The DNA Group is seeking a Senior Business Analyst to support our client's modernization efforts, public safety technologies, and mission-critical systems. The Senior Business Analyst will lead enterprise requirements development, process redesign, and IT initiatives supporting 911/311 operations. The role works closely with technical teams, operational stakeholders, and partner agencies to deliver technology enhancements, workflow improvements, and systems modernization.

Overview Requirements:


  • Formulate and define system scope and objectives based on business and user needs supporting 911/311 operations and core IT environments.
  • Lead enterprise-level requirements development sessions, gathering detailed business and functional requirements.
  • Analyze existing workflows, processes, and system configurations to identify improvement opportunities and modernization needs.
  • Translate business and operational requirements into clear, actionable technical specifications for OUC-IT teams.
  • Support OUC-IT modernization initiatives, public-safety technologies, and mission-critical systems across multiple platforms.
  • Collaborate with technical teams, operational stakeholders, and partner agencies to ensure alignment between operational needs and technical solutions.
  • Develop business process models, use cases, workflow diagrams, and supporting documentation for system design and decision-making.
  • Evaluate system capabilities, performance data, and user feedback to recommend system enhancements or process modifications.
  • Support testing activities including test plan development, test case creation, user acceptance testing, and issue tracking.
  • Support change management activities including training documentation, stakeholder communications, and workflow transition support.
  • Assist in developing standardized tools, templates, documentation frameworks, and reporting dashboards.
  • Conduct impact assessments related to system changes affecting users, processes, and integrated systems.
  • Support data validation, data mapping, and data quality reviews across platforms.
  • Prepare reports, presentations, and recommendations for leadership based on analysis and project outcomes.
  • Provide senior-level consultation across all phases of systems analysis and IT initiatives.


Minimum Qualifications:


  • Bachelor’s degree in IT or a related field, or equivalent professional experience; or a current Project Management Professional (PMP) Certification.
  • 11–15 years of experience as a Business Analyst supporting enterprise IT initiatives.
  • Extensive experience supporting systems modernization and mission-critical environments.
  • Strong experience leading requirements development and process analysis initiatives.
  • Experience supporting public-safety technologies, including 911/311 operations.
  • Strong analytical, documentation, and problem-solving skills.
  • Excellent communication skills with the ability to collaborate across technical and operational teams.
