SUMMARY
The Fire/Rescue Chief is responsible for the overall operation and supervision of the Fire/Rescue Department personnel. Will respond to all emergencies when on duty or when available on the GTB Reservation or surrounding areas. This position is an appointed position by the Tribal Council and under the direct supervision of the Public Safety Department Manager.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Work Monday through Friday p.m. or as scheduled by the supervisor to meet scheduled activities.
- Assigns duties and ensures adequate coverage for fire and EMS calls.
- Supervise Fire/Rescue personnel and volunteers as required and complete evaluations.
- Understand, interpret, and apply all applicable Grand Traverse Band Government policies and procedures, ordinances, and Department rules, policies, and procedures.
- Respond to medical and fire emergency calls on the GTB Reservation or surrounding areas. Includes weekends, holidays, irregular shift work as necessary.
- Establish training and educational fire prevention programs for the community and staff in collaboration with department training officers (CPR, AED, First Aid, etc.)
- Complete monthly stipend accounting for volunteer members.
- Responsible for preplanning fire operations in buildings and ensures departmental readiness for hazard material incident responses.
- Prepare annual operations, equipment budgets and submission of department expenditures and seek revenues to offset expenses as necessary.
- Prepare and participates and/or conduct fire/tornado/lockdown drills in the tribal daycare facilities and Government buildings.
- Maintain the replacement schedule of equipment and apparatus for future budget purposes.
- Complete building inspections on a monthly/quarterly basis for all tribal facilities and multi-family dwellings as required by statute.
- Conducts plan review for new or renovated construction when requested or required.
- Assure professional investigation of fires to determine its cause, and secure and preserve evidence in cooperation with police authorities.
- Actively recruit community members to join the Fire/Rescue Department as volunteers.
- Schedule and participate in monthly department meetings.
- Maintain personnel records and training certifications of department members.
- Schedule de-briefings for department members immediately following critical incidents.
- Establish and implement a positive working relationship with local, state, federal agencies and organizations involved with emergency fire/medical management.
- Provide monthly reports, budget and/or program related activity as requested.
- Develop proposals and applications for funding and coordinate efforts with the Grant Writing Office and Department Manager.
- Review and/or update department policies, procedures, ordinances, regulations impacting fire and EMS services.
- Attending meetings and training pertaining to the Fire/Rescue Department or as required as Fire Chief.
- Obtain Program Directors Training certification within six months of being hired or when offered.
- Maintain confidentiality in the performance of duties.
- Engages in rescue, fire control, life, safety and extinguishments, property conservation and salvage operations.
- Provide appropriate emergency medical care for those in need or when called upon under the direction of the Medical Control Authority.
- Reviews and/or prepares written EMS reports, supplemental reports and authorizes invoices to ensure compliance with tribal, local, state and federal rules and regulations.
- Maintains and submits fire and EMS certifications to the appropriate agencies.
- Must operate rescue, and fire apparatus and other emergency equipment under adverse emergency circumstances.
- Becomes and remains familiar with the Incident Command System.
- Becomes and remains familiar with pre-plans, geographical locations, target, and special hazards within the response area.
- Submits pre-plans within geographical locations and identify special hazards within the response area.
- Observes the operating efficiency of apparatus or vehicles and notifies the Department Manager of any difficulties or irregularities which may affect operations or immediate response.
- Responsible for maintenance and inventory of all tools, appliances and supplies, vehicles and apparatus.
- Work with other area fire departments on fire suppression, pre-planning of fire and EMS personnel, mutual aid pacts and other areas of mutual concern.
- Perform related assignments as directed by the Department Manager.
- Become familiar with and follow MIOSHA General Industry Safety and Health Standard Part 74. Firefighting.
- Become familiar with and follow Michigan Firefighters Training Council Act 291 of 1966, and Department of Licensing and Regulatory Affairs Firefighters Training Council General Rules.
- Become familiar with and follow Michigan Fire Prevention Code Act 207 of 1941.
- Become familiar with and follow the Constitution of the Grand Traverse Band of Ottawa and Chippewa Indians along with GTB Ordnances.
OTHER SKILLS AND ABILITIES
- Must have excellent written and verbal communication skills. Express oneself clearly and concisely for public speaking events or meetings.
- Must have excellent interpersonal skills with demonstrated patience, tact, and respect.
- Proficiency in computers and Microsoft Windows, Word, Excel and other Microsoft office products and database applications.
- Uses excellent judgment in interpreting guidelines, adapting department procedures, or in recommending approaches or solutions for specific problems.
- Attend training necessary to maintain medical/fire certifications.
- Must have knowledge of basic math necessary for budgeting and program management.
- Observe analytically and objectively, situations quickly, and take prompt, effective action.
EDUCATION and/or EXPERIENCE
- Must have a bachelor's degree in Fire Science, Management, Business, or related area.
- Must have five years of experience in fire and EMT level service and five years of command experience.
- Must have current certification in State of Michigan FOIII, EMT and National Fire Academy Fire Officer.
DRIVING REQUIREMENT
- Must have a valid, unrestricted driver's license and be insurable with GTB's insurance carrier.
OTHER QUALIFICATIONS
- Must have current Michigan Emergency Medical Technician (EMT) License, BTLS-B or PHTLS certification.
- Basic First Aid and CPR Instructor or American Heart Association Certified preferred.
- Certified Emergency Vehicle Driver.
- Complete the Fire Instructor I course, within 24 months of hire.
- Complete MI FFTC General Rule R 29.405a Classification for Fire Chief, within 24 months of hire.
- Must have Fire Inspector certification or obtain certification when offered.
- Obtain and maintain NIMS certifications 100, 200, 700 and 800 within one year of employment and NIMS 300 and 400 when offered.
- Must have or obtain Hazardous Material operations certification.
- Must be able to pass a physical ability test and medical examination on an annual basis.
SUPERVISORY RESPONSIBILITES
- Supervise Firefighter II/EMTs and department volunteer personnel.
- Oversee disciplinary action and recommending promotions, demotions, suspensions and/or dismissal of Department employees and volunteers to the Department Manager and Government Human Resources as needed.
EQUIPMENT TO BE USED
- General office equipment including but not limited to calculators, computers, copiers, fax, phone systems, etc.
- Department equipment and vehicles (4x4 Mule, Can-Am, Fire Truck, Brush Truck, Medical Response Unit) etc.
- Must be able to travel when necessary.
TYPICAL PHYSICAL DEMANDS
- Work requires sitting, lifting, reaching, walking and lifting heavy objects well over 100+ pounds for emergency/fire emergencies.
- Also requires manual dexterity to operate office and emergency equipment.

WORKING CONDITIONS
- Work is in all weather conditions (snow, ice, rain, sleet, hot weather) etc. Some of the work is an office environment but some of the work is in various tribal buildings and you are expected to go on-site on a regular basis for inspections, emergency responses, etc.
- Operate as a part of a team and independently at incidents of uncertain duration.
- Operate in environments of high noise, poor visibility, slippery, hazardous surfaces, with limited mobility, at heights and in enclosed or confined spaces during life-threatening emergencies.
- Rely on senses of sight, hearing, smell, and touch to help determine the nature of the emergency, maintain personal safety, and make critical decisions in a confused, chaotic and potentially life-threatening environment, throughout the duration of the operation.
COMMENTS
Native American Preference will apply. Pass a criminal history background check with no felonies or serious misdemeanors and a drug and alcohol urinalysis as a condition of employment. Adherence to strict company policy in regard to confidentiality is a must.
