Job Overview:

We are seeking a seasoned Assistant Program Manager to support a high-impact IT operations contract for the Department of Defense (DoD), specifically serving the U.S. Army Aviation Center of Excellence (AVCOE). This role ensures seamless continuity of mission-critical IT services in the absence of the Program Manager and plays a vital role in maintaining compliance, driving performance, and managing contract operations across multiple Army installations.


Key Responsibilities:


  • Serve as the Contractor’s representative in the Program Manager’s absence, with full authority on all contract matters related to daily operations.
  • Manage and oversee IT service delivery, including system administration, help desk operations, cybersecurity, VTC support, and data management.
  • Coordinate project execution and process improvements across geographically dispersed sites.
  • Act as liaison between contractor staff and senior government leadership, ensuring alignment with mission objectives and operational goals.
  • Prepare and deliver reports, briefings, and updates to senior-ranking officials.
  • Ensure compliance with DoD cybersecurity policies, procedures, and performance metrics.
  • Support supervision of contract personnel, workload distribution, and resource management.
  • Assist with In-Process Reviews (IPRs), Technical Review Board (TRB) meetings, and communication with the Contracting Officer’s Representative (COR).


Required Qualifications:


  • Minimum 7 years of experience managing IT operations within a DoD environment.
  • Bachelor’s degree in Information Technology or a related field (B.S. or B.A.).
  • Active Certified Associate in Project Management (CAPM) or higher-level certification (e.g., PMP).
  • Strong written and verbal communication skills, including experience presenting to senior government officials.
  • Secret clearance or higher

  • Maintain focus and awareness throughout scheduled working hours.
