Subject Matter Expert (SME) Training and Development Manager

Position Overview

Leads the design and governance of assessments and evaluation strategy supporting FEMA FQS courses. This role ensures assessments (e.g., test banks) are properly constructed, aligned to learning objectives, and support valid measurement of participant competency. The PWS staffing section requires SME Training and Development Managers to be qualified psychometricians.

Key Responsibilities

• Design and manage training assessment strategy and evaluation metrics; update/create Test Banks (TBKs) and related assessment artifacts.
• Define assessment structure (format, number of questions, difficulty levels), time allotments, and scoring logic/weighting.
• Ensure assessment questions align to Enabling Learning Objectives (ELOs) and reflect what participants must know to be competent.
• Collaborate with Journeyman/Junior Management Analysts to ensure assessment quality and proper implementation.
• Coordinate with cadre/program SMEs to validate competency targets and content accuracy.
• Ensure content and assessment products align with standards, best practices, and required templates/quality expectations.
• Review assessment content for clarity, accuracy, consistency, and reliability; resolve issues with authors/SMEs.

Qualifications and Experience

• Bachelors degree in a relevant field (advanced degree beneficial depending on specialization).
• Recognized expertise in training assessment design and learning evaluation.
• Qualified psychometrician (required by staffing requirements).

Required Skills

• Psychometrics and assessment validity/reliability practices
• Instructional design alignment (objectives instruction assessment)
• Strong writing/editing precision, attention to detail, and quality mindset
• Collaborative facilitation with distributed SMEs and project teams

Certification Requirement

• Psychometric qualification is required (and any relevant credentials may be proposed).

Clearance Requirement

• Must be able to obtain/maintain a FEMA Public Trust suitability/background investigation (and comply with sensitive information handling requirements).
