Job Description

Job DescriptionAbout Workforce Development at WCAPDD

The Workforce Innovation and Opportunity Act (WIOA) is a federal program that helps people with barriers to employment find jobs, access training, and build the skills needed for long-term careers. It also supports employers by connecting them with qualified workers and resources to strengthen their businesses.
In West Central Arkansas, the Workforce Development Board sets the overall vision and goals for the regional workforce system. The West Central Arkansas Planning and Development District (WCAPDD) carries out that vision by serving as the administrator and fiscal agent for WIOA programs. In this role, WCAPDD manages funding, hires and supports staff, and provides program oversight for the Arkansas Workforce Centers in the region.

Job Description of a One Stop Operations & Program Compliance Coordinator:

The One-Stop and Program Compliance Operator serves a dual leadership role by overseeing operational coordination of the region’s One-Stop delivery system and ensuring compliance with state and federal workforce regulations. This position reports to the Director of Workforce Development and works closely with One-Stop partners, training providers, and the Workforce Development Board to promote seamless service delivery, maintain regulatory alignment, and support continuous improvement.
The Compliance plays a key role in board governance, partner engagement, customer service quality, workforce center certification, and compliance with WIOA and related policies. The position requires a balance of strategic oversight and on-the-ground engagement across multiple Arkansas Workforce Center locations.

Duties and Responsibilities of a One Stop Operations & Program Compliance Coordinator:

  • Ensure compliance with federal and state workforce regulations (WIOA); assist with developing and maintaining local and regional plans, policies, and internal reviews.
  • Provide administrative and governance support to the Workforce Development Board and its committees, including meeting coordination, documentation, membership tracking, and board certification.
  • Monitor legislative and policy changes and assist with local implementation; maintain performance and compliance records.
  • Coordinate the local One-Stop delivery system in alignment with § 678.620, including MOU and Infrastructure Funding Agreement (IFA) execution and partner engagement.
  • Support integration of services across partners and agencies; conduct site visits and maintain a physical presence at Arkansas Workforce Centers to ensure system alignment and operational consistency.
  • Coordinate and support preparation for center certification reviews, including assembling required documentation, facilitating partner participation, and reporting to the Workforce Development Board on readiness and compliance outcomes.
  • Complete and submit monthly foot traffic and operational reports for Workforce Centers.
  • Collect and analyze customer feedback; prepare reports for the board and identify service improvement opportunities.
  • Contribute to the board’s strategic plan by facilitating staff development initiatives and supporting planning sessions.
  • Work with training providers to ensure complete submissions in Arkansas JobLink (AJL) for initial and continued eligibility.
  • Verify program alignment with in-demand occupations and present applications to the board’s Planning/Performance/Finance Committee for ETPL decisions.

Minimum Qualifications of a One Stop Operations & Program Compliance Coordinator:

  • Bachelor’s degree in public administration, general business, workforce development, or a related field; and at least three years of experience in workforce compliance, program coordination, or One-Stop operations. (Equivalent experience or education may be considered.)
  • Strong verbal and written communication skills.
  • High level of computer literacy; capable of producing polished, professional documents and working with data systems (e.g., AJL).
  • Demonstrated ability to manage multiple priorities, meet deadlines, and work with a broad range of stakeholders, including state agencies, training providers, and board members.
  • Willingness to travel regionally and maintain an active, physical presence at Arkansas Workforce Centers.
  • Perform other related duties as assigned to support the mission and operation by the Director of Workforce Development.
