Director of Clinical Services
JOB SUMMARY: Responsible for overseeing and ensuring consistent high-quality clinical care for participants across all settings. The Director of Clinical Services role focuses on delivering participant-centered care in alignment with PACE policies, regulatory standards, and best practices for elder care. As a key member of the PACE program leadership team, this position contributes to policy development, census growth, staff training, and achieving outstanding participant outcomes and satisfaction.
ESSESNTIAL DUTIES AND RESPONSIBILITIES:

<li>Monitor participant experience and outcome data, guiding Care Teams to ensure high-quality care.</li>

<li>Ensure timely and accurate participant assessments and care plans by interdisciplinary teams.</li>
<li>Establish and oversee an effective 24/7 on-call process with Medical Director.</li>
<li>Collaborate with leadership to maintain efficient, high-quality services.</li>
<li>Ensure clinical staff actively engage in team meetings and care planning.</li>
<li>Develop and monitor budgets, key performance indicators, and financial reports for resource utilization.</li>
<li>Participate in Quality Improvement programs, track data, and lead improvement initiatives.</li>
<li>Ensure clinical compliance with federal, state, and PACE requirements.</li>
<li>Develop job descriptions and assign duties aligned with competencies.</li>
<li>Assist in development of Standard Operating Procedures to ensure policy compliance in line with PACE standards in collaboration with leadership.</li>
<li>Engage with PACE associations and committees to stay updated on regulations and best practices.</li>
<li>Collaborate with the Medical Director, Operations Director, and program management teams to ensure high-quality, efficient, and effective service delivery under the direction of the Executive Director.</li>
<li>Participate in family and staff meetings, in-service training, and departmental activities as needed.</li>
<li>Works in collaboration with Clinic Practice Manager to effectively maintain and manage clinic operations.</li>
<li>Follow all PACE policies, OSHA safety guidelines, and maintain confidentiality.</li>

EXPERIENCE EDUCATION AND CERTIFICATIONS:
<ul>
<li>State RN license with leadership skills and experience in healthcare delivery and management. Strong desire to work with the elderly in an innovative, highly interactive, interdisciplinary environment.</li>
<li>Bachelor of Science in Nursing Degree required. Master’s degree in management or a healthcare related field preferred. Professional Certification preferred. </li>
<li>Minimum 3-years’ experience working with the frail and elderly in acute, long-term care or community based setting.</li>

Job Description 
This position is contingent on contract award.&nbsp;
International Health and Medical Services is looking for an experienced Clinic Director to oversee the delivery and quality of healthcare services provided to patients, ensuring compliance with legal and regulatory standards. This role involves leading healthcare teams, managing clinic operations, and coordinating with facility management to effectively address the medical needs of the patient population while promoting a safe and supportive environment.&nbsp;
Key Responsibilities
<ul>
<li>Plans work to be accomplished by department supervisors and staff.&nbsp; Prepares schedules for completion of work.&nbsp;</li>
<li>Organizes and maintains medical services and committee activities for accreditation or certification.&nbsp;</li>
<li>Directs the development of standard operating procedures and policies, including monitoring compliance and periodic review.&nbsp;</li>
<li>Serves as chief medical adviser to the Chief Executive Officer in all matters pertaining to patient care.&nbsp;</li>
<li>Actively participate in the execution of all Clinical Services Mission Action Plans as delineated in the client Strategic Action Plan. Formulating short and long-range objectives for programs within the clinical services division to ensure alignment with overall objectives of the client.&nbsp;</li>
<li>Assessing and validating the current patient care delivery system.&nbsp;</li>
<li>Ensuring clinical and staffing standards for clinical practice are consistent with current evidence-based research and professional standards.&nbsp;</li>
<li>Offering recommendations regarding improvements needed in clinic administrative operations and clinical operations.&nbsp;</li>
<li>Offering recommendations to improve patient outcomes.&nbsp;</li>
<li>Planning, directing, coordinating, and evaluating clinical services policy, guidance, and training. Development and contributions to annual revisions of national, evidence-based Clinical Practice Guidelines/Guides as needed.&nbsp;</li>
<li>Participates actively in Health Services medical training programs. Assists with training for clinical staff, support services personnel, and peer professional staff.&nbsp;</li>
<li>Works with and is assigned to various committees and serves as a team leader for specified functions as needed.&nbsp;</li>
<li>Provide remote and/or on site continuing medical education standing curriculum and relevant clinical issues.&nbsp;</li>

<li>Assist with physician interviews, orientation and mentoring, peer reviews and other duties requiring medical expertise.&nbsp;</li>
<li>Serves as a professional advisor to physician colleagues from medical schools, graduate training programs in medicine and osteopathy, boards of licensure, and professional organizations relating to the medical profession and other health professions.&nbsp;&nbsp;&nbsp;</li>
<li>Promotes health, disease prevention, and comprehensive health care in accordance with current accepted medical practices and procedures.&nbsp;</li>
<li>Clinical services may be provided via virtual means.&nbsp;</li>
<li>Collects comprehensive medical and social history to include a review of all body systems.&nbsp;</li>
<li>Conducts physical examinations, initial and follow-up assessments for acute and chronic medical conditions.&nbsp;</li>
<li>Examines, orders, and performs appropriate diagnostic testing and provides necessary treatment and/or medications and other therapeutic interventions as required.&nbsp;</li>
<li>Administers or directs administration of both curative and preventative inoculations.&nbsp;</li>
<li>Provides clinical assessment and treatment.&nbsp;</li>
<li>Ensures that proper evaluations and treatments are carried out and documented.&nbsp;</li>
<li>Assures proper maintenance of medical records and preparation of reports as related to the area of responsibility.&nbsp;</li>
<li>Fully utilizes health services for treatment, rehabilitative, and diagnostic modalities.&nbsp;</li>
<li>Refers selected cases to consultant specialists when necessary.&nbsp;</li>
<li>Renders emergency medical/surgical/mental health services as required.&nbsp;</li>
<li>Refers patients requiring hospitalization to a local hospital and to an appropriate admitting physician.&nbsp;</li>
<li>The incumbent provides clinical oversight and is responsible for all health care delivered.&nbsp;</li>
<li>Acts as a consultant for Advanced Practice Providers (APP), nurses, and clinical staff in the performance of their duties providing clinical oversight and direction.&nbsp;</li>
<li>The incumbent may have other licensed professionals (staff physicians, APPs, etc.) functioning under their license or privileging depending upon the situation.&nbsp;</li>
<li>Incumbent is responsible for the clinical oversight of provider teams and will provide input to the Clinical Director regarding team member's performance.&nbsp;</li>
<li>It is the incumbent's responsibility to consult with other health care providers to provide training and mentoring and to be directly involved with the evaluation and treatment of severely ill and medically complex patient care problems.&nbsp;</li>
<li>Consults with the Health Services Administrator /Clinical Director /Regional Clinical Director and other providers and specialists for complex medical and/or psychiatric patients as required by client policy.&nbsp;</li>
<li>For facilities with a medical housing unit, the incumbent will make rounds on patients admitted under their care with APPs and nursing personnel, as described in applicable local procedures. The incumbent will be required to provide on-call medical duty coverage as needed after regular work hours and may need to return to the facility to provide medical care if appropriate.&nbsp;</li>
<li>The incumbent shall constantly monitor and evaluate the quality of patient care, providing data to the departmental Continuous Quality Improvement, other agency units and, other agencies or committees as required.&nbsp;</li>
<li>May be asked to see patients on an interim basis who are not in the category of his/her expertise.&nbsp;</li>
<li>Incumbent must possess the knowledge, skills, and abilities to perform his/her duties within a varied work setting. Both the medical and security designations of patients under the incumbent's care will vary depending upon site, with the work performed.&nbsp;</li>
<li>Makes recommendations on matters of policy, procedures, training, personnel, and equipment as related to specific area of responsibility.&nbsp;</li>
<li>Follows supervisory chain of command.&nbsp;</li>

Qualifications 
Basic Requirements/Certifications:&nbsp;&nbsp;

<li>Must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.&nbsp;&nbsp;</li>
<li>American Heart Association (AHA) Basic Life Support (BLS).&nbsp;</li>
<li>Minimum of five years clinical practice with direct patient care preferred.&nbsp;</li>
<li>Have knowledge of a wide range of complex patient care concepts, principles, and practices to perform assessments of considerable diversity to include mental health, medical, surgical, ambulatory, and emergency care.&nbsp;</li>
<li>Flexibility and ability to adapt to sudden changes in schedules and work requirements. Assignments are usually of a long-term, recurring, or broadly defined nature.&nbsp;</li>

 Additional Information 
Pay range is based on several factors and may vary in addition to a full range of medical, financial, and/or other benefits. Final salary and offer will be determined by the applicant’s background, experience, skills, internal equity, and alignment with geographical market data.

COMPENSATION:
This role provides a competitive base salary. Our starting range is between $110,000 to $125,000 annually depending on qualifications. Bonus potential based on company and individual performance.
