The Program Scheduler shall perform independent support services to satisfy the operational objectives of the Guam Posture Management Office (GPMO). The GPMO plans, synchronizes, program and execute the infrastructure development projects supporting USINDOPACOM’s force posture initiatives and “To-Be Vision.”
 
Scheduler Contract Support:
<ul>
<li>Have a minimum of five (5) years’ recent experience using Primavera’ s P6 or Microsoft Project2010+ scheduling software on construction projects valued at least $3-5M. The value here is defined as construction project value.</li>
<li>Have a minimum of five (5) years’ experience in working with Engineering or Architectural disciplines and shall have a basic understating of engineering, architecture and construction trades.</li>
<li>One (1) year of specialized experience in performing the tasks identified here in for Department of Defense projects is desirable but not required.</li>
<li>Provide satisfactory proof of U.S. citizenship. (U.S. or naturalized).</li>

<li>For task orders on the larger programs, at least 5 years’ experience generating and maintaining Integrated Master Schedules for large construction programs consisting of multiple phases and varied project scopes is desired.</li>

General Summary:

Commercial Door Technician

The ETCS will perform independent support services to satisfy the operational objectives of the NAVFAC Officer in Charge of Construction (OICC), Facilities Engineering and Acquisition Division (FEAD) Director, or the Resident Officers in Charge of Construction (ROICC). Services rendered by the ETCS shall include all labor, material, and equipment necessary to complete the work described in the paragraphs below. The ETCS shall be made available on site and for a full-time basis. The ETCS will be assigned to support individual construction projects. Projects assigned will vary in type, complexity, and magnitude including structures and related work such as office and shop buildings, airfield expansions, utility installation, wharf repairs, industrial facilities, and etc. Projects may be in the $5M to $400M+range.

Responsibilities

<li>Furnish their designated Government representatives with documentation indicating whether the construction conforms to the contract requirements.</li>

<li>Provide review/analysis and notes/comments/recommendations on Contractor’s Requests for Payment, including Complete, the monthly field pay estimate worksheet for each construction contract with the construction contractor’s representative. Inspect material stored off-site, where applicable.</li>
<li>Coordinate with Government representatives and appropriate construction contractor personnel before conducting required inspections and meetings such as the NAVFAC Red Zone meeting (coordination meeting typically held at 75% project completion).</li>
<li>Review interim and final DD 1354 documentation and provide the Government with comments and recommendations.</li>
<li>Assist in Constructability reviews as requested. Provide written review comments and recommendations.</li>
<li>Monitor the preparation of as-built activities of contractors to ensure that those documents are being prepared on an on-going basis. Review contractor submissions of as-built drawings for completeness and accuracy and advise the appropriate Government personnel in writing as to the acceptability of such submissions.</li>
<li>Participate in final acceptance and testing of major building systems including but not limited to fire protection certification, elevator certifications, ensuring contractor compliance in the areas of Testing and Balancing (TABs), Duct Air Leakage Testing (DALTS), Digital Control Systems (DDC) for HVAC systems. Provide notes/comments/recommendations for acceptance or rejection of the witnessed system based on contract document conformance</li>

<ul>
<li>Five (5) years of recent experience within the last ten (10) years as a construction inspector or tradesperson and shall have a basic understating of engineering, architecture or construction trades.</li>
<li>Current certification in concrete inspection, structural steel inspection, plumbing inspection, electrical inspection, HVAC inspection and / or other trade related inspection certifications are desirable but not required.</li>
<li>Current certification of successful completion of the US Army Corps of Engineers (USACE)/Naval Facilities Engineering Systems Command (NAVFAC) Construction Quality Management for Contractors course. This course may be completed within 45 calendar days of task order award. The certificate is valid for 5 years. If the individual’s certificate expires during the period of performance of a Task Order, the individual must retake the course to remain current.</li>
<li>Knowledge of the three-phases of control and Construction Quality Management process is required.</li>
<li>Sound understanding of construction concepts, principles and practices applicable to multi-disciplined engineering projects and the design, layout, and supervision of construction operation.</li>
<li>Thorough knowledge of construction practices and methods and construction management skills.</li>
<li>Provide satisfactory proof of U.S. citizenship. (U.S. or naturalized). Task orders may allow waiver of this requirement should projects allow in certain regions.</li>
<li>The Contractor shall obtain all required corporate and personnel Security Clearances prior to commencement of work. The Contractor shall ensure that a list of all personnel with Security Clearances is maintained and current, including clearances that are pending. Each task order shall establish necessary base/building access requirements.</li>
<li>Have demonstrated ability and experience to inspect materials, workmanship and construction and installation of various systems. Possess up-to-date knowledge of construction practices and techniques, e.g., proper applications of construction materials and methods of installation.</li>
<li>Have demonstrated knowledge of the latest U.S. Army Corps of Engineers’ safety publications (including but not limited to EM385-1-1, OSHA safety requirements) as well as all other applicable national health and safety regulations, codes and standards.</li>
<li>Have demonstrated knowledge of Federal building projects design codes (UFGS) and Construction techniques.</li>
<li>Have demonstrated experience in the use and application of Microsoft Office (Word, Excel, PowerPoint, Outlook, etc), Primavera, CostWorks, etc. Have the ability to adapt to new software such as eCMS, MSTeams and Zoom may also be necessary.</li>

Job Description: A Heavy Equipment Operator is required to perform heavy equipment operation as part of the PPS construction crew. This will include but not limited to mobilizing equipment at jobsites, operating excavators, backhoes, front-end loader, pavement rollers and skid-steers. Responsibilities:
