Position Description:
The Talent Acquisition Specialist is responsible for executing effective recruitment strategies to attract top talent across a variety of positions within the organization. This role works closely with hiring managers to understand workforce needs, create compelling job postings, source qualified candidates, and guide them through the hiring process in alignment with company culture and values.
Primary Responsibilities:
Recruitment and Sourcing
- Develop and implement targeted recruitment strategies to attract qualified candidates across departments and roles.
- Collaborate with hiring managers to assess staffing needs and define role requirements.
- Confirm all necessary approvals and documentation are in place before initiating recruitment for open positions.
- Partner with hiring manager to draft, update and format job descriptions, ensuring alignment with EEO, ADA, and other employment regulations.
- Create, publish and manage job postings on internal and external platforms.
- Build and maintain talent pipelines for hard-to-fill or high-turnover positions.
- Actively source candidates through social media, job boards, employee referrals, networking events, and other sourcing channels.
Screening & Interviewing
- Review applications and screen candidates for qualifications, experience and culture alignment.
- Conduct initial screening to evaluate skills, experience, and organizational fit, ensure only qualified candidates are referred.
- Schedule and coordinate interviews with hiring managers and other stakeholders.
- Guide and support hiring managers throughout the interview and selection process, ensuring consistency, ensuring fairness and consistency.
- Deliver a positive candidate experience by maintaining transparent and timely communications.
- Administer pre-employment assessments as needed to support hiring decisions.
Hiring and Onboarding
- Draft and present approved job offers in collaboration with HR and hiring managers including offer negotiations when appropriate.
- Ensure all pre-employment and onboarding paperwork and documentation is completed accurately and efficiently.
- Facilitate background checks in accordance with agency policies, licensing standards, applicable state and federal laws.
Reporting & Compliance
- Monitor and report key recruitment metrics such as time-to-fill, time-to-hire, candidate pipeline status, offer acceptance rate, and source of hire.
- Provide weekly updates on job posting activity and applicant flow.
- Maintain accurate records of open, filled and closed requisitions and associated recruitment efforts.
- Assist in compiling monthly, quarterly, and annual HR reports.
- Ensure all recruitment activities comply with employment laws, agency policies, and regulatory requirements.
- Utilize and maintain applicant tracking system (ATS) and ensure timely and accurate documentation of recruitment activities.
Employer Branding & Outreach
- Represent the agency at job fairs, recruitment events, and other community outreach activities.
- Promote the organization’s mission, values, and culture to attract top talent.
Required Qualifications:
- Bachelor’s degree in human resources or similar business discipline. Three years of progressive experience, HR may be considered in lieu of degree.
- Two (2) years’ experience in talent acquisition or recruitment, preferably in a non-profit healthcare or social services environment.
Preferred Qualifications:
- Experience with behavioral interviewing techniques.
- Talent Acquisition or HR Certification a plus.
Knowledge, Skills, and Abilities:
- Demonstrated understanding of sourcing, screening, interviewing and candidate evaluation practices.
- Proficient in conducting structured and situational interviews to assess both technical competencies and interpersonal skills.
- Familiar with applicant tracking systems, background check tools and other HR technology platforms.
- In-depth knowledge of recruitment strategies and digital platforms such as LinkedIn, Indeed, and ZipRecruiter.
- Strong verbal and written communication skills with the ability to build professional, trust-based relationships.
- Skilled at managing multiple requisitions simultaneously while effectively prioritizing competing tasks.
- Proficient in Microsoft Word, Excel, and Outlook, with strong general computer literacy.
- Highly organized with the ability to meet deadlines, maintain detailed records, and ensure accuracy throughout the hiring process.
- Flexible and adaptable, able to respond quickly to shifting priorities and changing hiring needs.
- Committed to maintaining a professional and confidential work environment in alignment with organizational values and compliance standards.
Work Conditions:
- Environment: Hybrid
- Range of Schedule: Mon – Fri, 7:00 am to 6:00 pm
- Travel: Occasional - Uses own vehicle on agency business but does not transport clients. (Must have a valid Texas driver license and current auto insurance)
