Job Purpose
Maintains and enhances the organization's human resources by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices.
Job Description
- Responsible for all aspects of Human Resources for the agency including all necessary record keeping to meet local, state, federal, and agency policies and procedures, rules, regulations, and applicable laws.
- Oversee filing systems for personnel records and ensure confidentiality through strict security of records.
- Respond to all inquiries regarding agency benefit programs. Ensure that all employees are informed of changes, and receive all relevant communications regarding benefit programs. Work with health insurance broker, agency administration, and staff on health insurance enrollment.
- Track and report all new hires, terminations, and changes to employee benefits to appropriate insurance agency and state agencies, as required.
- Review, verify, and provide initial approval of payroll.
- Receive reports of injury, complete first report of injury, and monitor progress of employee to workers compensation insurance agency.
- Respond to all inquiries regarding employment verification or recommendations per agency policies and procedures.
- Assist agency supervisors in developing job descriptions, position announcements, and advertisements regarding any agency vacancies.
- Receive all applications and resumes; screen applications to ensure they meet the minimum requirements prior to distributing to the appropriate supervisor for interview selection; provide assistance in the recruitment process.
- Develop a system to ensure employee performance reviews are completed in a timely manner, and documentation for required trainings are collected and placed in employee files.
- Maintain organization staff by establishing a recruiting, testing, and interviewing program; counseling managers on candidate selection; conducting and analyzing exit interviews; recommending changes.
- Ensure planning, monitoring, and appraisal of employee work results by training managers to coach and discipline employees; scheduling management conferences with employees; hearing and resolving employee grievances; counseling employees and supervisors.
- Ensure legal compliance by monitoring and implementing applicable human resource federal and state requirements; conducting investigations; maintaining records; representing the organization at hearings.
- Maintain management guidelines by preparing, updating, and recommending human resource policies and procedures.
- Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; and establishing personal networks.
- Contribute to team effort by accomplishing related results as needed.
Qualifications, Skills, and Requirements
Qualifications
- Must have a high school diploma from an accredited high school, Bachelors Degree preferred, plus three years experience in Human Resources, or an equivalent combination of education and experience. Preferred Human Resources experience includes compensation and wage structure, orienting employees, benefits administration, and payroll administration. Experience with QuickBooks preferred.

- Ability to communicate effectively both verbally and in writing; comfortable communicating to large groups.
- Ability to work independently, as well as with a team; excellent problem solving skills.
- Ability to establish and maintain effective working relationships with employees, organizations, and the general public.
- Ability to enforce agency policies and procedures.
- Exhibits professionalism and ability to maintain strict confidentiality.
- Skills in interviewing and maintaining files.
- Must have excellent organizational and time management skills, and have ability to maintain multiple projects.
- Knowledge of local, state, and federal rules and regulations related to human resources preferred.
- Must be proficient with computer-based spreadsheets, databases, word processing, and financial software.
