GENERAL PURPOSE
The GIS Assistant / Meter Technician plays a key role in supporting the Water Department's infrastructure management and meter operations. This position is responsible for collecting, reviewing, and verifying data on legacy water infrastructure, ensuring accuracy in the Geographic Information System (GIS). The role also assists the Meter Department with installations, repairs, troubleshooting, customer support, and manual readings. This position requires strong attention to detail, the ability to interpret plan sets, and a commitment to maintaining accurate and reliable utility records in a fast-paced municipal environment.

Works under the general supervision of the Water Supervisor and Water Resource Supervisor.

ESSENTIAL FUNCTIONS
GIS & Infrastructure Data Responsibilities
- Perform field data collection of existing water infrastructure, including valves, hydrants, service lines, meters, and other assets.
- Review and interpret engineering plan sets, as-built drawings, and historical records to identify and correct GIS data discrepancies.
- Relay collected field data to the GIS Department in a timely and organized manner.
- Conduct quality control checks to verify GIS data accuracy and ensure alignment with field conditions.
- Assist in cleaning and updating old GIS datasets by cross-referencing drawings, field observations, and department records.
- Coordinate with Water Department and GIS staff to ensure timely updates to infrastructure maps.
Meter Department Responsibilities
- Assist with the installation, replacement, and repair of water meters and related equipment.
- Troubleshoot meter functionality issues, including reading errors and connectivity problems.
- Perform manual meter reads as required to ensure billing accuracy.
- Respond to customer inquiries and service requests regarding meter issues.
- Maintain accurate work records and report completed work to the Meter Department lead.
General Labor: Serves as a member of utilities maintenance crew as needed; may assist with water, street or sewer projects; may operate light equipment in the performance of various service projects.
MINIMUM QUALIFICATIONS
- Education and Experience:
- Graduation from high school; post-secondary coursework in GIS, water utility operations, or a related field preferred.
- One (1) year of GIS experience or utility infrastructure mapping preferred. Six (6) months performing above or related duties; additional education or coursework related to GIS training is a plus
- Experience in water meter installation, troubleshooting, or utility field work preferred.

- An equivalent combination of education and experience.
- Knowledge, Skills and Abilities:
- Ability to read and interpret engineering drawings, plan sets, and as-built records.
- Basic understanding of GIS concepts and data management.
- Strong attention to detail and ability to ensure data accuracy.
- Proficiency with GPS data collection equipment and mobile mapping applications.
- Strong communication skills for working with staff, contractors, and the public.
- Ability to work in a fast-paced environment and manage multiple priorities.
- Physical ability to work outdoors in varying weather conditions and lift/move up to 50 lbs.
- Basic mechanical aptitude for working with meters and related tools/equipment.
Skill in interpersonal communications and customer service; the operation of various types of light equipment, basic mechanics.
Ability to operate an automobile effectively and safely; write or make numeric recordings legible or understandably; communicate effectively, verbally and in writing; follow and established work routine requiring little instruction; develop effective working relationships with supervisors, the public, and fellow employees. Work Environment & Physical Demands
- Work is performed both in an office setting and outdoors in the field.
- Frequent standing, walking, bending, and lifting required.

- Special Qualifications:
Must possess a valid driver's license. May be required to possess or obtain a class "B" commercial driver's license (CDL). Most possess a "clean" driving record.
- Work Environment:
Workers in this position are exposed daily to changing weather conditions and seasonal elements. Tasks require variety of physical activities involving some muscular strain, such as walking, standing, stooping, sitting, reaching, and lifting. Talking, hearing and seeing essential to performance of assigned duties. Common eye, hand, finger dexterity required to complete mechanical tasks and manipulate hand tools. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking. Workplace stress associated with customer service can be an everyday occurrence. Regular travel by city vehicle required in the normal course of completing daily work assignments
