Custom Software Systems, Inc. (CSS) is seeking an experienced Product Manager to lead the strategy, design, and delivery of enterprise-scale data access management capabilities in support of the Federal Reserve Board. This role is critical to shaping how users securely request, approve, and manage access to sensitive data across complex, regulated environments.
The ideal candidate brings a strong blend of product leadership, user-centered design, and technical fluency, with hands-on experience delivering workflow-driven platforms that balance usability, governance, and security. You will work cross-functionally with engineering, data governance, security, and compliance teams to define intuitive, scalable, and policy-driven solutions that serve multiple user personas. Responsibilities
- Manage the end-to-end product strategy and roadmap for data access management, covering the full user experience for data stewards, owners, access requesters and approvers.
- Define and deliver core foundational workflows and capabilities for requesting, approving, granting, reviewing, and revoking access to data
- Partner closely with business, engineering, data governance, security and compliance teams to gather requirements and translate them into clear product specifications and priorities
- Deeply understand user needs and pain points across different personas, and use that insight to drive intuitive, scalable, and compliant solutions
- Lead discovery efforts including user research, journey mapping, and workflow design toe nsure solutions are usable and aligned with real world processes
- Balance short term delivery with long term platform and architecture considerations to support scalable, policy driven access management solutions.
- Define success metrics and continuously measure, iterate, and improve the product basedon usage data and user feedback
- Communicate product vision, progress, and tradeoffs clearly to both technical and nontechnical stakeholders.

Required Qualifications
- At least 6 years in product management, engineering and/or management consulting.
- At least 3 years of product management, product design, agile delivery, business analysis, data science, or software engineering.
Knowledge, Skills & Abilities
- Experience managing the delivery, ongoing success, and continuous improvement of one or more digital products and/or platforms.
- Lead one or more multi-disciplinary agile delivery teams to deliver excellent new products and/or iterations to existing products to meet user needs.
- Gather user requirements based on a communicable understanding of diverse audience groups.
- Create effective, prioritized product descriptions, and delivery plans to meet user needs in a cost-effective way.
- Experience managing complex workflow driven products and services.
- Experience building products that span multiple user personas and require coordination across multiple teams or systems
- Strong understanding of data access management, data governance or identity and access management concepts including familiarity with access control models such as RBAC and ABAC is a must.
- Proven ability to gather ambiguous requirements, synthesize input from diverse stakeholders (business, security, data governance etc.) and drive alignment towards a clear product direction
- Comfortable working closely with engineering teams on foundational capabilities, APIs and system integrations
- Demonstrated ability to operate in an agile environment, owning the product backlog, defining and refining user stories, and delivering value through iterative, incremental releases.
- Excellent communication and stakeholder management skills, with the ability to influence without authority and explain complex access and governance concepts clearly
- Experience working with or integrating access management tools and platforms (e.g. entitlement systems, approval of workflows, policy engines, identity providers) is a plus.
- Experience working in regulated or compliance sensitive environments is a plus
Certificates
- At least one of the following or its equivalent:
- ITIL 4 Foundation certifications
- Certified Product Manager
- Agile Certified Product Manager and Product Owner.
