JOB SUMMARY

The Director, Human Resources & HSE for Chemring Sensors and Electronic Systems, Inc. (CSES), develops and implements effective human resources programs, policies, and initiatives and is an active member of the Senior Leadership Team. The Director is accountable for workforce planning, employee communications and culture, professional development, employee relations, performance management, professional development including mentoring and coaching, organizational development, compensation, benefits and regulatory compliance. Additionally, the Director is accountable for leading the Health, Safety and Environmental policies, compliance and initiatives for CSES.


This position requires a business partner who is collaborative and capable of building consensus and commitment toward shared outcomes. This role serves as a strategic advisor to the General Manager and Senior Leadership Team, with responsibility for developing and executing the HR strategy to enable achievement of the business, people and corporate objectives. This leader will increase organizational effectiveness, efficiency and profitability through the alignment of personnel to manage costs and enhance overall financial performance. This position reports to the CSES General Manager with a dotted-line reporting relationship to the CHG Group, Inc. (CHGi) Chief People Officer.



ESSENTIAL JOB FUNCTIONS

  • Serves as a role model, creating positive relationships with staff in an environment of mutual respect and trust
  • Promotes a culture of compliance and integrity and an employee experience where everyone has the opportunity to succeed and where merit is recognized, cultivated and rewarded
  • Partners with the CHGi Chief People Officer to develop and support the implementation of corporate HR solutions and programs
  • Manages performance management and succession planning processes
  • Directs design, implementation, and communication of HR and business initiatives
  • Acts as a key resource in fielding and resolving elevated issues and questions
  • Supports recruitment process, ensures job description accuracy and compliance alignment; collaborates to ensure consistency across the business
  • Oversees all payroll and benefits for company
  • Collaborates with managers and employees to help resolve employee relations issues; guides to best decisions, prepares/helps prepare corrective actions, facilitates involuntary terminations
  • Develops and facilitates leader and employee training
  • Manages the administration of FMLA and Workers’ Compensation programs
  • Manages Equal Employment Opportunity Compliance Program
  • Provides leadership and technical expertise in Health, Safety and Environmental disciplines
  • Participates as a member of the HSE Leadership Team and contributes to the creation and implementation of best practice HSE vision, strategy, policies, processes and procedures to aid and improve HSE performance, and promotes adherence to Chemring’s Fundamental Safety Principles
  • Advises internal departments, including, but not limited to, Product Development, Product Delivery, and Business Support on projects, tasks and initiatives related to HSE
  • Responsible for preparing, maintaining, updating and auditing HSE policy and procedures
  • Manages the applicable licenses and permits for the CSES business
  • Stays abreast of any changes to laws and regulations that may impact the facility and implement appropriate procedures/procedural updates to maintain compliance
  • Participates in the design, development and operation of facilities, work areas, and work procedures and makes recommendations accordingly. Oversees the approval of Job Hazard Assessments
  • Leads emergency response teams, safety committee, management oversight committees and drives employee engagement through a proactive behavioral based HSE culture
  • Analyzes data, including turnover reporting, headcount summaries, exit interview data, internal/external market data, and makes recommendations based on analyses
  • Ensures regulatory and government compliance within HR and HSE (e.g., waste reporting/management and safe working permitting) scope
  • Builds a talent pipeline and networks with necessary external contacts (e.g., partners, academia) to market employment opportunities
  • Collaborates with senior leadership to understand and contribute to the organization’s goals and strategy


OTHER JOB FUNCTIONS

  • Comply with government and corporate laws, rules, regulations, policies, and procedures
  • Ensure 100% compliance with the Chemring Operational Framework, Code of Conduct and U.S. Code of Ethics and Business Conduct
  • Special projects and other duties as assigned


SUPERVISORY RESPONSIBILITY

  • Manages all levels of HR/Administrative employees, exempt and non-exempt
  • Supports and develops a culture by instilling the values in all activities across the company
  • Carries out leadership responsibilities in accordance with the organization’s policies and applicable laws
  • Set department objectives/KPIs, assess ongoing performance and workload of direct reports
  • Responsible for the training and development program for the team members

Requirements:

EDUCATION

  • Bachelor’s degree in Business Administration, Business Management, Human Resources, or related field, or an equivalent combination of education and experience required
  • HR Certification commensurate with level of experience highly preferred


EXPERIENCE

  • 10+ years of relevant Human Resources experience. Experience must include hands-on strategic and tactical responsibility for the delivery of full-scope human resources activities
  • 5 years relevant HSE experience in a manufacturing environment, including compliance reporting, internal and external auditing, and proactive risk mitigation preferred
  • 7+ years’ working with senior leaders at the vice president and above level is preferred
  • Experience managing employees in multiple locations as well as collaborating with extended HR teams, preferred
  • Strong HR background with the ability to effectively balance both strategic planning and daily execution
  • Proven track record in delivering results in a changing and growing business environment
  • Prior experience in a government/defense contracting environment preferred
  • Background in the Aerospace & Defense, Military, Commercial Biodefense/BioTech industries is preferred


SKILLS and QUALIFICATIONS

  • Must be eligible to obtain and/or maintain a U.S. Government Security Clearance commensurate with the level of facility clearance
  • Proficiency with MS Office products and HRIS applications
  • Demonstrated passion for ideation and innovation, as well as motivating others to act
  • Demonstrated proficiency with applicable laws/regulations and management theories including policy/procedure development
  • Good skills on active listening, logic & critical thinking, judgment and decision making, complex problem solving, time management, and good team spirit are required
  • Experience in leading and managing change within an organization
  • Must have the highest level of ethics and integrity
  • Customer service oriented professional
  • Ability to identify key barriers/core problems and identify solutions
  • Excellent problem-solving skills; creative in approach to dealing with complex situations
  • Ability to independently perform multiple assignments with limited instruction
  • Excellent written, verbal communication and presentation skills
  • Excellent leadership skills. Proven ability to develop and grow top talent


PHYSICAL AND OTHER REQUIREMENTS

Lifting, carrying, pushing, pulling, or otherwise moving objects, weighing up to 20 pounds occasionally and/or a negligible amount of weight frequently. Involves sitting, walking or standing. Frequent use of computer. This position requires on-site availability with occasional remote. Travel less than 20% to other sites.
