CDBG‐DR Financial Analyst / Grants Finance Specialist

Summary:
The New Mexico Department of Homeland Security and Emergency Management (DHSEM) serves as the State’s lead agency for disaster preparedness, response, and recovery, including the administration of the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant – Disaster Recovery (CDBG‐DR) program.

The CDBG‐DR Financial Analyst / Grants Finance Specialist is responsible for processing and supporting all financial activities related to DHSEM’s CDBG‐DR programs. This position plays a critical role in ensuring accurate financial transactions, compliance with state and federal requirements, and timely reporting to HUD.

DHSEM has received CDBG‐DR funding to support recovery efforts from multiple disaster declarations, including:

  • 2024 Disasters: South Fork Fire, Salt Fire, Flooding (DR‐4795‐NM); New Mexico Severe Storms and Flooding (DR‐4843‐NM)
  • 2022 Disasters: Wildfires, Flooding, Mudflows, and Straight‐Line Winds (DR‐4652‐NM)

These funds support recovery through housing, infrastructure, planning, and economic revitalization initiatives.

Main Responsibilities:

  • Process and support all CDBG‐DR financial activities, including purchase orders, vouchers, and contractor invoices
  • Enter and track all assigned financial transactions in internal tracking systems
  • Process payments through the Statewide Human Resources, Accounting, and Reporting (SHARE) system
  • Prepare internal financial projections and expenditure tracking
  • Support financial reporting requirements, including HUD‐required quarterly performance and expenditure reports
  • Enter, review, and maintain data within HUD’s Disaster Recovery Grant Reporting (DRGR) system
  • Coordinate closely with Budget and Finance staff, program managers, procurement, accounts payable/receivable, grants management staff, and other state and federal partners
  • Provide financial transaction support to the financial supervisor and assist additional DHSEM programs as needed through cross‐training

Stakeholders and Customer supporting:

  • DHSEM Budget and Finance staff
  • CDBG‐DR Program Management team
  • Procurement, Grants Management, Accounts Payable and Receivable staff
  • Other state agencies, federal agencies, and external partners as required

Skills:

  • Strong organizational skills and the ability to manage multiple deadlines
  • Proficiency with Microsoft Excel, PowerPoint, and Adobe PDF
  • Experience running queries and performing financial transactions within the SHARE system
  • Attention to detail and an understanding of compliance‐driven grant environments

Basic Qualifications:

  • Bachelor’s degree in Accounting, Finance, Auditing, or Business Administration AND two (2) years of directly related experience in accounting, auditing, finance, and/or budgeting
    OR
  • Any combination of related education and/or direct experience totaling six (6) years may substitute for the required education and experience
  • Must possess and maintain a valid New Mexico Driver’s License
  • Pre‐employment background check required; employment conditional upon results

Working Conditions:

  • Work is performed at the New Mexico Department of Homeland Security and Emergency Management
  • Primarily office‐based work
  • Willingness to work non‐standard hours, including evenings, weekends, holidays, and overtime when required during disaster response or reporting deadlines
