Safety Improvements United States Park Police Building
This project will install safety upgrades in the USPP Aviation Building, located in Anacostia Park, southeast Washington, DC. The Aviation Building consists of two aircraft storage and maintenance hangars and associated office space. The work includes installation of the following major components: 2-Hour Fire Separation Around Offices, Upgrade the Fire Alarm System, Upgrade Exterior and Interior Stairways, Correct the Elevation Changes on Each Side of the Exit Doorways, New Guards for the Skylight Roof Openings, New Emergency Lighting and Signage, Replace Back Up Generator, Replace Existing Asbestos Containing Doors and Maglocks to Meet Egress Requirements, and Replace Exhaust Fans. This project will be completed in a single phase.
Period of Performance: Approximately 330 calendar days (9 months), exact dates have yet to be determined. The CMR should plan to be onsite for 9 months, with the remaining time being associated with project set up, DIV 1 reviews and the closeout documentation review (including punch list closeout).

Qualifications:
- Technological knowledge and abilities: Utilizing the CM software management program, use of MS Teams to create and record meetings, make calls and share screens, ability to use Word, Excel, Adobe PDF, MS Project and any other software programs typically utilized for construction management services.
- Physical abilities: Ability to walk or climb on a daily basis to observe contract performance.
- Technical knowledge abilities: Ability to read, interpret and understand the Construction Contract, Plans and Specifications.
- Have knowledge of similar construction work so that the CMR can observe, document and confirm conformance to the contract, plans and specifications.
- Completed the Occupational Safety and Health Administration (OSHA) 30-hour construction safety training.
- The ability to understand cost estimates broken down at a minimum to prime and subcontractor labor, equipment, materials, overhead and profit and the ability to evaluate proposals broken down to that level. The ability to define and document scope changes either required by the owner or a result of a differing site condition. The ability to understand and document negotiations between the Government and the Construction Contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit. Ability to read and interpret the construction schedule to evaluate and document progress. Ability to evaluate payment requests as they relate to percentages/dollars/activities – services received by the Government that can be paid for.
- Prior experience working with Federal Government Project Managers/CORs on processing change orders, requests for information, submittals, and field observation report.
- Prior experience with resource protection measures required by government agencies to avoid and minimize construction related adverse impacts to natural and cultural resources.
- Evidence the CMR has a minimum of 5 years’ experience with the three phases of onsite control.

Education and/or professional qualifications:
- Construction Management
- Construction practices including waterline utility work and storm drainage.
- Working on sites with active visitation and operations.
- Working on sites with environmental conditions such as large storms.
- OSHA 30-hour Health and Safety training for construction.
