We are seeking a detail-oriented and analytical HR Analyst to support human capital and financial operations within a federal environment. This role is ideal for a professional with strong writing skills, HR systems experience, and the ability to manage multiple priorities under tight deadlines. The HR Analyst will play a key role in personnel action processing, payroll analysis, audit support, and reporting.
Key Responsibilities
- Assist in the development and writing of the OMB Budget Request and other agency reports, ensuring clarity, accuracy, and timeliness
- Support the implementation and ongoing administration of the Student Loan Repayment Program (SLRP), including monthly tracking and reporting
- Compile and maintain accurate documentation to support financial statement audits, working closely with Finance and Human Capital Office (HCO) teams
- Review and analyze payroll reports; collaborate with Finance and HCO leadership to identify and resolve discrepancies
- Prepare and process Request for Personnel Actions (SF-52) in compliance with OPM guidelines
- Initiate and process personnel actions using NFC systems, including EPIC (Entry, Processing, Inquiry, and Correction System) and related platforms
- Maintain and manage employee records within the electronic Official Personnel Folder (eOPF) in accordance with federal records management requirements and the General Records Schedule (GRS)
- Support Time & Attendance (T&A) administration, including timecard review, issue resolution, and responding to employee and supervisor inquiries
- Coordinate with HR, Finance, and NFC service providers to resolve personnel and payroll issues
Required Qualifications
- US citizenship required
- Bachelor’s degree in Human Resources, Business Administration, Finance, or a related field (or equivalent experience)
- Experience supporting federal HR operations, including personnel action processing
- Familiarity with OPM personnel processing guidelines
- Experience working with NFC systems, including EPIC or similar HR/payroll systems
- Strong analytical skills with experience reviewing payroll and financial data
- Excellent written communication skills, with the ability to produce clear and concise reports
- Ability to manage multiple priorities and meet tight deadlines in a fast-paced environment
- Strong attention to detail and organizational skills
Preferred Qualifications (Not Required)
- Experience with Oracle Federal Financials
- Familiarity with G-Invoicing for Intra-governmental Transactions (IGT)
- Prior experience supporting federal audits or financial reporting processes
