The Multifamily Loan Servicing Manager is responsible for the comprehensive servicing and monitoring of the Agency’s multifamily loan portfolio, including daily loan administration, escrow management, financial analysis, and compliance with federal, local, and programmatic requirements. The position ensures accurate portfolio reporting, identifies and mitigates financial risks, and collaborates closely with Portfolio and Asset Management, Office of Financial Management, Office of the General Counsel and external stakeholders to support long-term property and portfolio performance.



ESSENTIAL DUTIES AND RESPONSIBILITIES:

· Manage the day-to-day servicing of multifamily mortgage loans including bond financed and direct loans, which involves accurate records of all McKinney Act loans including maintenance of approved workout, assumptions and modifications, and draw requests

· Ensure loans are secured with liens and released upon payoff

· Analyze property escrow balances to include ensuring sufficient funds are collected to meet expense obligations

· Tracks and manages escrows, reserves, and insurance requirements

· Coordinate with the Office of Financial Management monthly to reconcile all active loan ledgers and escrows

· Monitor loan modifications, assumptions, payoffs, and restructurings when necessary

· Perform annual compliance including issuing loan escrow analysis statements to borrowers and coordinating the issuance of 1099-C and 1098-MA forms

· Monitor loan servicing policies and procedures and update internal Agency procedures to ensure compliance with local and federal loan guidelines

· Produce monthly portfolio reports to be distributed to the Executive Director, Portfolio and Asset Management, and the Office of Financial Management

· Responsible for establishing and maintaining the Agency’s enterprise system to track loan originations, write-offs, and payment to ensure accurate up-to-date account balances

· Analyze financial statements, rent rolls, operating budgets, and audits for properties within the Agency’s multifamily portfolio

· Monitor Debt Service Coverage Ratio (DSCR) and property performance metrics

· Identify early warning signs of financial distress within the portfolio and develop mitigation strategies

· Collaborate with Asset Managers to ensure long-term property viability

· Coordinate with Asset Managers and Office of the General Counsel to ensure compliance with program requirements

such as Low Income Housing Tax Credit (LIHTC) and bond regulatory agreements and loan documents

· Serve as the primary point of contact for borrowers, property managers, trustees, and servicing agents

· Manage relationships with bond trustees, investors, and regulatory agencies

· Support borrower requests related to refinancing, transfers, and consent items

· Prepare and present portfolio performance report to senior leadership

· Track risk exposure and compliance issues across the portfolio

· Assist and support external audits performed Portfolio and Asset Management


KNOWLEDGE AND QUALIFICATIONS:

· Bachelor’s Degree in Real Estate, Business, or another related field from an accredited university or equivalent experience is required

· Masters in Real Estate Development (MRED) or a Master’s in Business Administration (MBA) a plus

· 5-7 years of experience in Multifamily Loan Servicing

· 3-5 years of experience in Asset Management

· Knowledge of affordable housing, Low Income Housing Tax Credits, Tax Exempt Bond Programs and HUD Affordable Housing Programs

· Knowledge of servicing process including; bond refunding, lien recordation and release, and ability to interpret loan documents and loan term sheets

· Experience with loan servicing systems and portfolio reporting tools. Experience with Emphasys is a plus

· Possess strong financial analysis skills including ability to analyze DSCR, operating statements, property underwriting

· Excellent communication skills, both verbal and written

· Must possess strong working knowledge of all aspects of Microsoft Office Suite, specifically Excel
