JOB SUMMARY

The Grant Writer and Compliance Coordinator at the Resource and Crisis Center of Galveston County, Inc. (RCC) is responsible for guiding the full life cycle of federal and state grant funding. This role reports directly to the Human Resources (HR) & Finance Manager and collaborates closely with the finance team and program management to ensure grant processes are accurate, timely, efficient, and transparent. The coordinator must thoroughly understand, interpret, and communicate each federal and state grants application requirements and ensure strict compliance with the Texas Administrative Code (TAC) governing domestic violence and sexual assault programs, along with coordinating trainings for grant-allocated staff made available by the state coalition partners, Texas Council on Family Violence (TCFV) and Texas Association Against Sexual Assault (TAASA). This position plays a key role in maintaining RCCs compliance in grant-related activities and proactively seeks new federal and state funding opportunities to support the ongoing mission of RCC.

ESSENTIAL JOB FUNCTIONS

  • Will be required to gain knowledge and full compliance understanding of the following grants: Health and Human Services Commission (HHSC); Texas Office of the Governor (OOG), which includes the Victims of Crime Act (VOCA); Texas Office of the Attorney General (OAG); Housing and Urban Development (HUD); U.S. Department of Justice (DOJ) which includes Office of Victims of Crime (OVC) and Violence Against Womens Act (VAWA).
  • Must know and adhere to the Texas Administrative Code (TAC) as it pertains to domestic violence and sexual assault programs which lays out the official guidelines, eligibility criteria, program requirements and operational rules for the grant program; best practice standards as advocated by the state coalition partners Texas Council on Family Violence (TCFV) and Texas Association Against Sexual Assault (TAASA).
  • Research, coordinate and translate a proposal into a program plan and ensure it is implemented according to proposal.
  • Prepare and review with the HR & Finance Manager for final submission of grant proposals to government grant sources.
  • Work with department program managers to gain relevant information for proposals needed or required for each grant submittal.
  • Comply with all grant writing and reporting as required by government grant funding; maintains the grants calendar for grant writing and grantor reporting deadlines.
  • Prepare programmatic reports of direct client service data and outcome measures in a timely manner per contract requirements (i.e. monthly, quarterly, annually), and review with the HR & Finance Manager before submitting the reporting documentation to grantors.
  • Establish effective communications, systems and documentation to ensure compliance, best practices and internal controls, to meet the pre- and post-award and renewal processes for government grants.
  • Regularly review regulatory notifications and other sources of information and maintain a comprehensive list of reporting requirements for each contract/funding source.
  • Maintain and update as required for regulatory compliance, researching and communicating grant requirements to the direct service and indirect service program management.
  • Oversees the direct services database system, Osnium, conducting grants review and direct service database system training for direct service staff.
  • Reviews Osnium regularly, assisting program management in clearing data entry errors, maintains statistical data, provides reports to the HR & Finance Manager, Executive Director and department managers regarding direct services statuses for grant compliance on a monthly basis.
  • Reviews surveys collected, analyzes and maintains data required by grants for outcome measures and statistical data; completes surveys as requested from other partners, state and federal agencies.
  • Assists the HR & Finance Manager in accessing the coalition manager-training program with TCFV or other necessary trainings required by grantors to support grant-allocated staff with continual job training.
  • Assists during government grant funder audits, and the company single audit.
  • Maintain strict client confidentiality by following RCCs confidentiality policies as outlined in the Employee Handbook.
  • Other duties as assigned by the HR & Finance Manager.


WORK SCHEDULE

Forty (40) hours per week. Monday through Friday as discussed with the direct reporting manager. Occasional weekend and evening hours may be necessary for required deadlines.

The employee frequently is required to speak and hear clearly. The employee is frequently required to stoop, kneel, crouch, crawl, and lift approximately 20 lbs. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. The employee must be able to drive and possess a valid and active state-issued drivers license. The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job which is an office environment. SUPERVISOR AND MANAGEMENT RESPONSIBILITY

This position reports to the Human Resources & Finance Manager. This position does not have any direct reports.

EDUCATION & EXPERIENCE

Required:

  • Bachelors degree in communications, business, public administration or related field. In lieu of college degree, will consider a combination of college education and minimum two (2) years of demonstrated work experience with government grants writing, administration, contracts compliance and operational fundraising; non-profit work a plus.
  • Effective networking skills with grant funders at the local, state and federal level.
  • Advanced working experience and knowledge of Microsoft Office Suite, Outlook and computer skills; knowledge of contact database systems; Osnium database is a plus.
  • Effective verbal and written communications skills.
  • Attention to detail and ability to write clear, structured, articulate and persuasive proposals, as well as copy edit for clarity and grammatical accuracy.
  • Team player with strong collaboration skills and ability to receive constructive feedback.
  • Able to work in and adapt to a multi-cultural, community-based organization.
  • Must be able to work flexible hours when needed on a timeline project and deadline.
  • Understand and embody RCCs mission and culture and the ability to maintain appropriate rapport and boundaries with staff and volunteers in all circumstances.
  • Must be able to travel to meetings, other locations, and partner sites as needed.
