Purpose of Position: Under administrative direction of the Town Administrator and Mayor, plans, organizes and directs the operations and activities of the Fire Department. The purpose of this job is to perform administrative, managerial, technical and operational functions associated with overseeing activities of the Fire Department. Duties and responsibilities include planning, coordinating and directing all aspects of department operations; responding to and directing major emergencies; developing departmental budget and controlling expenditures; and supervising assigned employees. General Duties and Responsibilities: (not all inclusive) ▪ Works under the general guidance and direction of the Town Administrator and maintains an effective and continuing communication process with the Town Administrator. ▪ Performs a variety of complex administrative, managerial and professional duties, including planning, coordinating and directing the activities of the Fire Department. ▪ Provides oversight of all Town Fire Department personnel, both paid and volunteer, including administrative and the Fire Marshall directly or through subordinate supervisors. ▪ Ensures appropriate and adequate training and development of all department personnel. ▪ May formulate recommendations on policy, legislation, and budgetary impact for review and approval of the Town Mayor and governing body. ▪ Researches, reviews and analyzes current trends and legislation in the fire, rescue, and emergency management. ▪ Analyzes and implements operating procedures to improve departmental efficiency and effectiveness and the well being and morale of department personnel. ▪ Makes independent judgments and decisions, and provides management-level guidance. ▪ Primarily responsible for planning and coordinating the Town’s Fire, rescue and emergency medical services programs. Shall assist in developing policy governing the scope and direction of services provided. ▪ Ensure excellence in fire prevention and suppression, disaster preparedness, and protecting life and property. ▪ Prepares and submits periodic reports to the Town Administrator regarding department’s activities and a variety of other reports as appropriate. ▪ Oversee the budget, to include purchasing, request for bids, capital and facility acquisition, inventory control, bonding process, division payroll and overtime. ▪ Meets and communicates with the Town Administrator, Mayor, local, state, and federal agencies, members of the community and other private and professional groups involved in Fire and Rescue. ▪ Attends conferences and meetings to keep abreast of current trends in the field; represents the Town Fire Department in a variety of local, county, state and other meetings. ▪ Must perform all duties with minimal supervision. Employee may be required to work irregular hours, attend job related meetings, and perform other duties and projects as assigned, will require some travel. Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education and/or Experience: Bachelor’s Degree in Public Administration, Fire/EMS Administration, Business Administration or related field, equivalent experience may be substituted; ▪ Must have a minimum of five years of demonstrated progressive responsible management or administrative experience in a department providing fire rescue or EMS services to the general public. ▪ NM Fire Fighter - I & II and EMT Basic licensure or higher ▪ Command level experience beyond first line supervisor. ▪ Bilingual preferred Certificates, Licenses, Registrations: Current, Valid New Mexico Class E drivers’ license Conditions of Employment: Must maintain a valid New Mexico driver’s license with acceptable driving record and must be insurable through the Town of Bernalillo – NMSIF ▪ Must be able to pass a pre-employment physical, psychological and drug screen ▪ Must pass a background investigation Knowledge, Skills and Abilities: ▪ Knowledge of fire and EMS reporting procedures. ▪ Knowledge of basic manual tools and their safe use. ▪ Skill in understanding instructions. ▪ Skill in understanding the English language. ▪ Skill in effective communication and interpersonal relations. ▪ Skill in responding quickly in an emergency. ▪ Skill in detecting safety hazards. ▪ Skill in using good judgment. ▪ Skill in acting quickly and sensibly in emergency situations. ▪ Skill in following safety procedures. ▪ Skill in securing buildings and grounds ▪ Skill in applying rules and regulations of securing property and post incidents. ▪ Skill in detecting unusual circumstances and situations. ▪ Ability to read and comprehend simple instructions, correspondence, and memos. ▪ Ability to communicate effectively with Town personnel in written and verbal form. Working Conditions: ▪ Indoor duty performed in a controlled temperature environment. However, may be exposed to extreme temperatures or humid conditions during an emergency situation. ▪ May be exposed to noisy environments during emergency situations. ▪ May be exposed to vibration of body during emergency situations. ▪ May be exposed to hazardous materials, chemicals, fire infectious disease and burns. ▪ May be exposed to exhaust or chemical fumes, smoke odors, dust mists and gases during emergency situations. ▪ Performs work mainly on even carpeted and tiled floor surfaces. May work on asphalt, concrete, or natural ground during an emergency situation. May be required to work on inclines or ramps catwalks or scaffolding, or stairs and ladders. Working surface is mainly dry, but may be wet or greasy during emergency situations. Fire Chief ▪ Performs work with out directions. ▪ Is on-call twenty-four hours per day.
