Job Summary

We are seeking an experienced Program Manager to oversee program operations and support staff within our Intensive Residential Treatment Services (IRTS) program. This leadership role focuses on clinical oversight, program coordination, regulatory compliance, staff support, and maintaining safe, effective day-to-day operations.

The ideal candidate holds a master’s-level education in a behavioral health field (licensure preferred but not required), has strong leadership skills, and experience in mental health or residential settings. This position works closely with the Clinical Director and Treatment Director to maintain a safe, therapeutic, and recovery-oriented environment.

Key Responsibilities & Areas of Oversight

Leadership & Program Operations

  • Reports directly to the Treatment Director

  • Supports daily clinical and operational functions of the IRTS program

  • Ensures adherence to the facility’s mission, philosophy, and treatment model

  • Helps maintain an effective clinical organizational structure

  • Provides leadership during team meetings and care coordination

Clinical Oversight

  • Provides clinical guidance and consultation to staff

  • Supports safe medication processes in collaboration with nursing and prescribers

  • Promotes integrated treatment delivery with mental health staff

  • Assists in developing and maintaining standards of care

  • Ensures a safe, therapeutic, and trauma-informed environment for clients

Staff Supervision & Development

  • Supports and supervises interdisciplinary team members

  • Ensures staff meet training and competency requirements

  • Conducts staff coaching, feedback, and performance evaluations

  • Supports onboarding, training, and ongoing staff development

  • Participates in recruitment, interviewing, and hiring

  • Supervises students or trainees as applicable

Compliance & Quality Assurance

  • Ensures compliance with Minnesota Statutes 245I and all applicable state and federal regulations

  • Demonstrates knowledge of administrative, clinical, and emergency policies

  • Supports audits, licensing reviews, and corrective action processes

  • Participates in performance improvement and quality monitoring

  • Monitors safety procedures and risk management practices

Admissions, Coordination & Collaboration

  • Participates in intake and admissions processes

  • Coordinates care with prescribers, hospitals, pharmacies, and community providers

  • Builds collaborative relationships with external partners

  • Facilitates communication across clinical and administrative teams

  • Attends interdisciplinary meetings to support continuity of care

Staffing & Operations

  • Supports effective staffing schedules and coverage planning

  • Assists with call-offs and shift coordination

  • Demonstrates flexibility in a dynamic residential environment

Additional Duties

  • Performs additional responsibilities as assigned

  • Supports crisis response and emergency procedures when needed

Preferred Qualifications

  • Master’s degree in social work, psychology, counseling, or related behavioral health field

  • Licensure preferred (LICSW, LPCC, LMFT, or LP)

  • Experience in mental health, residential, or behavioral health settings

  • Leadership or supervisory experience strongly preferred

  • Familiarity with Minnesota Statutes 245I, IRTS, or licensed residential programs

  • Strong organizational, communication, and problem-solving skills

  • Ability to lead in a fast-paced, high-acuity environment
