Job Duties

  • As an Environmental Health paraprofessional, performs EH support work of moderate difficulty, requiring some independent judgment and knowledge of EH laws and regulations. Responsibilities include multiple tasks that collectively dominate the position's work, such as:
  • Drafts schematic drawings for water, well, and septic system construction permits; takes field notes or EH Specialist (EHS) field notes and information from plat and application; develops schematic for the permit package using CAD software.
  • Completes various permit/certificate packages for EHS review and signature.
  • Explains permit or certification requirements to others.
  • Performs on-site monitoring of completed wells in uncomplicated situations; determines compliance of well location within permitted area and compliance with well construction techniques; reports results to EHS.
  • Monitors sites and collects soil and water samples in support of the sewage, swimming pool, and marina programs.
  • Performs routine investigations of animal bites, monitors confined animals to observe conditions, removes animal heads for rabies examination, and packages them for transport.
  • Transports rabies, soil, and food specimens/samples.
  • Performs other routine environmental investigations of low technical complexity in response to public health complaints such as verifying excessive grass height, observing open trash, confirming the ongoing presence of standing water, etc.
  • This position will support the VDH goal of becoming the healthiest state in the nation by continuing to support and improve the health of all Virginians through efficient and effective execution of EH operations and delivery of services, performing work based on assigned duties and performance measures.

Duties / Responsibilities

Performance Management (for employees who supervise others)

  • Serves in a managerial/supervisory capacity to conduct performance management activities and ensure onboarding/offboarding and training for staff
  • Establishes and reviews work assignments and priorities and implements performance improvement strategies and/or problem resolution for related issues, in conjunction with program management and Human Resources staff
  • Ensures relevant training and workplace safety for staff
  • Conducts required performance monitoring and appraisals, establishes clear performance expectations, addresses deficiencies promptly, and documents underperformance in accordance with state guidelines
  • Supports employee growth through regular feedback, coaching, and professional development opportunities
  • Rabies Prevention & General Environmental Field Surveillance
  • Investigates assigned animal bites within established timeline
  • Collects, prepares, and ships samples for lab analysis according to protocols
  • Uses good judgment in managing time and resources to carry out these programs
  • Maintains good communication with local officials and vets
  • Investigates assigned complaints and records findings
  • C. Marina & Tourist Environmental Services Inspections
  • All marinas, other places where boats are moored, and boating access facilities shall receive one or more inspections per year of the sewerage facilities, sewage systems and treatment works to ensure compliance with the Marina Regulations
  • All campgrounds, seasonal lodging and tourist establishments shall be inspected as required by pertinent regulation to ensure compliance with the Campground, Swimming Pool, Hotel, Summer Camp, or Migrant Labor Camp regulations
  • D. Onsite Sewage & Water Program
  • Assists implementation of the onsite sewage and water program through water well construction inspection, review and filing of onsite sewage system operation and maintenance reports, and assisting the public through review of submitted permit applications for completeness. With appropriate training, evaluates sites for private water wells and assists with permit drafting; reports results to EHS
  • E. Documentation/Records
  • Provides complete documentation of all program activities by accurate and timely use of state environmental database which may include CAD drafting/permit design; standardized forms, policy and procedure manuals, maintaining complete case records and preparing detailed correspondences
  • Oversees hard-copy files, transmits and receives phone calls, and schedules daily work
  • Ensures timely response to public inquiry
  • G. May be required to perform other duties as assigned.
  • May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
  • May be required by VDH to adjust work hours, location, and job duties and participate in training to meet public health business needs, including emergencies.
  • If this position is designated as a mobile worker, this includes both working in the field and teleworking at an alternate location when not in the field or during an emergency closing.
  • You may be required to periodically come into your assigned office to attend meetings or training.
  • Knowledge, Skills, and Abilities:
  • Skills in composition of reports, data entry, and effective communication
  • Proficient in basic computer software programs
  • Ability to conduct inspections and investigations in all areas of environmental health, to work outdoors and perform moderately strenuous physical labor during all seasons
  • Skills in problem solving are essential
  • Ability to work with diverse cultural backgrounds
  • A valid State Driver's License is required to operate a state vehicle or to operate a personal vehicle while conducting business on behalf of the agency
