Job DescriptionSalary:

ROLE SUMMARY:

The Transportation H&H Engineer provides lead engineering support / performs hydrologic analysis and hydraulics design for roadway and transit projects. Works with a team of engineers, consultants, and other providers to accomplish project milestones and project deliverables that may include developing H&H for advance project development (preliminary engineering, schematics, etc.), final design, and PS&E for rural, urban, suburban, and/or metro transportation projects.

RESPONSIBILITIES:


  • Perform field reconnaissance; collect or review relevant existing stream and watershed data, previous hydrologic studies by others, required hydraulic surveys of existing structures and streams, topographic mapping, and/or past performance of existing facilities at/or adjacent to project location.

  • Establish relationships between flood discharge and Annual Exceedance Probability through hydrologic analysis or by adopting previous hydrologic analyses.

  • Determine stream flood profiles for existing conditions through hydraulic modeling.

  • Determine required sizes of drainage structures to meet design criteria.

  • Estimate stream flood profiles under project conditions for multiple design alternatives to determine project impacts; adjust as necessary to mitigate project impacts.

  • Identify / document project-specific H&H parameter and criteria considerations utilizing Federal and State regulatory criteria, project criteria, and/or TxDOT procedures and practices.

  • Lead or participate in coordination with US Coast Guard (USCG) and US Army Corps of Engineers USACE) for projects affecting navigable waterways; ensure proposed design is in compliance with USCG and USACE regulations.

  • Lead or participate in coordination with Federal Emergency Management Agency (FEMA) as required.

  • Perform preliminary hydraulic studies in preparation of environmental documentation for changes in water surface elevation, construction in channels, bridge construction methods that may impact water resources; prepare stormwater pollution prevention plans (SW3P) using project-specific best management practices.

  • Perform final hydraulic design for plans, specifications & estimated cost development; including, but not limited to:

    • Finalize hydrologic and hydraulic calculation sheets.

    • Perform bridge scour evaluation and scour countermeasure design,

    • Refine channel design,

    • Refine / finalize culvert sizing, invert profile, end treatment and outlet protection,

    • Prepare or lead the development of plan / profile sheets with drainage details.

    • Prepare final storm drain details including design of appropriately sized inlets at the proper spacing and lateral sizing,

    • Prepare pump station details,

    • Finalize SW3P,

    • Assist in the preparation of cost estimates for drainage structures, and

    • Identify standard specifications and/or assist in the development of special provisions, special specifications, and general notes governing material and construction requirements for any element of the drainage design.

  • Prepare supporting H&H studies / reports (both for preliminary engineering and final design), including any special documentation for Project crossing FIP designated SFHA.

  • Preparate / file Conditional Letter of Map Revision (CLOMR)/Letter of Map Revision (LOMR).

  • Support Project Manager with adhering to H&H budgets and schedules, client interaction, and implementing QA/QC program.

  • Use MicroStation, GEOPAK, InRoads and OpenRoads software to develop transportation design projects.

  • Actively participate in implementing improvement initiatives to improve project quality and technical capabilities.

  • Train members of project design team on various design tasks and tools.

  • Support proposal development, project scoping and client relationship development.

REQUIRED QUALIFICATIONS:


  • Licensed Professional Engineer (PE) in the state of Texas.

  • Minimum 6 years progressively responsible design and/or project management experience with transportation projects.

  • Minimum 3 years H&H engineering and design.

  • Comprehensive experience with H&H design standards and guidelines (Federal and State).

  • Experience with HEC-HMS, HEC-RAS, HEC-SSP, USACE PeakFQ, and/or other software that supports TxDOT and/or other agency (city, county, federal) H&H processes and procedures.

  • Effective communication skills, both oral and written, and able to work well in a team environment.

  • Detail oriented and self-starter.

  • Good problem-solving skills.

DESIRABLE QUALIFICATIONS:


  • Experience with TxDOT H&H practices & procedures.

  • TxDOT precertification in applicable design categories a plus.

  • Capabilities in MicroStation, GEOPAK, InRoads and OpenRoads.
