An Enterprise client is seeking a Health Product Management (HPM) Technical Consultant to provide targeted technical assistance, quality assurance, and capacity strengthening across its Global Fund portfolio. Your inputs are essential during Global Fund application and grant-making processes and become particularly critical during grant start-up and early implementation.
Our client implements programs supported by the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund) across diverse geographic and operational contexts.
Job Description
The objectives of this engagement is to;
- Strengthen the technical quality, accuracy, and Global Fund compliance of Health Product Management inputs across the company's Global Fund portfolio.
- Improve the consistency and reliability of HPM planning, forecasting, costing, and supply chain assumptions used in Global Fund applications and grant implementation.
- Enhance country-level HPM capacity through targeted technical backstopping and mentorship.
- Reduce HPM-related risks that may affect grant start-up, early implementation, commodity availability, regulatory compliance, or grant performance.
- Contribute to the institutionalization of robust HPM tools, guidance, and good practices across the company's Global Fund portfolio.
Your key deliverables may include, as applicable to supported countries:
- Completed or quality-assured Health Product Management Templates (HPMT).
- Commodity quantification and forecasting files with clearly documented assumptions and methodologies.
- Commodity costing summaries aligned with Global Fund pricing and procurement guidance.
- Targeted HPM risk assessments and practical improvement actions.
- Technical briefs or summaries highlighting key issues, risks, and recommendations.
You are expected to provide targeted technical support across the following areas, as required and subject to agreed priorities:
- Global Fund Application and Grant-Making Support
- Grant Start-Up and Early Implementation Support
- Technical Backstopping and Mentorship
- HPM Systems Review and Risk Management
- Institutional Tools and Documentation
- Coordination and Engagement
Qualifications
- Degree in Pharmacy, Health Product Management, Supply Chain Management, or a related field.
- At least 5–10 years of relevant experience in Health Product Management and supply chain management for Global Fund–financed or comparable donor-funded programmes.
- Demonstrated expertise in commodity quantification, forecasting, costing, and completion of Health Product Management Templates.
- Experience with Global Fund procurement mechanisms and market platforms (e.g., Wambo, Global Drug Facility, World Health Organization Prequalification.
- Proven ability to provide technical mentorship and work effectively across multiple countries and stakeholders.
- Strong analytical, communication, and coordination skills.
