Status: Full-Time, Exempt
Schedule: Primarily weekdays with flexibility for evenings/weekends as needed
Compensation: $50,000-$56,000
Westminster Rescue Mission (WRM) is expanding services to better support individuals and families in recovery. We are seeking a compassionate, organized, mission-driven professional to join our team as a Recovery Housing Coordinator & Case Manager.
This dynamic role supports both our Women’s Recovery Housing Program (80%) and our Men’s Residential Treatment Program (20%), helping residents build stable foundations in recovery, access community resources, and achieve long-term wellness and independence.

Duties and Responsibilities
Recovery Coordinator and Case Manager- Women’s Program. 32 hours per week.
- Creation of a resident's Individual Recovery Plan (IRP) within five (5) days of program entry.
- Weekly census reporting submitted every Monday by noon.
- Housing outcome tracking for up to 3 months after discharge from the program.
- Establish and maintain appropriate professional boundaries with program residents.
- Provide resources and referrals for comprehensive recovery support (relapse prevention, housing, parenting, vocational services, etc.).
- Document residents' progress and submit required monthly reports to BHA by the 30th of each month
- Coordinate supportive services for residents' children.
- Additional responsibilities and detailed requirements can be found in the complete RHPWWC Handbook, which must be adhered to in full as part of this position.
- Support WRM residents and any other certified recovery residences for women and children in Carroll County in the utilization of Strengthening Families in Recovery (SFIR) funds, as applicable.
- Maintain weekly contact with each participant or family via in-person meetings, phone, or email to monitor progress and provide ongoing support.
Intake coordination
- Duties include phone triage, addressing requests for services and performing client callbacks and documents all call activities.
- Answers inquiry calls about recovery services and availability, perform pre-registration assessments in collaboration with the WRM staff to facilitate admission.
- Facilitates assessment and/or intake to recovery services when appropriate.
- Conducts pre-admission assessments in collaboration with WRM staff.
- Generates, guides, and leads independent discussions with referral sources for client support, conflict resolution and business development with other treatment and healthcare professionals.
- Assesses family needs to determine which professional resources are most appropriate to contact based on information gathered.
- Maintains all the documentation involved with the admissions process.
- Screens calls from referrals and sets up transportation for admission as needed.
- Maintains a waiting list for admissions and stays in contact with potential candidates to facilitate admissions.
Case Management
- Assists clients with financial management, including preparing budgets and computing expenses.
- Assists with referrals to appropriate support to ensure each client's recovery, wellness, and housing goals.
- Educates, informs, and advocates for clients regarding benefits and entitlements.
- Leads groups, workshops, and in-services on Federal, State, and local resources, wellness, and safe sexual health.
- Participates in training opportunities to develop skills utilizing motivational interviewing, trauma-informed care, and recovery-oriented care.
Resident Safety
Safety Protocols
- Enforce all house rules and safety protocols, including zero-tolerance policies for illicit substance use, violence, and harassment.
- Conduct regular safety checks of the residence and report any hazards or maintenance needs to the appropriate personnel.
- Ensure all areas of the property meet standards for safety, cleanliness, and accessibility.
Incident Management
- Respond promptly and effectively to any incidents involving residents, including medical emergencies, disputes, or breaches of safety protocols.
- Report all incidents to the Behavioral Health Administration (BHA) and follow the required reporting timelines and procedures.
- Coordinate with emergency services when necessary, including law enforcement or medical responders.
Emergency Discharge
- Execute emergency discharge procedures when residents pose a threat to the safety of themselves, staff, or other residents in collaboration with BHA and WRM.
- Collaborate with residents to ensure safe and appropriate alternative housing options for themselves and their children during emergency discharges.
Child Safety
- Ensure that all children in the program have access to safe play and study areas, free from hazards.
- Collaborate with mothers to address any safety concerns involving their children, including referrals for additional resources.
- Maintain a list of emergency contacts and provide guidance for families in case of evacuation or other crisis.
Compliance with Regulations
- Uphold all safety and confidentiality standards as outlined by federal, state, and program-specific guidelines, including the Maryland Certification of Recovery Residences (MCORR) and 42 CFR Part 2.
Collaboration:
- Coordinate with the House Manager to ensure seamless operations and provide mutual support during absences.
Case Management- Men’s Residential Program. 8 hours per week.
- Assists clients with financial management, including preparing budgets and computing expenses.
- Assists with referrals to appropriate support to ensure each client's recovery, wellness, and housing goals.
- Educates, informs, and advocates for clients regarding benefits and entitlements.
- Leads groups, workshops, and in-services on Federal, State, and local resources, wellness, and safe sexual health.
- Assist with referral processing and arrange laboratory services.
- Maintains compliance with written and computerized records, compiles reports and completes other program documentation, including case notes, data management, letters, and grant requirements.
- Participates in training opportunities to develop skills utilizing motivational interviewing, trauma-informed care, and recovery-oriented care.
Qualifications and Skills
- Education: Associate degree in human services, social work, or a related field required. Bachelor’s degree preferred. ADT status preferred.
- Skills:
- Strong interpersonal and communication skills.
- Familiarity with addiction recovery and housing assistance resources.
- Basic organizational and case management skills.
- Friendly and outgoing personality with a willingness to guide, teach and learn from others, including interns and volunteers.
- Must be available to work a flexible schedule, including evenings or weekends as needed, to accommodate participant needs.
- Must be able to handle the physical and emotional aspect of live-in facilities work and have a high level of resiliency.
- Must be results-oriented, self-reflective and take responsibility for actions.
Physical Requirements
- Ability to perform tasks involving standing, sitting, bending, and lifting up to 40 pounds.
