Position Information:

BreakForth Solutions is seeking a Budget Operations Analyst to support the effort of the team supporting our federal customer’s Office of the Chief Information Officer (OCIO), Budget Management Directorate (BMD). The candidate will provide budget execution and financial management support within a federal financial management environment. Experience working in Federal IT organizations is preferred. 

Essential Functions

This role will be responsible for performing tasks such as but not limited to:

  • Review and validate funding requests and Government Purchase Card (GPC) submissions to ensure funding availability within designated operating plan line identifiers (LIDs), accurate and complete documentation, and compliance with internal financial controls.
  • Coordinate with service owners to resolve funding shortfalls, documentation gaps, or inaccurate submissions.
  • Initiate and track funding transfers across activity codes.
  • Process and manage 7600 A/B reimbursable agreements (purchaser and seller scenarios).
  • Create and manage Reimbursable Agreements (RA) in RAMS and establish project codes in UFMS.
  • Enter and process financial transactions (JPQs, JIQs, JMCs) in UFMS.
  • Establish sub-LIDs and support obligation/de-obligation actions.
  • Track expenditures, burn rates, and available balances across IT service portfolios.
  • Support quarterly true-ups, accruals, open obligation reviews, and budget forecasting discussions.
  • Reconcile invoices to contracts and budgets to identify excess funds or overbilling.
  • Participate in weekly, monthly, and quarterly financial review meetings.

Education/Skills/Experience Requirements:

  • Bachelor’s degree in Finance, Accounting, Business, orarelatedfield.
  • Minimum Experience: three (3) years of relevant experience infederal budget execution,financial management, or program analysis.
  • Education/Experience Equivalent:Associate’sdegree + 5 years relevant experience, OR High School Diploma + 7 years relevant experience.
  • Experience processing 7600 A/B interagency agreements and reimbursable transactions.
  • Familiarity with federal financial systems (UFMS, Momentum, SAP, or similar).
  • Experience reviewing funding availability and managing LIDs or comparable funding structures.
  • Strong analytical skills andproficiencyin Microsoft Excel.

Desired Knowledge/Skills 

  • Experience supporting a federal OCIO or IT organization.
  • Knowledge of federal budget lifecycle and appropriations fundamentals.
  • Experience with RAMS and reimbursable project code setup.
  • Background in burn rate analysis and budget forecasting.
