Reports To: Director of Finance

FLSA Status: Exempt

Pay Grade: Grade 4

Starting Wage: $50,677.83 - $80,516.75

Gaming Class: Compact/Gaming

Position Summary:

The BSA Compliance Officer is responsible for developing, implementing, and administering all aspects of the Bank Secrecy Act Compliance Program. The incumbent will perform various quality control reviews and monitor the area of Bank Secrecy Act, USA PATRIOT Act, Anti-Money Laundering, OFAC and Customer Identification Program compliance using industry standards and regulatory guidance to ensure the casino’s compliance efforts are maintained daily.

Core Duties and Responsibilities:

The BSA Compliance Officer is responsible for the following duties:

  • Implement and maintain the BSA compliance policies and procedures.
  • Review and update the BSA/AML Policy, Procedures and Risk Assessments on an annual basis and/or more frequently, if circumstances require.
  • Oversee the implementation of the BSA/AML program, including providing guidance and direction to management about the steps they need to take to institute the BSA/AML program in their areas of responsibility.
  • Ensure relevant Fortune Bay Resort Casino (FBRC) staff receive training on BSA/AML and attendance records are maintained for the proper length of time.
  • Monitor the effectiveness of BSA/AML compliance and take corrective action to remedy any deficiencies found.
  • Ensure that FBRC fully meets its BSA/AML reporting requirements in a timely fashion, including design of appropriate controls and perform testing of their effectiveness.
  • Review any changes to BSA/AML, including related laws, regulations, guidance, and/or regulatory expectations; ensure that FBRC implements processes to remain fully in compliance with its BSA/AML obligations and regulatory expectations.
  • Review the BSA/AML implications of any new or changed products, services, initiatives, or distribution channels; advise senior management on necessary steps to mitigate BSA/AML risk.
  • Promptly alert senior management to any material issues of BSA/AML non-compliance and institute and monitor corrective action.
  • Provide periodic reports to the Gaming Commission and senior management on the state of BSA/AML compliance and any significant emerging issues.
  • Direct reporting authority to the Internal Compliance Director regarding CTR and/or SAR listing or any other information requested.
  • Review all suspicious incident reports prepared in the casino to determine if further investigation is warranted.
  • Review the Multiple Transaction Log to determine if any patterns of suspicious activity have occurred.
  • Review the surveillance log and discuss with the surveillance staff if they have noted any suspicious activity.
  • Review the TITO reports and the “bills in” reports to identify any potentially suspicious activity.
  • Provide quality guest service.

Qualifications – Education and Experience:


Minimum Qualifications:

The BSA Compliance Officer is required to have an associate degree in accounting, business or a related field or a minimum of two (2) years related experience. A combination of education and experience may be considered.The following will also apply to the position:

  • Strong background and knowledge of BSA/AML program administration and compliance.
  • Strong computer background with skills and proficiency in Microsoft Word, and Excel software programs; ability to gather and analyze data and information and create reports.
  • Excellent interpersonal, verbal, and written communication skills with the ability to delegate projects and instruct others, along with writing reports, correspondence, and procedures and communicating effectively with management, auditors, and team members.
  • Strong organizational and time management skills with attention to detail and the ability to set and meet deadlines.
  • Self-motivated with the ability to maintain a positive attitude while performing repetitive tasks.
  • Ability to exercise sound judgment and decision-making; responsible and reliable.

Preferred Qualifications:

Bachelor’s degree in accounting, business or a related field or a minimum of five (5) years related experience.
