible for supervising staff activities related to CIP construction such as constructability planning; construction contract management; administration; quality assurance to ensure construction contractors’ compliance with project plans and specifications; budget control; schedule control; and conformance with regulatory and permitting requirements. &nbsp;Additionally, the position reviews/verifies/accepts contractors’ work; reviews and approves invoices; resolves construction issues as the technical authority; negotiates and authorizes work order changes in the best interest of the County. • Explore solid waste industry technology advances and innovative ideas, work in conjunction with the other Manager III’s in the Division to identify processes where new technologies can be implemented and that can lead to gains in productivity and efficiencies, and propose, design, plan and implement CIP projects that can achieve positive sustainable outcomes (i.e., infrastructure needed for the conversion of diesel curbside collection vehicles into electrical vehicles). • Prepare and manage the budget of $70 - $100 million or more; coordinating with other sections in department and Senior Accountant; and monitoring CIP expenditures versus budget. • Supervise and oversee Design Project Managers (Engineers); Planners (Planning Specialists); Construction Project Managers (Engineers); and Maintenance Engineers.&nbsp; • Develop contractual documents including Requests for Proposals, bid packages for Invitations for Bids, Engineering and Construction Task Orders, Scopes of Services, contracts, and amendments, as well as negotiating or directing the negotiations of contracts, task orders, changes and other contractual documents with contractors, consultant engineers and other firms.</li>
</ul>
This position requires possession of a valid driver’s license and the ability to drive a County vehicle to travel frequently to worksites to inspect and oversee construction jobsites as well as meet with contracting staff and attend meetings and perform other work at various locations throughout Montgomery County.
Occasional evening or weekend work is required.
As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.
To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.
MINIMUM QUALIFICATIONS Experience:&nbsp; Five (5) years of progressively responsible professional experience in construction management, engineering, solid waste facility management or waste-to-energy facility management.
Education: Graduation from an accredited college or university with a bachelor’s degree.

Machinist Oregon State University Department: College of Engineering (ENG) Appointment Type: Classified Staff Job Location: Corvallis Recommended Full-Time Salary Range: Job Summary: This recruitment will be used to fill one full-time Machinist position for the College of Engineering at Oregon State University (OSU). The College of Engineering (COE) established the Innovations Laboratory (iLabs) in 2021. The iLabs is a unique organization that integrates people, infrastructure, and space-assets to (1) provide opportunities for practical, applied, hands-on learning experiences in engineering for users in unstructured and structure environment; and (2) provide necessary and value-added resources that support user project and prototyping needs and services to support the educational and research objectives of the College of Engineering. The iLabs footprint includes a machine and prototyping labs, makerspaces, and student club spaces and includes unique assets such as 3-D printers, multi-axis CNCs, mills, lathes, forging equipment, and woodworking tools among others. The COE iLabs Machinist will be a part of the iLabs team. They will be an integral member, contributing toward the successful implementation of operations within iLabs. This on-campus position will be responsible for ensuring machines are functional, providing machine services, coordinating and providing the delivery of tool and machine qualifications to students. They purchase materials, supplies and consumables as delegated by the iLabs Director; coordinate student access to machines and spaces and provide basic tool and machine repair. They support space and equipment relocation and oversee student club activities as necessary to equitably support their group goals. The CoE iLabs Machinist works as a part of the CoE iLabs team that reports to the Director of iLabs. Key Responsibilities 30% Lab Access &amp; Qualification Program – The iLabs Machinist, in collaboration with others, is responsible for administering appropriate qualifications for access to tools, machines and spaces to students across the OSU community as it aligns with the iLabs Space Access Plan. This includes delivering training to lab users (primarily students) in safe and proper operation of equipment at the beginner level. These administered qualifications require the delivery and oversight of appropriate reviews, reassessing on occasion, and updating space access for its students.Assesses training needs of lab users with different backgrounds and experiences; assists supervisor in providing appropriate instruction to meet unit/customer goals. 30% Machining and Fabrication – Providing support of design, machining, assembly, and prototyping for service as required for CoE constituents. Use manufacturing equipment such as precision lathes, milling machines, CNC machines, EDM machines, welders, sheet metal shears, brakes and presses. May provide recommendation to use regarding the materials for project. The iLabs Machinist will assist graduate students, undergraduate students, and staff with special project design/fabrication as needed. 15% Machine Repair and Maintenance – Maintain operation of iLabs equipment. Repair machine components and fabricate parts as needed to repair. Disassemble, clean, and perform preventative Maintenance on iLabs equipment and Machinery. May order repair components if fabrication is not feasible. 15% Club and Capstone Support – Student Clubs, and Capstone projects regularly and actively utilize iLabs resources and Space. Under the direction of the iLabs Director, provide support for these efforts leading to their successful implementation. Contribute to activities that foster an environment that is diverse, equitable, inclusive, and fosters a sense of belonging for students and lab users. 10% Other duties as Assigned- Maintain a safe working environment by employing safe working practices, as well as keeping working areas clean, organized, and free of hazards. Properly stacks and stores materials, fixtures, fasteners, tools and chemicals in their correct locations.  Working Conditions / Work Schedule iLabs operates from 7am – 9pm Monday through Saturday and the position incumbent will be expected to work shifts across operating hours. Work shifts will generally not extend beyond the typical 8-hour workday. However, overtime hours may be assigned/approved by supervisor as required. Employees in this position will often be required to lift or carry objects weight up to 50 pounds and push or pull cars weighing up to 50 pounds. Frequently work on ladders, performs overhead work, an performs work on knees. May required select night and weekend work shifts to support CoE student events and access coordination.
