POSITION DESCRIPTION
This position is responsible for oversight of over-arching mission deliverables for construction activities and operations, including the quality, accuracy, efficiency and successful completion of the deliverable. This includes being responsible for the safety and timely delivery of work in a Hazard Category 2 Security Classification 2 radiological facility while ensuring it is done in compliance with Laboratory policies and other regulatory requirements. Responsible for the organization of operations in the areas of construction, field controls and Contracts Administration.
Ensures the timely completion of discrete technical activities or operational projects; adheres to technical requirements for the project and in coordination of the various groups within the Construction project and ensures that they are properly staffed. Provides timely group support services to assist the various construction projects. Ensures consistent application of construction engineering standards and practices between jobs. Additionally, this position is responsible for ensuring documentation is adequate and developing when it is not, installing and improving processes, managing budgets, providing oversight for other workers and subcontractors, and effectively communicating with stakeholders and customers, and ultimately being responsible for the end-to-end success of the set of deliverables. Prefer prior DOE experience in construction projects and experience in a work control setting with alignment to quality control, assurance and managing complex issues under NQA-1.
Day-to-day technical interface between the facility operations organization and the programmatic tenants in a facility or a collection of facilities. Assists in the day-to-day business operations functions and in the development and deliverance of facility operations-focused programs, policies, processes, and procedures in support of safe and compliant facility operations. Develops and maintains facility operations-focused programs, policies, processes, and procedures in support of safe and compliant facility operations. Duties may include, but are not necessarily limited to, providing guidance on governmental regulations and Laboratory guidelines; conducting incident and general issues management investigations and reporting; participating in or supporting readiness reviews for operations; supporting the activity approval process; developing and maintaining required operational documentation and procedural manuals; planning and budgeting; and providing other compliance and/or quality-related support functions including development of training, delivery of facility-level training, tracking and assurance of employee training; property accountability, and access control. Provides other operational/administrative support functions as required.
EDUCATION REQUIREMENTS
· A recognized bachelor’s degree in engineering or technical discipline or combination of education and relevant experience.
· 15 or more years’ experience in the construction field and 5 years of experience supporting the DOE mission.
MINIMUM QUALIFICATIONS
· Ability to obtain a Q clearance,
· Construction management experience in DOE, nuclear, or radiological facility,
· Electrical field work supervisor experience,
· Professional and safety certifications relevant to DOE construction are required,
· Ability to work in a diverse work environment,
· Satisfactory results of a pre-employment screening, which includes a background check and drug screening,
· Ability to fulfill and promote L&A core values,

· Assignment Duration – Up to 5 years with possibility of extension or conversion,

· TA-55 and PF 4 work location,
· 4/10 schedule but may vary according to subcontractor schedule,
· Per-diem allowed.
