The DNA Group is seeking a Sr Program Manager to support our client’s program. This is an excellent opportunity for an experienced PM who has led strategic initiatives, cross-functional projects, and operational improvements within Health and Human Services environments. In this role, you will partner closely with the HHS Division to drive small to mid-sized organizational initiatives, conduct business analyses, develop strategic business cases, and recommend operational plans that strengthen performance across the division. You will work within the DCAS Program frameworks and collaborate with senior leadership, internal teams, and external stakeholders to ensure successful execution of initiatives and alignment with agency goals.
Overview Requirements:
- Lead planning and management of small to mid-sized organizational initiatives, including analyses, business case development, and execution of project and operational plans.
- Support the HHS Division’s strategic initiatives by structuring workplans, coordinating activities, monitoring progress, and ensuring timely delivery of key milestones.
- Develop timelines, detailed workplans, and project structures to guide initiative teams in planning, coordinating, and executing work across functional areas.
- Conduct data-driven analyses, synthesize information from stakeholders, and develop recommendations that support strategic and operational decision-making.
- Build and deliver executive presentations, program updates, and strategic documents for senior leadership.
- Support integration management by aligning project activities across the HHS Division and external partners.
- Mentor team members, facilitate collaboration, and strengthen project management capabilities across the division.
- Develop and implement process workflows, templates, and structures that improve operational efficiency and project execution.
- Ensure all work is performed in compliance with DCAS Program Management Administration policies, practices, and procedures.
- Participate in stakeholder engagement and cross-agency coordination to ensure the success of HHS strategic initiatives.

- ITIL Certification: Required
- Health and Human Services: 16 years (Required)
- Develop mid- to long-range implementation plans: 10 years (Required)
- Project management/ change management: 10 years (Required)
- Project management tools: 10 years (Required)
- SDLC of IT and healthcare projects: 10 years (Required)
- Business process flows: 10 years (Required)
- Requirements gathering: 10 years (Required)
- Stakeholder Management: 6 years (Required)
- Knowledge of District of Columbia Health and Human Services programs and policies: 5 years (Required)
- Leadership roles in enterprise environments: 16 years (Required)
- Master’s degree in IT or related field or equivalent experience: Highly Desired
- ITIL Certification: Required
- Professional Scrum Master (PSM): Highly Desired
- Project Management Professional (PMP): Highly Desired
