Responsibilities
Priorities can often change in a fast-paced environment like ours, so this role includes, but is not limited to, the following responsibilities:
- Perform day-to-day construction monitoring and detailed inspections on streets, water/sewer utilities and site development, verifying adherence to plans, specifications, standards, and codes.
- Prepare and maintain comprehensive daily inspection reports, Inspector Daily Reports (IDRs), photographs, field books/diaries, sketches, and record drawings.
- Review and process contractor submittals, RFIs, shop drawings, change-order proposals, and contract-claim documentation; conduct change-order and delay-analysis using CPM methods.
- Document and analyze time-and-material and unit-price work; review payment applications and provide recommendations for adjustments.
- Attend and/or chair pre-construction and progress meetings; record minutes and distribute to project team; coordinate quality-assurance reviews and constructability feedback with Resident Engineers, contractors, and stakeholders.
- Perform routine field tests (ACI slump, air-content, dye tests); collect material samples for laboratory analysis; verify material certifications.
- Utilize scheduling software (Primavera P6, Primavera CM14, Oracle Unifier) for progress tracking and delay analysis.
- Enforce safety procedures (OSHA-30, fall protection, confined-space entry, work-zone requirements); issue noncompliance notices or suspend work for life-threatening safety violations after consultation with supervisors.
- Conduct soil erosion and sediment control inspections; issue grading permits, civil citations, and support legal enforcement actions, including testimony.
Requirements
Essential Skills and Experience:
- High school diploma or GED plus four (4) years of progressively responsible construction inspection experience on public works projects (roads/utilities)
- Equivalent combinations of education and experience may substitute.
- Working knowledge with scheduling and project-tracking software (Primavera P6, CM14, or Oracle Unifier).
- Valid Maryland Class C (or equivalent) driver’s license.
- OSHA 30-hour Construction Safety certification.
- Sediment Control “Green Card”
- Knowledge of construction/civil inspection procedures, familiarity with grading, erosion control, and utility standards.
- Ability to read, interpret, and enforce plans, specifications, design manuals, codes, and regulatory requirements.
- Proficiency in contract administration: submittals, RFIs, change-orders, claims, and payment application review.
- Skilled in preparing clear, concise written reports, sketches, and photographic records.
- Good oral and written communication; ability to lead meetings and coordinate among diverse stakeholders.
- Experience with CPM scheduling and delay analysis; working knowledge of Primavera P6, CM14, and Oracle Unifier.
- Capacity to identify constructability issues, recommend corrective actions, and promote efficient project delivery.
- Flexibility to work evenings, weekends, and on-call assignments as project needs dictate.
