Job DescriptionWe are looking for a dedicated Regulatory Programs Specialist to oversee and manage energy assistance programs designed to support low-income customers. This long-term contract position is based in Allentown, Pennsylvania, and requires a proactive individual who can work collaboratively with community organizations, internal teams, and contractors to ensure compliance with regulatory standards. The role offers a hybrid work schedule, with in-office days on Tuesdays and Wednesdays.

Responsibilities:
• Oversee the implementation and management of energy conservation and customer assistance programs to meet regulatory requirements and customer needs.
• Negotiate and manage contracts with community-based organizations and vendors to ensure effective program delivery.
• Train and supervise caseworkers and contractors involved in delivering services for low-income customers.
• Monitor and evaluate the performance of community organizations and contractors to ensure compliance with quality standards and program goals.
• Manage program budgets and ensure alignment with regulatory guidelines and expenditure targets.
• Coordinate with internal teams such as Corporate Communications, Information Services, and Procurement to optimize program implementation.
• Conduct audits and procedural reviews to maintain compliance with company and regulatory standards.
• Prepare and deliver presentations to community organizations and stakeholders to support program awareness and implementation.
• Identify opportunities for process improvements and technology enhancements related to energy efficiency and rate reduction initiatives.
• Ensure effective communication of program changes and updates to all relevant stakeholders.• Proven experience working with community organizations or similar entities.
• Strong communication skills with the ability to work independently and manage multiple priorities.
• Proficiency in Microsoft Excel, Word, and other relevant tools.
• Experience in contract negotiation and vendor management.
• Familiarity with regulatory compliance and energy conservation programs.
• Ability to conduct training sessions and presentations effectively.
• Bilingual proficiency is a plus.
• Background in budgeting, auditing, and quality assurance processes is preferred.
