Job Description

The Program Manager will be responsible for overseeing and improving services for individuals with intellectual disabilities and autism. Key responsibilities include developing quality management systems, analyzing program data to identify service gaps, developing and implementing policies, and serving as a liaison with stakeholders to ensure the safety and well-being of individuals with developmental disabilities.

Interprets and enforces ODP regulations, standards, policies, bulletins, procedures, and programs related to incident and risk management, restraint use, positive interventions, and related participant safeguards.

Provides consultation and technical assistance to ODP service providers regarding incident and risk management policies, best practices, use of Enterprise Incident Management (EIM) system, investigation procedures, and related topics to intellectual disability service providers, County/AEs, SCOs, and other stakeholders for purposes of quality improvement.

Consults with intellectual disability service providers to ensure compliance with regulatory and programmatic requirements relating to staff development, service provision, initiatives for quality improvement, and overall compliance with ODP standards of practice.

Utilize case management systems, (HCSIS), Medicaid Management Information System (PROMISe), EIM, and other DHS systems and applications to complete research and record review. Examines and evaluates records and supporting documentation relating to risk and incident management policies and practices of intellectual disability service providers, administrative entities, and other oversight agencies responsible for compliance with ODPs risk and incident management requirements.

Conducts on site investigations of high profile, critical incidents to ensure that state and federal requirements were met, with particular emphasis on suspected abuse or neglect of participants. Investigations may include interviewing providers and individuals in care in accordance with ODP's certified investigation protocols.

Assists in the coordination of and provide consultation related to complaint and incident investigations conducted by ODP Regional Offices, County/AEs, SCOs, Providers, and when applicable, law enforcement agencies.

Reviews, evaluates, and approves risk and incident management reports.

Develops and conducts statewide trainings related to incident management/ risk management.

Collaborate with other state departments, program offices, and private Human Service organizations to develop and implement state initiatives.

Serves as an ODP Central Office subject matter expert for incident and risk management, which includes providing technical assistance to the regional risk managers and incident managers within ODP's four regional offices regarding policy clarifications and demonstrations of incident management best practices for statewide operational implementation.

Develops performance measures for quality management and quality improvement purposes specific to individual rights and participant safeguards in accordance with ODP's quality management principles and applies these principles for ongoing review and analysis of related data and systems. Prepares data analyses and reports and participates in ISAC subcommittee, including presenting data to all stakeholders.

Extract statewide data for risk management analysis to be conducted by ODP's Regional and Central Offices. Analyzes data from regional reports to create a statewide report to interpret and evaluate data and provide narration to explain data in context.

Develops and manages the business processes for incident reporting and incident detection applications. This involves regular evaluation of the effectiveness of the business processes, making recommendations for changes to the processes and then implementing the changes. Participates in project management activities including business requirement gathering, general and detailed system design, user acceptance testing, production deployment and post implementation activities for DHS enterprise wide system applications.

Manages the incident fidelity detection tools and oversees the processes and protocol.

Represents ODP on various internal and external work groups.
