In collaboration with Family and the community, we will educate, empower and support children by providing continuous high quality comprehensive services to achieve successful parent engagement and positive child outcomes. The UPO Office of Early Learning has a special focus on helping children from birth to age 3 to grow and thrive in a healthy, supportive environment. Our Early Head Start programs provide infants and toddlers with the tools needed to develop their social-emotional, physical, cognitive, and language skills, steering them in the direction of happiness and success.

MAJOR DUTIES:

The PAT Parent Educator provides personal home visits, child development screenings, and family support services to eligible prenatal mothers and families with young children. Operating under the Evidence- Based Parent as

Teachers (PAT) model funded by Department of Health (DOH) – Maternal, Infant and Early Childhood Home Visiting (MIECHV) program, this role focuses on strengthening protective factors, promoting positive parenting, and ensuring school readiness.


This position requires strict adherence to model fidelity and precise data tracking for federal performance measures.

Conduct regular, structured 60-minute home visits with each assigned family to deliver individualized, developmentally appropriate educational activities using the Parent as Teachers (PAT) curriculum model.


Plan and facilitate monthly parent group connections events to provide group learning experiences that promote social-emotional and cognitive development. Manage an active caseload of 20 – 25 families.

Conduct ongoing Home Safety Checklist assessments during home visits to identify potential risks and support safe home environments for children and families.

Log home visit, family goals, referrals and follow-ups data within required local (DOH) and PAT database systems within 3 to 5 business days of interactions. Track federal MIECHV performance benchmarks, demographic data, and participant attrition metrics.

Administer developmental and behavioral screenings within 90 days of enrollment and according to the child level screening schedule compliance and timelines.

Attend Continuous Quality Improvement (CQI) data review meetings to analyze program performance measures. Actively recruit eligible prenatal families and families with children 0-3 years old. (prioritizing early enrollment per MIECHV guidelines) through community events, clinics, canvassing, etc.

MINIMUM QUALIFICATIONS:

Education: Child Development Associate (CDA) or an associate degree (AA) in Early Childhood Education or a closely related field.

Experience: Minimum of one (1) year of professional experience working with at-risk populations, pregnant individuals and families with children 0 to 5 years old.


DESIRED QUALIFICATIONS:

Education: Bachelor’s Degree (BA/BS) in Early Childhood Education, Social Work, Human Development, Psychology or related human services field. (Highly Preferred for MIECHV funding compliance)

Experience: Three (3) or more years of experience in home visiting, case management or working with vulnerable prenatal families and families with children ages 0 to 5 within a structured, evidence-based model.

OTHER REQUIREMENTS:

In the event that an offer is extended, the candidate will be required to successfully complete a criminal background check and/or FBI fingerprinting, as well as pre-employment drug screening, as applicable for the position.


This is a Special Trust position subject to mandatory random drug and alcohol testing

This position IS in the collective bargaining unit of the CWA Union
