Plexos Group LLC is seeking a qualified Rehab/Recon Specialist to support the Community Development Block Grant – Disaster Recovery (CDBG-DR) Program. The Rehab/Recon Specialist is responsible for coordinating all aspects of housing repair, rehabilitation, and reconstruction activities within the New Mexico Home Recovery Program (HRP), which provides housing rehabilitation, reconstruction, and new construction for eligible households affected by 2024 natural disasters in New Mexico.

The Specialist ensures that all housing activities are completed in compliance with federal, state, and local regulations, while meeting program objectives of providing safe, sanitary, and resilient housing for eligible applicants. The position requires strong technical knowledge of housing construction, program compliance, and case coordination. The Specialist serves as the primary liaison between applicants, contractors, inspectors, and program staff to ensure timely and compliant delivery of housing assistance.

Location: Candidates must be local to the State of New Mexico or be willing to deploy 75% of the time (6 weeks on, 2 weeks off) to New Mexico.

RESPONSIBILITIES

· Coordinate and oversee housing reconstruction and rehabilitation activities for eligible applicants of the HRP.

· Conduct site assessments and property inspections to determine damage levels, feasibility, and appropriate scope of work.

· Conduct regular site visits to monitor progress, verify quality of workmanship, and ensure compliance with state and local building codes, HUD standards, and program policies.

· Prepare or review work write-ups, cost estimates, and construction specifications for rehabilitation or reconstruction projects.

· Ensure all projects comply with HUD CDBG-DR requirements, building codes, environmental regulations, and program policies.

· Monitor contractor performance, progress, and quality of work through regular site visits and inspections.

· Review and approve invoices, change orders, and draw requests in accordance with contract terms and program guidelines.

· Maintain accurate and complete project files, including inspection reports, photographs, and compliance documentation.

· Communicate regularly with applicants to explain program requirements, construction timelines, and expectations.

· Collaborate with program staff to resolve eligibility issues, site challenges, or compliance concerns.

· Support audit, monitoring, and reporting requirements by ensuring documentation is accurate and readily available.

· Stay current on construction standards, HUD guidance, and program updates to ensure consistent compliance.

· Interface with assigned Disaster Case Managers or applicants directly when necessary to:

o Provide regular updates on construction timelines, progress, and expectations

o Resolve applicant concerns/complaints

o Assist applicants with warranty claim filing

· Verify warranty claims are processed timely by contractors.

· Escalate applicant concerns/complaints to Construction Coordinator as needed.

· Perform other duties as assigned to support housing program operations.

MINIMUM QUALIFICATIONS

· Associate or bachelor’s degree in construction management, engineering, architecture, public administration, or related field; equivalent experience may be considered.

· 3-5 years of experience in residential construction, housing rehabilitation, project management, or related field.

· Proficiency in Microsoft Office Suite

Preferred:

· Experience with HUD-funded programs (CDBG, HOME, CDBG-DR, etc.).

· Bilingual in English and Spanish strongly preferred.

· Experience with construction management or case management systems.

KNOWLEDGE, SKILLS, AND ABILITIES

· Working knowledge of residential construction practices, building codes, and rehabilitation standards.

· Ability to prepare, review, and interpret scopes of work, cost estimates, and technical documents.

· Strong understanding of HUD program compliance, procurement, and documentation requirements.

· Excellent organizational and project management skills with the ability to manage multiple projects simultaneously.

· Strong interpersonal and communication skills, including the ability to work with disaster-impacted populations.

· Ability to travel within the program service area to conduct inspections, monitor projects, and meet with applicants.
