Job Location:

This is a hybrid position, with the ability to travel within the Washington, DC area as needed.

Clearance:

Must be currently authorized to work in the United States on a full-time basis and have the ability to obtain a Public Trust Clearance.

Job Description:

In this position as a Senior Manager, you will be responsible for driving the growth of BWG's federal health portfolio, with a focus on financial management programs at the Department of Health and Human Services (HHS) and its sub-agencies. You will leverage deep domain expertise and a strong professional network to identify, qualify, and capture opportunities in areas such as budgeting, accounting, audit readiness, grants management, and compliance. In this position, you will also:

  • Lead the development and execution of business development strategies to expand our presence across HHS financial management domains.
  • Identify, track, and qualify business opportunities aligned with BWG's service offerings by monitoring procurement portals and federal forecasts.
  • Cultivate and maintain strong relationships with key stakeholders, including program managers, contracting officers, and financial executives within HHS, CMS, NIH, HRSA, and other sub-agencies.
  • Lead capture activities, including competitive assessments, teaming strategies, pricing coordination, and the development of compelling win themes.
  • Manage and report on a robust opportunity pipeline using CRM tools, ensuring accurate forecasting and strategic prioritization.
  • Collaborate cross-functionally with internal teams, subject matter experts, and industry partners to develop compliant and compelling proposals.
  • Represent BWG at federal health industry events, conferences, and agency briefings to enhance brand visibility and strategic positioning.
  • Forge strategic partnerships with primes, small businesses, and technology vendors to strengthen pursuit capabilities and contract accessibility.
  • Provide insights on market trends, customer feedback, and legislative or funding changes to inform corporate growth strategy.

Required Skills:

  • Bachelor's Degree in Accounting, Finance, Business Administration, or a related field.
  • 10+ years of experience supporting HHS.
  • 7+ years of experience leading business development in the federal health market.
  • 5+ years of experience leading strategic capture efforts.
  • 5+ years of experience building executive-level relationships and navigating acquisition strategies.
  • 5+ years of experience in market intelligence and proposal development.

Desired Skills:

  • Active involvement in industry associations related to federal health, financial management, or acquisition strategy.
  • Experience collaborating with proposal teams, SMEs, and strategic partners to develop compliant, compelling, and timely proposal responses for HHS opportunities.
  • Familiarity with CRM and pipeline management tools (e.g., Salesforce, GovWin, or similar) to track business development activities, forecasts, and opportunity lifecycle.
  • Strong presentation and communication skills, with the ability to clearly articulate value propositions and win themes to internal stakeholders and external partners.

At Blake Willson Group, we believe in transparency and fairness in compensation practices. For this position, we offer a competitive salary range of $130,000 to $170,000 in the United States. Your individual salary within this range will be determined by various factors, including but not limited to your education, experience, skills, and geographic location.
