We provide professional support and operations to the District of Columbia and Federal government nationwide. RPS is a government contractor, in which our routine work consist of providing office support, technical writers, information technology support, contracting, accounting and other support for our government clients throughout the United States and District of Columbia.
We are currently seeking an Administrative / Household Goods Transportation Support individual for an immediate Navy, New Orleans government contract.

Days: Monday – Friday (NTE 40 hours per week)
Duration: ASAP to 31 MAY 2027 (potential extension)
Hourly Rates:
- $17.50 per hour ($36K per yr.) Benefits: 100% paid individual benefits (federal holidays, paid sick leave, accrued vacation and medical/dental/ life insurance options.)
- $22.43 per hour ($46K per yr.) Benefits: Federal holidays, paid sick leave, accrued vacation. (No medical/dental/ life insurance options).
Onsite (potential hybrid after 90 days)
JOB DUTIES (Classified General Clerk III)
ADMINISTRATION/HOUSEHOLD GOODS TRANSPORTATION SUPPORT:
The requirement is to provide a variety of Administrative and counseling/coordination support for the movement of Household Goods for Household Goods/Personal Property Shipping Office Store Front Section located at Personal Property Division Office, New Orleans LA 70143-5012.
BACKGROUND: Personal Property Office is responsible for coordinating movement of personal property shipments to worldwide locations. Contract services are required to support functions under NAS JRB New Orleans LA.
Provide on-site Administrative / Household Goods Transportation support for Household Goods/Personal Property Shipping Office (HHGIPPSO), JRB New Orleans LA during core hours of 0730-1600 Monday through Friday, except for federal holidays for duration of the contract.
In addition to transportation support duties provide/Coordinate Administrative Support for the Personal Property Office to include the Department Director, Deputy Director and Division Supervisors.
o Answer routine calls.
o Greet and direct customers.
o File Correspondence IAW established filing system.
o Prepare all types of correspondence for signature
o Perform copying of requested documents and deliver to the requestor
o Review documents for grammar, format and policy prior to department head signature.
o Manage all incoming correspondence, publications, regulations and directives which directly affect the organization.
· Prepare documentation to ship or store household goods, unaccompanied baggage, privately owned vehicles, boats, and mobile homes.
· Provide detailed guidance in the use of Defense Personal Property Software and the member responsibilities.
· Perform as initial liaison and customer support for both military, civilians, their dependents or agents to determine and advise on entitlements procedures.
o Discuss pay checkages due to excess cost.
o Basic entitlements, articles authorized for shipment.
o Complaints of TSP performance.
o Late or lost shipments.
o Customer and TSP disagreements.
· Review, order and determine the extent of entitlements and eligibility for the shipment, drayage or temporary or non-temporary storage of household goods at government expense.
· Explain shipment and storage options, excess costs, special procedures for shipments under various types of orders, and there approximate transit time.
· Explain the responsibilities of the Transportation Service Provider (TSP) to include claims procedures and other information relevant to the shipment and storage of personal property.
· Review and finalize DD Form 1299, Application for Shipment and/or Storage of Personal Property, for member & employee signatures and compile all required documents for shipment.
· Prepare additional documents, as required, to include counseling checklist, custom forms, Voucher/Pay and Adjustment Authorization.
· Review customer records in DPS system utilizing member’s documentation and customer contacts (phone/walk-in) and online DPS training Module.
· Entry and update all required entries into DPS and TOPS system.
· Establish member’s records.
· Prepare and forward correspondence to customer with pertinent information include correspondence, forms and reports.
· Retrieve incoming mail from the mailroom and process as required.
· Report to FLCJ Back Office TSP violations for QC action if required. Conduct inspections by telephone or at member’s residence or at TSPs warehouse to ensure compliance.
· Respond to members for information and assistance. Refer TSP FLCJ to Back Office.
· Provide claims information.
· Determine pre-approved accessorial services.
· Initiate shipment change request to FLCJ Back Office.
· Determine and advise on various methods of movement.
· Government Bill of Lading (GBL).Personally Procure Moves (PPM).
WORK LOAD DATA: It is estimated that 15424 administrative/household goods support actions per year will be performed at an average of 64 per day. Estimated action is 8 per hour.
SKILLS AND KNOWLEDGE REQUIRED BY THE POSITION
· Minimum 6 years comprehensive knowledge in Administrative Support policies, principles, methodology and procedures.
· Subject Matter expert with Minimum 6 years comprehensive knowledge in household goods transportation modes, traffic management policies, consignment instructions Best Value traffic distribution methodologies, Defense Personal Property System (DPS) Business Rules, shipment/warehouse inspections, and loss and damage procedures is required. Management temporary and non-temporary storage, including storage entitlements.
· Demonstrated proficiency with minimum 5 years experience utilizing without assistance each of the following:
o Microsoft Word
o Microsoft Excel
o Microsoft Outlook
· Knowledge of, or the ability to use, various publications and instructions including current editions of NAVSUPINST 4500.9-R Defense Transportation Regulation, NAVSUP Pub 1, Volume V Transportation of Property, NAVSUP P-490 Transportation of Personal Property, JTR & JFTR and all applicable major claimant and local instructions, if any, DOD 4500.34R (PPTMR), DoD 4500.32R (MILSTAMP), Military Rate Tender (MRT) HHG, Military Basic Tender (MBT) UB, ITGBL Procedures and PPCIG Vol I & II is required. .
· Demonstrate strong organizational, prioritization and customer service skills.
· Ability to develop and work independently on projects.
· Possess excellent report formulation and writing skills.
· Possess effective interpersonal skills for communicating with Customer Service Team (CST) peers, customers, Industry, and other Services and agencies.
· Ability to adapt and work under stressful conditions caused by fluctuating workload.
12.0 SECURITY REQUIRMENTS:
12.1 Contractor employees who require access to classified information shall be investigated and cleared under the National Industrial Security Program (NISP). A Visit Request, DD Form 254 or DoD Letter of Consent-NISP Form, shall be submitted to the DGR and servicing Command Security Manager validating the clearance level. Contractor employees who require access to sensitive unclassified information or computer systems are required to have a favorable National Agency Check (NAC) IAW SECNAV INST 5510.30 series and SECVNAVINST 5510.36 series. The employee roster provided to the DGR will be used by the Command Security Manager to accomplish this check under the Facilities Access Determination Program. The Government retains the right to exclude any contractor employee from performance of duties under this PWS if that employee is a security risk or is unable to obtain a security clearance. The exclusion of an employee for security reasons shall not relieve the contractor from performance of the services required under this contract. DD Form 254 contains additional information regarding specific higher-level security clearances. Periodic updates to past investigations are mandatory and employee participation in providing information and completing forms is required. Specific personnel security clearance requirements by task are contained in TE 05 (Required Certifications, Licenses and Clearances). Personnel requiring a security clearance must have, at minimum, an interim clearance granted prior to beginning these tasks. Additional security checks required for access to computer systems will be identified by the DGR.
12.3: Work under this task order requires access to personally identifiable information (PII) and information protected by the Privacy Act of 1974. In addition to the security requirements below, contractors performing work under this task order must meet the following criteria: Per SECNAV M-5510.30, all individuals with access to PII or Privacy Act information must be US Citizens; therefore US Citizenship is a requirement. In all cases contract employees must meet eligibility requirements for a position of trust at a minimum. The contractor shall comply with all applicable DoD security regulations and procedures during the performance of this task order. Contractor shall not disclose and must safeguard procurement sensitive information, computer systems and data, privacy act data, sensitive but unclassified (SBU) information, classified information, and all government personnel work products that are obtained or generated in the performance of this task order. Contractor employees are required to have National Agency Check, Local Agency Check and Local Credit Check (NACLC) investigation at a minimum in accordance with DoD Instruction 8500.2. Local Agency Check and Local Credit Check must be submitted and results received prior to commencement of work. A security clearance may also be required to perform work under this contract.
