Allegheny Science & Technology (AST) is seeking a Grants Project Monitor / Program Analyst to support our Department of Energy (DOE) customer. This individual will support federal funding programs through meeting coordination, comprehensive management of correspondence and action items, data gathering for reporting, and assisting with documentation, process development, and RFI reviews.

Duties & Responsibilities:

  • Assists in tracking project-level risks, issues, and status across program portfolio to ensure visibility and resolution.
  • Identifies inefficiencies in program processes and provides data-informed solutions to optimize workflows and outcomes.
  • Tracks performance metrics, analyzes program data, and provides strategic recommendations to improve project delivery and alignment with organizational goals.
  • Responds to executive data calls and supports analysis for decision memos, fact sheets, and program briefings for leadership and stakeholders.
  • Monitors program communications via shared inboxes, ensuring timely follow-up, task routing, and issue resolution.
  • Develops and maintains program documentation, including program Operations Manual and internal control tracking systems.
  • Leads records management and FOIA response coordination for compliance with federal reporting and documentation standards.
  • Formats and finalizes internal documents to meet communication standards and ensure professional presentation.
  • Supports reviewer management and coordination efforts for grants funding rounds.
  • Creates internal tutorials and templates to standardize project setup and program processes.
  • Collaborates with program managers and staff to define strategic goals and align project execution with division priorities.
  • Assists in establishing and managing systems-level internal controls to enhance program compliance and oversight.

Required Qualifications:

  • HS Diploma, 11 years of experience – additional years of experience or post-graduate degrees may be substituted for education or experience requirements.
  • 3 years of experience supporting DOE customers in a similar capacity.
  • Candidates must have a demonstrated ability to effectively interact with and elicit information from stakeholders, engineers and other technical subject matter experts.
  • Candidates must work well under tight deadlines.
  • Must be scrupulous about detailed work and able to handle repetitive, methodical tasks.
  • Must be skilled in written and spoken English and excellent at communicating and working in a team environment. Experience in writing/editing technical publications, technology descriptions, or materials supporting technology transfer is highly desirable.

Other Qualifications:

  • U.S. Citizenship is required.

These include, but are not limited to, relevant work experience, skills, certifications, and competencies that align with the specific role, geographic location, educational background, and contract provisions related to labor categories specific to the position. We are committed to offering a competitive compensation package that reflects the value and expertise that each candidate brings to our team.

The pay range for this position based on full-time employment is $80,000 - $90,000.
